After having worked together for 11 months, it has always been our
goal to optimize the airport. To do that, we see that time is of
the essence and the following are our recommendations:
1. The Resolution as proposed with an authority date of
January 1, 1997 is seen as realistic.
2. Numerous inquiries have been submitted concerning future
development of this airport. Many people are anxious to
assist in the development of both the airport and the sports
complex. We are concerned that to delay this process may
cause these citizens to lose interest.
3. Having talked to Montana State Aeronautics and other
airport administrations, we feel that an authority is the best
form of airport operation.
Attached for�your consideration are draft copies of an airport
marketing plan, rules and regulations, airport hangar and design,
airport manager job description, and budget projections.

An Airport Manager Job Description and various lease
documents pertaining to the Kalispell City Airport.
The Kalispell City Airport is a general aviation airport
located within the Kalispell City limits. It is managed by
the Kalispell City Airport Authority, a member board consisting
of city residents and non residents who reside within
the Kalispell City planning district. The Authority members are
appointed by the Kalispell City Council and serve three year terms
with varying expiration dates. One member will be elected by the
Authority to serve as chairman.
The Airport Authority will hire a part-time or full-time
Airport Manager as the Authority deems necessary.(An Airport Manager
job description is enclosed). The Airport Authority and Airport
Manager will report to the City Manager, Mayor and City Council
as necessary to assure that the City if fully appraised of the
financial and operating conditions of the City Airport.
The Airport Manager will maintain the financial statements
for the airport and will report to the Airport Authority on the
financial and physical condition of the Airport.
The attraction of the Kalispell City Airport to pilot's is
it's small airport,general aviation atmosphere and it's close
proximity to town (restaurants,hotels,rental cars,retail etc.)
With this in mind, the Airport Authority will raise revenues
primarily through leases and fuel taxes rather than through user
fees . User fees tend to appear restrictive to pilots, they don't
generate much income, and they are difficult to enforce and collect.
Kalispell City Airport currently has three Fixed Base OPerators
and two Aircraft Paint Shops as commercial operators. Ideally the
airport could sustain Three F.B.O. s,two Aircraft Paint shops,
two Restaurants, one Avionics Repair and Sales Shop,one Taxi
stand, one Rental Car Agency, one Parachute Club, one Glider
Club, one Air -Ambulance operator,one Helicopter Service OPerator,
unlimited Aircraft REtrofit Manufacturers, one Engine and/or
Propellor Overhaul Facility.
Other possible commercial uses are a ministorage facility,
warehouse (Federal Express),office or retail (Compatable with
the Airport Neighborhood).
Revenue sources will be Annual User Fees,F.B.O. Commercial
Fees,Tie-down fees, Fuel Tax Revenues, Ground Leases for Hangars
(.11/sq ft/year X 150% of building size, 20 year lease with
five year review subject to increases for CPI? and increases for
airport improvements) utility hookups and leases for airport
compatable commercial uses. State and Federal grants will be
pursued by the Airport Manager and Airport Authority as they
become available. Additional revenue could be raised through
special fund raising events such as the MIcro Brew Fest and
Fly -Ins. A projected expense and revenue sheet are enclosed.
As the airport generates increased revenue, the Airport
Manager will go from part-time to full-time. At this point, the
Airport Authority could purchase plowing and/or mowing ecquipment
and these duties would then be performed by the Airport Manager for
a significant savings in maintenance expenses.Anticipated future
expenses will be Runway Sealing and Painting, Future Runway Overlay,
Future Land Acquisition, Lighting Maintenance and Improvements,
Navigation and Communication Radios and infrastructure improvements.

Position Description
Title: Manager, City Airport
I. General Statement -- Duties and Responsibilities:
The person in this position is responsible for coordination of all activities relating to
operations, maintenance and administration of the Kalispell City Airport.
II. Specific Statement -- Duties and Responsibilities:
A. Plans, orgmizes, directs assigns, schedules and supervises park and street department
staffiin t e construction, development, repair and maintenance of the Airport facility,
including the runway, taxiways, tiedowns, air park, fixed base operators area, hangars and
turf areas.
B. Prepares annual budget, financial reports, airport activity information, statistical reports
and monitors expenditures, supervises purchases of supplies, equipment, and materials.
