Staff ReportsPUBLIC WORKS DEPARTMENT ACTIVITY REPORT JULY 1996 ENGINEERING ENGINEERING PROJECTS CURRENTLY BEING DESIGNED OR COORDINATED BY CITY STAFF. -Conducted research and field search for NGS benchmarks in Sections 36, 32, 31, and 5 to prepare for Phase III G.I.S.mapping. -Began to prepare requests for photogrammetric G.I.S. mapping proposals (Phase III). -Preparation began for request of City utilities location (fire hydrants, valves, manholes, catch basins) in Phase I G.I. S mapping. -Overlay Project is 90% complete. -Chipseal Project for FY96 is completed. -Continued inspection of various construction projects: Ashley Park Phase II, Bluestone Subdivision, Sunrise View, Buffalo Stage Phase II, Woodland Court Sewer Extension, Meadow Park Phase II, Lonepine Subdivision, and Teton Terrace. -Corporate Way Utility Improvements completed. -Completed inventory of Solid Waste Service provided to businesses and organizations leasing building and land from the City. $2376.00 in additional revenue will be acquired through direct billing of these accounts. -East Meridian Road Traffic Signalization Design Modification approved by MDOT. -East Meridian Road Project awarded to A-1 Paving by the East Meridian Road Property Owners Assoc. -First Avenue East Storm Drain Project being constructed by City Forces, 50% complete. -Annual sidewalk and curbing contract awarded to Sandon Construction. -City Special Assessment updating continues at an aggressive pace. -14th Street East storm sewer contractor is 12 days late on construction schedule. -Plans for the South Woodland water improvements have been designed by Thomas, Dean, and Hoskins and submitted to the State for review. We will be advertising for bids soon and starting construction by early September. -The Liberty Street & Two Mile Drive water improvements are in the late stages of design with Carver Engineering. Plans will be submitted for State review in about two weeks. Construction is expected to begin in late September. -The North Side Water Well project has slipped behind schedule. Early in our discussions we made a commitment to the college for the drilling of the final wells to occur during the summer season to avoid disruption of classes. Our engineers at T homas, Dean, & Hoskins advise us the best schedule to be achieved during this construction season would include drilling operations through the month of October. Therefore, in light of our previous commitment to the college, construction activity will be delayed until June 1997. We will proceed with contract negotiations for the final phases of engineering services. The final design, bidding process and construction contract award will be scheduled to enable construction as soon as the spring semester ends. -The Elk's Lift Station Reconstruction project is currently under design with Carver Engineering. Depending upon the length of time for State review and ordering the pump system, construction may extend into the late fall. This may prove to be an advantage because the area groundwater will be at its lowest levels of the year. ENGINEERING PROJECTS CURRENTLYBEING DESIGNED OR COORDINATED BY CITY -The Greenacres Lift Station Reconstruction project is currently under design with the Public Works engineering staff. The plans should be submitted for State review within the next month. The new Greenacres lift station will increase flows to the Elk's lift station, so construction will be scheduled to follow the completion of that project. -Casne Engineering, our electrical engineering consultant, is nearing completion of the specifications for the trailer mounted auxiliary power generator. We will prepare the bid package in house and be advertising for bids within the next few weeks. -We are negotiating the final details of an agreement with Morrison Maierle for pedestrian traffic study along Center Street between First and Fifth Avenue West. They will be ready to proceed if the Council approves staff s recommendation for a study in this area. -Discussions are continuing with residents having failing septic systems in the Greenacres area. We have had preliminary discussions, visited the site and received a draft proposal from Stokes Engineering for the design and inspection of proposed sewer improvements. Stokes is ready to proceed if the Council should approve the staffs proposal to correct this problem. OFFICE AND STAFF -Greg Thurston's title and position is upgraded to City Surveyor. -Greenacres Annexation preparation continues. -Budget tracking ongoing. -Daily updates of inventory ongoing. OPERATIONS AND MAINTENANCE CENTRAL GARAGE -120 repair orders were completed during the month of July -Police ............ 29 - Streets.............41 -Fire .............. 7 - Garbage............ 6 -Others............ 37 -Replaced fan and bearings on 1994 Elgin Sweeper. -Made fan housing rubber liner for approximately $150.00 verses a new lined housing costing $2300. -Replaced all six tires on 1985 CAT Grader with 6 new radials after one blew out due to wearing through.. -Performed scheduled maintenance on City vehicles as they are received. WATER PUMPING & STORAGE -Produced 162 M gallons of water. 