11. Woodland Park Connection Parkway Improvements - Bid AwardDATE: July 25, 1996 TO: City Manager and City Council FROM: Public Works Department RE: Woodland Park Connection/Walkway & Parkway Improvements The Woodland Park Connection Project is located on the south side of First Street East between Third Avenue East and Woodland Avenue. The project includes the installation of sidewalks, driveways, curbing, handicapped ramps, pedestrian protective bollards, antique street lights and conduit, tree root barriers, topsoil and sod, asphalt patching and crosswalk striping. The low bid (lump sum) for the project amounted to $73,367.00 and was submitted by Sandon Construction. Following is a breakdown of the associated concrete costs for this project based on the annual bid for sidewalk and curbing construction: 120 LF Curb and Gutter $ 960.00 789 SF 6" Thick Sidewalk $ 2524.80 6200 SF 4" Thick Sidewalk $ 17980.00 400 LF Sawcutting $ 700.00 6 Ea. Pedestrian Bollards (contractor quote) $ 3000.00 TOTAL $ 25164.80 The costs associated with the remainder of the project are estimated as follows: 6 Ea. Antique Street Lights (contractor quote) $ 29588.00 400 LF Tree Root Barrier Fabric $ 2000.00 1000 LF Crosswalk Striping $ 1250.00 1200 SF Asphalt Patching $ 4800.00 9900 SF Landscaping (topsoil & sod) $ 7870.00 TOTAL $ 45508.00 Total Project Estimate $ 70672.80 Low Bid $ 73367.00 Difference + $ 2694.20 The project involves considerable excavation and the cautious loading of trucks under continuous tree cover. The specifications require the contractor to provide protective care to exposed and cut tree roots systems. The project also requires the contractor to provide labor intensive processes that are difficult to take into account when providing unit price estimates. PUBLIC WORKS RECONDVIENDATIONS: 1. Award the bid to Sandon Construction as submitted in the amount of $73,367.00. 2. Award the bid to Sandon Construction eliminating the pedestrian bollards and the tree root barrier fabric. The project would materially be the same with the reduction of approximately $5,000.00 for an estimated total cost of $68,367.00. Eliminating the Antique Street Lights and installing the conduit and knockouts would result in a savings of approximately $20,000. 3. The contract time frame as bid is 75 days to completion. This time frame is excessive. If a contract is awarded, it should be modified to a 35 day maximum, exclusive of antique street lights which should remain at 75 days. We need to be sensitive to prolonged construction in established residential areas.