Prepares financial and operating statements including revenue statements and billing of
the FBO's, user fees, hangar leases, tiedown fees and aviation fuel tax. Initiates airport
capital development and maintenance projects. Acts as project manager during airport
construction. Updates lease information for airport tenants and insures that all tenants
follow the conditions of their lease.
C. Pursues airplane hangar development. Negotiates and prepares documents for hangar
leases with direction from City Attorney.
D. Determines land use priorities in conjunction with the Airpoirt Authority in dealing with
proposed hangar leases, tie sites and multiple use concepts of airport property. Plans
layouts and directs improvements of facility construction.
E. Inspects condition of airport for compliance with Federal Aviation Standards and Safety.
Prepares and submits to the FAA the airport operations manual and the emergency
operations plan. Implements and insures compliance with these manuals at all times.
Also inspects the airport periodically and issues Notices to Airmen to the FAA
concerting conditions affecting airport safety. Also directly supervises and trains the
oW ` irpCrash/Fire/Rescue Department' and airport volunteers, and insures that the
Department maintains the highest level of personnel and equipment readiness.
F. Prepares and submits to the FAA an Airport Security Plan and implements this plan.
G. Requires frequent contact with general public, airport users, and agency personnel in
administration of facility.
H. Performs other duties as directed such as: assist with aviation seminars, search and
rescue, rates and charges surveys, newsletter articles, and other services and programs.
Applies for federal and state grants in obtaining revenue for airport management, when
available.
J. Maintains airport turf area for weed control and turf management. Schedules work crews
and work programs in maintaining runways, tiedowns, taxiways, hangar areas, and roads

standards. Coordinates with Street SuperintendenfOr scheduling crews. Also supervises
or personally performs maintenance on all airport buildings, runways, taxiways, and
associated paved surfaces and related facilities. Examples of such duties include: P1.
mowing, general carpentry, asphalt crack sealing, fence building, electrical repair of
runway lighting systems, aircraft ground power units, standby field electrical generator,
two-way radios, building electrical systems, etc.
K. Prepares and presents verbal and written correspondence reports, maintains files on all
pertinent data.
L. Maintains contact with Airport Authority, Mayor, city Manager, and Council to update on
operations improvements, proposals and progress. Establishes and maintains effective
working relationships with other employees, supervisors, and the public.
M. Prepares and presents programs oriented to public groups, school groups, commissions,
committees and other agencies.
N. Maintains familiarity with current periodicals, research, and professional literature
pertinent to various aspects of airport administration.
O. Identifies and reports accordingly on potential problem areas, providing supporting
factual evidence and recommended action to the Airport Authority and City Manager.
P. Airport responsibilities fall under the Airport Authority.
III. Knowledge Skills and Abilities:
A. Must be completely familiar with all phases of aviation, management, crash/fire/rescue
and security operations typically encountered in managing a general aviation airport.
Must be able to exercise good judgment in handling any airport emergency, negotiate
with airport tenants, and have the knowledge and ability to supervise or perform the
necessary airport maintenance functions. Must be able to effectively communicate the
written and spoken word.
B. Knowledge of current maintenance practices with turf management, weed control and
asphalt.
C. Knowledge of real estate values, appraisal, and options.
D. Knowledge of report writing and accounting procedures. Interpretation of blueprints and
specifications.
E. Knowledge in methods of supervision, personnel policies and procedures.
F. Ability to communicate with private pilots, public commercial operators and aviation
professionals.
G. Knowledge of principles, objectives, practices and procedures of public administration.
IV. Education and Experience:
Bachelor's degree in an aviation related field and four years experience in airport
administration or eight years of a combination of education and experience.
V. Supervision:
Reports both the Airport Authority and to the City Manager.

Minimum Construction and Design Standards
For Aircraft Hangars and Other Buildings
1.0 INTRODUCTION
These Standards shall be known as the Kalispell Airport Hangar
Construction and Design Standards. They are cited in the Kalispell
City Airport Neighborhood Plan and the Airport Layout Plan (ALP).
1.1 PURPOSE
The purpose of these Design Standards is to insure development of
consistently high quality, thus protecting and enhancing the
investment of all those locating within the Airport Layout Plan
(ALP). They provide a documented basis for directing and
evaluating the planning and architectural design of improvements to
each lot.
--1.2 GOALS
The following goals form the basis for these design standards:
• ECONOMIC -- Protection of property values and enhancement of
investment.
