Recommendation:
The Total bid is higher than project costs originally estimated and budgeted. The original
estimate for the Woodland Park trail anticipated a cut and fill approach to construct the trail, but
after the soil tests were completed the recommendation was for adding fill to the hillside. The bid
includes an additional $32,000 for hauling in the additional fill material - an amount not
considered in the original budget estimate.
All three projects are top priorities of the community goal setting sessions of Which Way
Kalispell over the past 4 years and should be awarded now. There has been consideration of
eliminating the decorative lighting in order to reduce costs; however, I do not recommend
eliminating this element of the project. While to some, it may be considered a costly addition, it
is one of the few urban amenities included in the entire project which continues and compliments
a theme started years ago. If it is not done now, more than likely it will never get done. Other
project benefits include:

• Provide safe pedestrian access by replacing heaved sidewalks and ADA
accessibility at the street corners and down the hillside into Woodland Park.
• The Central School Plaza will provide a safer bus loading area with a designated
pull-out designed into the extension of 2nd Ave. East. Major street construction
should be done this summer prior to school opening.
• Rebidding would delay the projects and could result in higher costs due to a late
construction season start-up or inflation increases if rebid for Spring `97.
• The Woodland Park Trail needs to be constructed in the dry season because of the
poor soil conditions on the hillside.
Our consultant and staff will be available at the July 15, 1996, Council Meeting to answer
any questions the City Council may have regarding this recommendation.

Regarding: Bid Summaries - (1) Central School Plaza, (2) Woodland Park Overlook and
Trail and (5) The Woodland park Connection Parkway Improvements.
Flease find attached a Summary of the bids Submitted Wednesday, July 10 for the above
projects. Included in the Summary is a consultant recommendation of options for each
project.
I am happy to report that the asbestos and pipe removal project for the tunnel between
Central and Linderman School was completed in late June by I.R.S. Environmental from
Spokane. The project coordination, engineering and monitoring was conducted by
5itescape Associates and MG5 Environmental, Inc. of Missoula. The project was
completed by the contractor for a total coot of $5300 which reflects a $15,000
savings from our preliminary estimate of the work. The demolition of the tunnel remains
to be completed as part of the Central School plaza Project. I would like to remind the
City that the asbestos contractor discovered that the West end of the tunnel is
structurally unstable. If you recall, the sidewalk between Linderman and Central acts as
the cap for the 5.5 foot by 2.5 foot tunnel. He advised us that no heavy equipment
should attempt to travel over that part of the tunnel. The problem is visible on the
surface in the vicinity of the broken sidewalks East of the Central School entry.

• Addenda item regarding structural compromise at the West end of the tunnel

Please note that these changes resulted from coordination and site review with Kalispell Public Works and
School District 5.

The following design changes and product cost changes were not reflected in the revised

• Concrete steps and pipe handrails (both sides) from Woodland Avenue to base of
overlook
• Provision for fill along trail alignment to avoid cutting into native soils on hillside to
accomodate trail(based on results of soils test, GMT, Missoula ) and to provide 3:1
sideslopes downhill of trail. This provision requires approximately 3200 cubic yards
of imported material.
• Subdrainage collector, system, drywells and asphalt curbing along alignment of trail
to ensure proper trail drainage .
Consultant Recommendation of Options in order of Preference:
1) Accept the bid proposal as is and award the construction contract to NUPAC with Add
Alternate #1, #2 and 93. (Total Cost = $173,741.27)
2) Award base bid construction contract to NUPAC Company with a request for a
deductive change order including the elimination of the antique lights. (Approx. $15,000
credit).
3) Re -bid the project with Council identified items as deductive alternates for
construction late summer and fall of 1996.
Note: It is critical that this project be constructed during the dry season of the year (preferably July -
October).