30 M gallons upper zone and 132 M gallons lower zone. -Injected 50 lbs of chlorine. -Ongoing maintenance of all pumps, motors, reservoirs, grounds, and controls for the water supply system. -Flow tested fire hydrants for construction projects, engineering request, and insurance companies. -Began repainting fire hydrants red with Muellar paint, completed approximately 200 hydrants. -Assisted field crews on East Arizona Project and exploratory excavations on Meridian. WATER PUMPING & STORAGE continued -Started up Lawrence Park pump station July 15th due to high demand of water. (Noffsinger's Spring) -Assisted electrical contractor installing new automatic transfer switch for stand by power at Buffalo Booster Station. -Poured four (4) new concrete entrance stups at pump stations. SEWER FACILITIES LIFT STATIONS COLLECTION -Video and jet cleaning of sewer lines continues Monday thru Thursday; weekly maintenance of fifteen lift stations. -Installed sewer tap at 1830 5th Avenue East. -Installed storm sewer line from Main Street to 1 st Avenue East on 9th Street. -Set four (4) storm catch basins at Ist Avenue East and 9th Street. SOLID WASTE COLLECTION/DISPOSAL&ALLEY CLEANUP. -Responded to 21 reported violations - delivered 13 containers - repaired 5 damaged containers. -Weekly garbage service continues. -Weekly alley cleanup continues. -Sprayed and disinfected containers. -Delivered and picked up containers at Depot Park for special events. CONSTRUCTIONAND MAINTENANCE STREETS CURBS GUTTERS ALLEYS -General sweeping, patching, alley grading ongoing, and alley dust control. -Prepped 5th Avenue East, 14th Street East, East Arizona, 1 Oth Street East, & 8th Avenue West for paving overlays. -Put a flow line valley in East Arizona. -Striped and added keyways on 8th Avenue West in preparation for overlays. -Prepped alley off of 5th Avenue East for paving. -Removed cold mix utility patch on 4th Street East and replaced it with hot mix - 18.5 tons. -Patched utility cut for sewer on 9th Street East - 10 ton. -Did utility cuts for Water Department - 18.6 ton. -Assisted Sewer Dept. with storm sewer projects with pea gravel, crush, pit run, and drain rock. -Swept chip seal project - placed chips in yard for winter use. -Patched driveway approaches on 5th Avenue East after overlays. WATER CONSTR UCTION AND SYSTEM REPAIR -Tagged 23 delinquent accounts. -Replaced two (2) fire hydrants. -Work order and complaint resolution continues. -Meter repair and replacement ongoing. -Assisted Parks Division with Begg Park parking lot paving. -Assisted Ben Van Dyke with pump maintenance. -Did five (5) test holes for Carver Engineering. WATER CONSTR UCTION AND SYSTEM REPAIR continued -Installed 2 water taps and 1 sewer tap. -Repaired 3 service lines. -Repaired 2 valve boxes. -Attended safety meeting at WWTP. -Lowered 8" water main - First Avenue East and 8th Street East for storm sewer project. SIGNALS. SIGNS, STRIPING. SERVICES -Maintenance of traffic signals, lights, signs, and meters continues. -Continue laying out cross walks for contractor to route out and install thermo plastic. -Assisted in transport of City items for City auction. -Helped with America's Most Wanted TV production - signing and barricading in Depot Park area. -Assisted MDOT with Libby traffic signals repair. -Repaired sidewalk on 2nd Avenue East. -Responded to traffic signal problem in Whitefish per call out by MDOT. WASTEWATER TREATMENTPLANT ANT -The dryer weather this month has allowed Plant flows to return to "normal." The Plant flow during the month has dropped from 2.4 million gallons per day to 1.9 million gallons. -The Ashley Creek flooding has receded from the Plant's Reaeration Basin. A report from the Montana Department of Fish, Wildlife, & Parks states that the inflow into Ashley Lake was nearly three times the average, and the water year is only 75% complete. -The Plant is receiving the 1996 Region VIII Operation and Maintenance Excellence Award from the U.S. Environmental Protection Agency on Thursday, August 29th. The award presentation will be held in the Plant Conference Room. Invitations are being mailed out this week. -We are still experiencing equipment problems from the Power Company, "power blips." We purchased a power regulator for the ultraviolet disinfection system and a UPS unit for the laboratory autoanalyzer to eliminate costly repairs to these systems. -In preparation for cleaning the primary digester next summer, we are checking the contents for the amounts of heavy metals. This will determine how we can dispose of the contents. -Until the 23rd of this month, we used only one blower for aeration. As a result of the current hot weather and more Plant flow over last year, we are now running two aeration blowers. This will increase our power cost. When the weather is cooler we can return to using only one blower. Seniors participated in activities such as Whitewater rafting, Senior Softball league, and numerous hikes. The Department also provided children with the opportunity to learn the art of cheerleading, hula dance, in -line skating, American Crafts, and much more.