• ENVIRONMENTAL -- Conservation of existing natural features and
minimum adverse impact on the ecosystems.
• FUNCTION -- Encouragement of imaginative and innovative
planning of facilities and sites and flexibility to respond to
changes in market demand.
• VISUAL-- Variety, interest and a high standard of
architectural and landscape design.
• SOCIAL -- Amenable working environment which is an integral
part of the community.
2.0 GENERAL PROVISIONS
Buildings may not be constructed on airport property, unless
approved by the Airport Authority in each of the following areas of
consideration:
2.1 Current Airport Layout Plan (ALP) and current Airport
Neighborhood Plan.

2.2 Building Restriction Lines of Runways and Taxiways and
the transitions and approaches of runways.
2.3 Interference with any Airport or Federal Aviation
Administration radio or guidance equipment due to location or
type of structural material.
2.4 Minimum structural standards as appended.
2.5 Access to the proposed building, including any required
easements, roads or taxiways.
2.6 An Aviation Ground Lease with the Kalispell airport
Authority or an approved sublease with an existing tenant of
the Airport Authority. Such lease to include all areas deemed
necessary to the normal use of the building. Minimum
separation beyond the outer -most perimeters of the structure
shall be in accordance with the ALP. This provision may be
waived, in whole or in part, by the Airport Authority OT
facilitate Airport Operations or access.
3.0 APPLICATION
These standards shall apply to all properties in the ALP and are in
addition to any other jurisdictional requirements such as Zoning
Ordinances and Building Codes.
3.1 A complete set of copies of structural plans, a site
plan, and material specifications developed by a certified
architect and/or engineer shall be provided to the Airport
Authority for its review and approval and such copies of plans
and specifications shall become the property of the Airport
Authority.
3.2 The Airport Manager or his agent shall make frequent
inspections during construction of any approved building and
that no changes to, or variations from approved plans and
specifications shall be permitted unless approved in writing
by the Airport Manager.
3.3 Construction of any approved structure may not commence
until the following documents or proofs thereof have been
provided to the Airport Manager.
3.3.1 Contractor's Comprehensive General Liability
Insurance and Automobile Liability Insurance policies in
an amount not less than Seven Hundred Fifty Thousand
Dollars ($750,000) for injuries, including accidental
death, to any one person and subject to the same limit
for each person, and in an amount of not less than One
Million Five Hundred Thousand Dollars ($1,500,000) on
account of one occurrence. Contractors Property Damage

Liability Insurance shall be in an amount of not less
than Five Hundred Thousand Dollars ($500,000).
3.3.2 Property insurance upon the entire Work at the
site to the full insurable value thereof. This insurance
shall include the interest of the Owner, the Contractor,
and Subcontractors in the Work and shall insure against
the perils of fire and extended coverage and shall
include "all risk" insurance for physical loss or damage
including, without duplication of coverage, theft,
vandalism and malicious mischief.
3.1.3 A Performance, Material and Labor Payment Bond
payable to the Flathead Municipal Airport Authority in an
amount equal to the entire cost of the project.
3.4 Temporary buildings will be approved as to type, use,
design and location on an individual basis for a specified
term and that removal of temporary buildings will be done by
the Owner, at his expense, within fifteen days of the end of
the approved term.
3.5 In the event of any failure on the part of any Owner to
comply with Airport Authority requirements or any failure to
complete a construction project according to the approved
plans and specifications, or within a reasonable time, shall
be cause for the Authority to revoke any ground lease with the
Owner of the project and require that the structure be removed
from the airport property. In addition to the foregoing
remedies, the Authority shall retain all other remedies
provided by the lease term or provided by law.

A-1 GENERAL REQUIREMENTS
A-1.2 All structures shall be designed and constructed in
accordance with the Uniform Building Code, Uniform Plumbing
Code, and National Electrical Code as adopted by the State of
Montana.
A-1.3 All plans shall be approved by required local or state
Building Inspection offices and permits obtained before
construction begins.
A-1.4 All electrical, plumbing, mechanical or any other work
that is governed by Federal, State, or local licensing
regulations will be performed only by individuals or companies
so licensed.
A-2 SPECIAL REQUIREMENTS
A-2.1 In addition to the General Requirements, the following
Special Requirements are emphasized or added to promote safety
and insurability of structures on airport properties and to
maintain the value of airport properties.
