17. Painting House Numbers on Curb - RequestDATE: July 31, 1996 TO: AI Thelen, Interim City Manager FROM: Robert Babb, City Engineer ?0 RE: Painting House Numbers on Curbs There is a City Ordinance that requires house numbers on houses to be clearly visible from the street. Painting house numbers on curbs could possible make home owners feel that they had fulfilled their obligation for visible house numbers. Both the Police and Fire Departments have expressed their concerns regarding this. Secondly, my concern is that for at least six (6) months of the year, the numbers would not be visible due to snow and leaves. My third concern is the limited curbs available for house numbers. Many of our curbs have less than 4" of exposure and many are drive overs. Quality of work would be very - hard to maintain at a high standard. Fred Zavodny found the attached policy set in 1985 by the Council. After all this has been said, I am not extremely dogmatic either to allow or not to allow. Attached is the 1985 Council's policy. June 18, 1986 PUBLIC WORKS COMMITTEE 3:30 P.M. Chairman Ruiz and Councilmen Palmer and Schindler in attendance. Mayor Kennedy, DPW Hammer, Attorney Neier, Chief Stefanic, Surveyor Zavodny, Building Official Jackson, Construction Inspector Van Dyke, Ross Plambeck from Community Development, Curt adkins and his father, Glen Graham from Taco Time, Dave Melrose of KOFI, and Roger Hopkins of the Daily Interlake were also present. -LETTERING OF CURBS - Curt Adkins requested permission to stencil the address of each house on the street curb with a flourescent paint to make it easier to find any given house in case of an emergency. The Committee discussed the fact that the curbs are right-of-way and the liability involved for the City. Working there would require a right-of-way permit and the City cannot contract with a minor. DPW Hammer pointed out that these numbers could not be in lieu of house numbers, which are needed for fire protection. The Committee agreed to allow Curt to carry out his proposal on the following conditions: 1. A right-of-way permit be obtained by Curt's father. Attorney Neier felt that bonding and insurance could be waived because there would be no holes and no liability. 2. Barricades and/or an orange vest was used for high visibility and safety. - - 3. All agreements and payment be between the individual residents and Curt. 4. That "The City reserves the right to revoke this permit" be included on the right-of-way permit. C. Ruiz stated that quality control is between the homeowner and the contractor. Surveyor Zavodny pointed out that there is no second chance - the paint stays permanent on the concrete. CURBING AND SIDEWALK BIDS - Big Montana's bid was lower across the board and the Committee awarded the bid to Big Montana. VACATING OF STREETS FOR AUSTIN MILLER - Mr. Miller stated that the request for trading the vacation of Mission Lake for an access to the park was not necessary because there was a 10' access at the end of Lot 21. He is requesting the abandonment because Lots 11 and 12 are landlocked and in order to develop those parcels at all he either needs the abandonment of Mission Lane or will have to use Lot 12 for access. DPW Hammer asked for another week or so in order to research this. The Staff will bring information back to the Committee. Austin Miller gave his position on Sherry Lane by stating that North Haven Heights had been given 5 years to come into the City. Seven years have passed since that agreement and they have not annexed because of cost of approximately $3,000 per lot for the necessary improvements. He agreed that an easement for the water and sewer lines for the Halver and Shearer lots would be granted. C. Ruiz said that the Committee must look at why the road was dedicated in the first place. Austin responded that FRDO had said that the road would be needed if North Haven Heights was ever annexed. The letter from Norb Donahue giving 5 years and the conditions for annexation cannot be found, but it seems obvious that the people do not want to come into the City. C. Ruiz pointed out that some people want to annex, some don't, but in the future when septic tanks fail and the Board of Health won't issue permits for new ones Sherry Lane will be needed. STREET AND ALLEY COMMITTEE July 24, 1985 Page 2 C. Ruiz pointed out that if the City had followed the Master Plan it would not have allowed the Mall in the first place. The plan also recommended the improvement of 5th at the existing width. C. Saverud pointed out that if widened 5th will become a mini -bypass, and the City has not had much luck in controlling truck traffic in the past. Mike Fraser pointed out that a 12' lane carries full capacity - decreasing width increases traffic problems. 10' lanes carry only 81% of the traffic that a 12' lane does. C. Palmer polled the councilmen for their opinions. C. Ruiz said leave 5th width as is and do not increase the traffic. C. Manning said keep with the least amount of traffic as possible - and if needed to do that use one -ways on 5th and 7th. DPW Hammer indicated he prefered to wait to talk to the traffic experts who would be present for the Depot Loop Road part of the meeting. C. Palmer said he preferred 5th not be used for major traffic flow. C. Saverud preferred some widening for two 12lanes and parking on one side. C. Palmer explained to the citizens in attendance the procedure of the Committee making a recommendation to Council and Council then making the final decision. He also told them that the time to speak is at the Council meeting. The Committee went on to look at other agenda items and came back to this issue when the traffic experts were available. There was discussion of the fact that it is hard to look at just 5th without looking at the traffic needs for the whole area around the Mall. The Highway Department indicated that they could get the 1984 traffic pattern information from Helena. Also Al Koch is supposed to have helpful information. DPW Hammer is to get facts and figures together for a meeting of Street and Alley on July 29, 1985 at 3:00 P.M. Sewer and Water Committee is also invited to attend. BIDS FOR DECORATIVE STREET LIGHT INSTALLATION - Two bids were received, $29,156.75 from Harp, $23,200.00 from C. Powell Electric. City Attorney Neier was asked to check the contracts. C. Saverud made a motion to accept the lowest bidder. C. Nystul seconded and the motion passed. C. Palmer asked that he be provided with the total figure for the street light project. ORDERING OF CURBS - 3RD AVENUE WEST AND CENTER - Committee felt that they needed to look into the traffic and the work on Center in relation to this. This is not a feeder to the Mall. C. Palmer questioned doing anything about it when the City crews are overloaded with work. DPW Hammer felt it should be dealt with because it is in the vicinity of the Mall. C. Nystul made a motion that parallel parking signs be put up and wait until Center Street is done to deal with it. Committee agreed. HAARR CURB CUT - Committee agreed to allow the curb cut. PAINTING OF HOUSE NUMBERS ON CURBS - Request from individual to sell service of painting house numbers on curb to residents. Committee felt that it would be better to encourage better house numbers that could be seen year-round rather than curb numbers that would not be visible during the winter. Committee consensus was not to allow. The reason for this is that often people do not have their address on their house and it makes it difficult for emergency vehicles, delivery vehicles, etc., to find the residences. I would charge a nominal fee for this service -- probably around $5. Please take this under advisement and let me know what steps I have to take. Thank you for your time.
