BACKGROUND: The Biosolids Dewatering Project involves installing a new screw press for
the solids de -watering system at the WWTP. The new screw press will replace one of the
existing 20 year old, malfunctioning belt filter presses.
Bids for the Project were opened on Thursday, September 25, 2014. One responsive bid was
received and reviewed for completeness by HDR Engineering. HDR evaluated the bid and the
certified bid tabulation is attached.
Contractor Base Bid
Dick Anderson Construction, Inc. $136,350
References were checked and they were determined to be a responsible contractor, successfully
completing projects of similar scope and magnitude.
STAFF RECOMMENDATIONS: Award the bid for the Biosolids Dewatering Project to Dick
Anderson Construction, Inc. for the lump sum amount of $136,350.
ACTION REQUESTED: Motion to award the Biosolids Dewatering Project to Dick Anderson
Construction, Inc. for the lump sum amount of $136,350.
FISCAL EFFECTS: This capital project was approved in the FY 14/15 Wastewater Treatment
Plant Budget. The project will be funded through the Wastewater Treatment Plant Capital
Outlay- Replacement Funds: Solids Dewatering Design and Construction (5310-455-430640-
933). The FY 14/15 budget for this project was $615,610. After purchase of the equipment and
engineering design fees, $299,082 remains in the line item for construction, engineering
inspection, and equipment retainage.
ALTERNATIVES: As suggested and approved by the City Council.