A-2.1.1 Footings and Foundations
Soil bearing tests shall be performed at the location of
any proposed structure and the design of footings and
foundations based on'the results. Copies of the design
and test results bearing the seal of a registered
architect or engineer shall be submitted to the Airport
Authority. Footings and foundations shall extend a
minimum of one (1) foot below normal frost depth. Any
enclosed structure not designed with a continuous
perimeter footing -foundation shall be provided with an
approved, continuous perimeter frost barrier.
A-2.1.2 Structural Strength and Materials
The Uniform Building Code shall apply as to allowable
materials and structural strength for the structure class
or type as determined by use, seismic zone, wind and snow
loads.

The fire ratings of structures used for the storage of
aircraft, motor vehicles, and flammable or hazardous
materials will be closely monitored to insure compliance
with the Uniform Building Code and any Federal, State, or
Municipal Fire Codes.
A-2.1.3 Framina
All framing shall be of painted metal or dimensioned
lumber.
A-2.1.4 Exterior
All exterior surfaces must be earth tone colored, pre -
finished aluminum or steel. No painted wood or other
materials may be used.
All exterior materials and colors must be submitted to
the Airport Authority for approval before construction
starts. No galvanized metal shall be used on any
exterior surface.
A-2.1.5 Exterior Finishes
Wood - No wood or wood composite siding or roofing shall
be allowed.
Exceptions to this rule may be granted by the
Airport Authority based on aesthetics or airport
operational requirements. However, no exception
shall be granted that would modify the requirements
of Section 2.1.2.
Steel. - The minimum gauge of steel used for roofing or
siding shall be twenty-eight (28) and shall be factory
finished in a color approved by the Airport Authority and
warranted by the manufactured as to color fastness for a
minimum of twenty (20) years.
Concrete - Where concrete block, poured or preformed
concrete walls are used, the exterior shall be sealed and
stained in a color approved by the Airport Authority.
A-2.1.6 Floor and Ramp Construction
All floors and ramps must be constructed of concrete with
a minimum of four inch depth and steel reinforcement.
Only a broom finish may be used on exterior ramps.
A-2.1.7 Doors
Bi-fold doors are recommended because of their ease of
operation during the winter months. Approved swing out,
overhead or sliding doors may also be used.
All pedestrian doors must be of pre -finished metal
construction.

A-2.1.8 Drainage
The gradient of the finished floor of any proposed
structure and the surrounding surfaces shall provide for
positive flow of water into the existing airport storm
sewer system. In areas where no storm sewer exists, the
Airport Authority may require the installation of inlets
and pipe designed for anticipated maximum flow and
loading to be installed and attached to the existing
storm sewer system.
A-2.1.9 Landscaping
The Airport Authority may require landscaping due to
location or use of a structure. All plans for land-
scaping shall be approved by the Airport Authority.
A-2.1.10 Utilities
Connection to electric, gas, sanitary sewer or septic
tank and telephone shall be the responsibility of the
Owner. All new electric and telephone lines shall be
placed underground. Upon completion of construction, a
plot plan showing the exact location of all Owner
installed utilities shall be given to the Airport
Authority.
No trenching or excavation shall commence until all pipes
and lines in the area have been located. The Airport
Authority and utility companies shall be contacted for
locations. The Owner shall be responsible for any damage
to existing utilities or communications lines.
A-2.1.11 Access
The Airport Authority may require the Owner to construct
roadways, taxiways, and controlled access gates to
provide access to the structure. Plans for any roads or
taxiways so required shall be submitted to the Airport
Authority for approval. Under no circumstances will an
uncontrolled opening in the Airport's security fence be
allowed.
A-2.1.12 Further restrictions or requirements may be
imposed by the Airport Authority when, in it's judgement,
such restrictions or requirements are necessary to insure
safety, airport operations, aesthetics, or property
value.
A-3 NOTICE TO PROCEED
A-3.1 When satisfied that all provisions of this directive
have been, or will be fulfilled, the Airport Manager will
issue a letter notifying the Owner to proceed.

A-3.2 Any loss incurred due to work performed, materials
purchased, or subleases signed by the owner prior to receipt
of a Notice to Proceed shall be the Owner's responsibility.

100-1 Creation of a Municipal Airport Authority by resolution of the Kalispell City
Council, Kalispell, Montana, on xxxxx,19xx. Resolution No. XXX passed
pursuant to the authority contained in Section 1-904 R.C.M. 1947 and created a
public body, corporate and politic, known as the Kalispell Municipal Airport
Authority.
