This arrangement allows the delegates to chose the Issues that are most Important to their city or town, while making room for additional speakers. This tentative agenda and list of workshop topics Is based on discussions with League members in recent months about the Issues that are on the minds of municipal leaders. It is not final, and 1 would hope that members of the Kalispell City Council would have suggestions on topics that would give this conference a distinct local touch. Box I704 Hrlrna, I f 59624 July 18, I996 Debbie Gifford, City Clerk City of Kalispell 312 First Avenue East Kalispell, MT 59903 Dear Debbie: I would be pleased to meet with the members of the Kalispell City Council on August 12 to discuss the arrangements for the 1996 annual meeting of the League of Cities and Towns. I appreciate the council's cooperation and expect that we can work together to put on a very informative and entertaining conference. We ask the host city to make the following arrangements: I. The Golf Tournaments for the clerks on Tuesday and the general membership on Wednesday . It is difficult to set aside specific blocks of tee times for the Wednesday players because of different travel schedules, and we ask the local course to be as flexible as possible. I will buy the prizes at the Buffalo Hills Pro Shop and take care of the scoring and other arrangements. 2. The Prayer Breakfast. We ask the host city to arrange for a religious or inspirational speaker and a choir or other musical entertainment. The people who attend the conference represent a broad range of denominations and we are looking for speakers who can talk on general themes related to Christian ethics and government service. 3. The Presidents Reception and Annual Banquet These events will be combined for the first time this year, and we are hoping to work with the city to arrange a banquet speaker and a dance band. In the past, many of the delegates left Friday afternoon and were not able to attend the banquet. We are hoping that the new schedule will assure full participation in this major social event, and our intent is to provide a good meal and a full evening of quality entertainment. 4. The Spouses Program. We ask the host city to put together a program for the spouses of delegates on Thursday and Friday. The program usually includes tours of museums, mansions, art galleries, historical sites and other local attractions. About 30 people participate in this program, which is intended to showcase the local community. The host city should arrange for one lunch for this group at a local restaurant. I would also like to work with the city council on the agenda for the business meetings. This year, Don Borut, Executive Director of the National League of Cities, has agreed to be the keynote speaker. He intends to spend several days in Kalispell and will be available to participate in other workshops and seminars. This is an election year, and we should make room on the agenda for the candidates for Governor, Congress and the U.S. Senate. There is considerable interest in the deregulation of the electrical power and natural gas industries and the consequences for cities and towns. Box 1704 11derza, MT 59624 topics include public works financing, economic and community development, municipal tax and revenue systems, effective communications and lobbying techniques, environmental regulation, risk management and a broad range of other issues that are currently challenging cities and towns of all sizes across Montana. A large block of the agenda will be taken up by political candidates and the business of adopting the L.eague's 1997 Legislative package, but I would like to have the help of your council to arrange workshops and seminars that will give delegates pertinent information on topical issues that they can take home and put to work in their cities and towns. If it is appropriate, we would also like to arrange tours and discussions of the operations of the City of Kalispell to give delegates a better understanding of how a sewage treatment plant, planning office, tax increment district or other facilities and programs are operated in a first-class city. Kalispell is a very attractive convention site. I expect that we will have very good attendance, and I am committed to working with the council and city staff to assure that the 1996 annual meeting meets or exceeds the standards that have been established at recent League conferences.