100-2 The Kalispell Municipal Airport Authority is governed by a board of seven
members appointed by the Kalispell City Council and has the power to -plan,
finance, establish, enlarge, improve, equip, operate, construct, purchase, regulate
and protect and all other powers and duties as outlined in Montana Codes.

200-1 Airport name --the official name is the Kalispell City Airport, Code XXX.
200-2 All aeronautical activities at the Kalispell City Airport, and all flying of aircraft
departing from or arriving at the Kalispell City Airport shall be conducted in
conformity with current, pertinent provisions of the Federal Air Regulations issued
by the Federal Aviation Administration or other authorized agencies.
200-3 Airport --includes all property and improvements within the boundary lines of the
airport as operated or controlled by the Airport Authority except when otherwise
specifically noted.
200-4 Manager --the Airport Manager at Kalispell City Airport is appointed by the
Airport Authority.
200-5 The Airport Manager may suspend or restrict any or all operations without regard
to weather conditions whenever such action is deemed necessary in the interest of
safety.
200-6 Instructors shall fully acquaint their students with these rules and shall be
responsible for the conduct of students during dual instruction. When a student is
flying solo, it shall be his/her sole responsibility to observe and abide by these
rules.
200-7 The term "person" means any individual, firm, co -partnership, corporation,
company, association, joint stock association or political body and includes any
trustee, receiver, assignee, or other similar representative thereof.
200-8 Users agree to indemnify, save, protect and hold harmless the owner from and
against any and all actions, suits, claims, damages and charges caused by any act or
omission, fault or negligence out of the use, or anyone acting under his direction or
on his behalf.
200-9 The Airport Manager shall at all times have authority to take such action as may be
necessary to safeguard the public in attendance at the airport.
200-10 "Commercial Operations" --commercial operations means any person or persons
operating from the Kalispell City Airport for compensation or hire.
200-11 No person shall engage in any business or commercial activity at the airport
without the approval and a permit from the Airport Authority.
200-12 No person shall obstruct, impair or interfere with the use of any airport facilities on
the airside or landside.
200-13 Any person involved in an accident at the airport which results in damage to
persons or property shall promptly report such occurrence to the Airport Manager.
200-14 No person shall enter any portion of the airport designated as a restricted area
unless authorized to do so by the Airport Manager.
200-15 No person shall bring or have any animal on the airport unless it is restrained by
leash or other suitable means.
200-16 Vehicular traffic, parking and pedestrian traffic shall be under the direction of the
airport manager. Such traffic movements on ramps shall comply with all
procedure and safety instructions. All persons shall operate any vehicle on the
airport in a safe manner so as not to endanger persons or property.
200-17 Trash and waste products will be disposed of in designated receptacles.
200-18 No person shall carry or possess a firearm or destructive device on the airport
except for specifically authorized law enforcement officers or as a firearm may be
enclosed in a carrying case for air shipment.
200-19 All persons shall comply with specific airport security procedures detailed in the
airport's security plan.
AERONAUTICAL RULES
300-1 All aircraft landing, taking off, or taxiing shall have operable brakes and an
operable radio enabling two way communications with the airport UNICOM. No
exceptions to this rule unless the prior consent of the Airport Manager is received.
300-2 All aircraft during landing or take off shall guard the airport UN1COM frequency.
300-3 Landings and takeoffs shall be made on designated and prepared runways in
conformity with published procedures and traffic patterns.
300-4 No person shall operate an aircraft on the airport unless he or she possesses a valid
pilot's or mechanic's license.
300-5 No person shall operate a glider, hang glider, ultralight vehicle, hot air balloon, or
similar vehicle at the airport unless he or she has notified the airport manager and
complies with any safety requirements. Sky divers must also notify the airport
manager and comply with safety requirements.
300-6 All aircraft shall be taxied at a safe and reasonable speed with due regard for
pavement and weather conditions and the safety of other aircraft, vehicles and
persons.
300-7 No person shall move any aircraft in or out of a hangar while the engine is
running, nor start or run an engine inside a hangar.
300-8 No person shall board or disembark from any aircraft on the runway or taxiway
except in an emergency or as authorized by the airport manager.
300-9 Aircraft parked or stored at the airport must be in operating condition,
under active repair, or enclosed in a hangar.
300-10 Aircraft shall be properly secured or tied down by the owner or operator of the.
aircraft.
400-1 At no time shall engines be run up when other aircraft, hangars, shop or other
buildings or persons on the observation areas are in the path of the propeller
stream.
400-2 No person or persons, except airmen, duly authorized personnel, passengers going
to and from aircraft, or other persons being duly conducted by airmen or airport
attendants shall be permitted to enter the loading, runway, ramps, taxiway or
service areas.
400-3 All repairs to aircraft or engines, except emergency repairs, shall be made in the
area designated for this purpose and not in the area reserved for taxiing, landing
and take -off.
400-4 No vehicle shall be driven or parked on the landing, taxiway, or tie -down area
without permission of the Airport Manager or his designated representative, and
then only in accordance with instructions.
400-5 Auto parking by lessee's tenants or their employees will be permitted only in the
areas so designated for their use and as indicated by posted signs.
400-5 Each aircraft owner occupying the hangar or tie -down area shall be responsible
for:
a. Adequate securing of his aircraft.
b. Proper condition of the tie -down apparatus.
C. Damage to their aircraft in the parking tie -down area or hangar
caused by improper handling or securing of his aircraft.
400-7 No person may drive a vehicle in excess of 15 m.p.h. on any ramp.
400-8 Aircraft shall have the right of way over vehicular traffic and all vehicles shall pass
to the rear of taxiing aircraft.
400-9 The right to use any and all roads, streets and parking lots on the airport is
revocable by the Airport Authority if conditions or actions deem it necessary.
400-10 All vehicles operating on a taxiway or runway or near same must have an
operating flashing yellow light or checkered flags prominently displayed.
FIRE REGULATIONS
500-1 All persons using the airport area or the facilities of the airport shall exercise the
utmost care to guard against fire and injury to persons or property.
500-2 No person shall smoke within one hundred (100) feet of any aircraft while it is
being fueled or defueled.
500-3 All welding and open flame operations shall be conducted in areas specified by the
Airport Manager.
500-4 All lessees on the airport shall keep their hangars, buildings, and areas adjacent
thereto, or used by them respectively, free and clear of waste material, trash, and
other flammable material.
500-5 No person shall use flammable volatile liquids having a flash point of less than 200
degrees fahrenheit in the cleaning of aircraft, aircraft engines, propellers,
appliances, or for any other purpose, unless such operations are conducted in open
air, or in a room specifically set aside for that purpose, which room must be
properly fire -proofed and equipped with adequate and readily accessible fire
extinguishing apparatus.
500-6 No aircraft shall be fueled or defueled while the engine is running or being warmed
by applications of exterior heat or while such aircraft is in a hangar or enclosed
space.
500-7 During refueling, the aircraft and the fueling dispensing apparatus shall be both
bonded and grounded to a point or points or zero electrical potential.
500-8 Adequate fire extinguishers shall be within ready reach of all persons engaged in
fueling or defueling of aircraft.
500-9 Fueling hoses and equipment shall be maintained in a safe, sound and non -leaking
condition and shall be approved by National Board of Fire Underwriters in all
respects and parts.
500-10 No aircraft shall be fueled or defueled while passengers are on board the
aircraft unless the passenger loading ramp is in place at the cabin door of the
aircraft, the aircraft door is in open position, and a cabin attendant is
present at or near the cabin door.
500-11 No fuels, oils, dopes, paints, solvents, or acids shall be disposed of or dumped in
drains, basins, ditches or elsewhere on or near the airport.
500-12 Persons having knowledge of an aircraft carrying or suspected of carrying
explosive materials will so advise the Airport Manager or interested parties
immediately.
500-13 The end of runway XX will be used in emergencies such as bomb scare, de -
arming aircraft, or decontamination of aircraft.
500-14 There will be no gasoline or other types of fuels or flammable liquids or similar
materials on the airport without permission from the Airport Manager and unless
all safety regulations, as set by the Airport Authority are met.
FUELING RULES
600-1 The dispensing of fuel for sale or any value received can only be done by a Fixed
Base Operator who is located on the airport and who is approved and meets the
requirements set down by the Airport Authority.
600-2 Aircraft owners may dispense fuel purchased by themselves into their own aircraft
provided they adhere to all safe fueling regulations of the Uniform Fire Code and.
the airport.
600-3 A fuel flowage fee as set by the Airport Authority shall apply to all aircraft fuels
dispensed on the airport whether by FBOs or individual aircraft owners.
600-4 Under no circumstances shall a fueling tanker or vehicle be left unattended at a
bulk storage and transfer facility during the loading or unloading process.
600-5 Fueling vehicles shall, upon completion of fueling operations, be returned to usual
parking locations which shall not be closer than 50 feet from any building or
aircraft parking position.
700-1 Any person operating or handling any aircraft in violation of these rules, or
refusing to comply therewith, may be promptly removed or ejected form the
airport by or under the authority of the Airport Manager, and upon the order of
the Airport Manager, may be deprived of the further use of the airport and its
facilities for such length of time as may be required to insure the safeguarding of
the same and the public and its interest herein.
700-2 Any person violating any of the Rules and Regulations of the Airport
Authority or provisions of the Aeronautics Act, or any of the rules,
regulations, or orders issued pursuant thereto, shall be deemed guilty of a
misdemeanor and upon conviction shall be punishable by a fine of not more
than $500.00 or by imprisonment in the County Jail not to exceed 90 days, or
by both such fine and imprisonment.
REGULATIONS GOVERNING LEASING
800-1 Arrangements for lease of hangar or building sites shall be made with the Airport
Manager in accordance with established Airport Authority procedures.
800-2 All applications for leasing must be in writing.
800-3 Applications for lease must state the purpose or use of the building to be built on
the lease site. No change may be made in the use of the building without the
speck approval of the Airport Authority.
800-4 No building shall be started before lease is signed and plans approved by the
Airport Authority.
800-5 Leases are not transferable without the written consent of the Airport Authority.
800-6 Lessee may be made responsible for bringing all utilities to his building. All
damage to the airport must be repaired at the expense of the lessee to the
satisfaction of the Airport Authority.
800-7 Location and erection of poles, aerials, or any obstruction above 20 feet in height
shall have specific approval of the Airport Manager.
800-8 No additions or deletions to dimensions of existing buildings or hangars shall be
made until plans and specifications have been approved by the Airport Authority.
PUBLIC AND TENANT USAGE
900-1 Tenants, their employees or patrons shall not loiter in entrances or corridors,
nor in any way obstruct the sidewalks, entry passages, halls and stairways,
and shall use the same only as passageways and means of passage to and
from their respective offices.
900-2 No sign or advertisement nor notice shall be inscribed, painted or fixed on or to
any part of the outside of any building owned or leased by the Airport Authority
except to be of such color, size and style, and in such place upon or in the building
as may be designated by the Airport Manger.
900-3 No person shall engage in any business or commercial activity of any nature
whatsoever on the airport except with the approval of the airport authority and
under such terms and conditions as may be prescribed.
900-4 All tenants shall maintain their leased property in such condition of repair,
cleanliness, and general maintenance as shall be acceptable to the Airport
Authority and in accordance with their individual lease agreements.
900-5 All tenants or lessees shall supply and maintain such adequate and readily
accessible fire extinguishers as are approved by Fire Underwriters to safeguard
their buildings, equipment, and leased area.
900-6 All tenants will be subject to the reasonable requirements, requests, and directions
of the Airport Manager of the Rathead Municipal Airport Authority.
900-7 The Airport Authority reserves the right to make such other and further rules and
regulations as in their judgment may from time to time be necessary for the safety
and cleanliness of and for the preservation of good order for the airport.
900-8 All permits, agreements, leases and actions relating to Kalispell City Airport are
subject to federal non-discrimination assurances. Airport policy is that no person
shall be discriminated against by reason of race, religion, color, sex, age, creed or
national origin. Any lessee or tenant of the airport itself will not open the above
said grounds permit discrimination to any person or group of persons in any
manner, prohibited by Part 21, Rules and Regulations of the United States
Department of Transportation. Noncompliance with such assurances shall
constitute a breach of the permit, agreement or lease and in such event the
Flathead Municipal Airport Authority may take appropriate actions to enforce
compliance.
FEE, RENTALS AND CHARGES
1000-1 All aircraft and helicopters operating on a com=ial basis from the Kalispell City
Airport, other than lessees, will be charged fees for the use of the airport facilities.
Such fees will be established, altered or amended by the Flathead Municipal
Airport Authority from time to time. If, in the opinion of the Airport Manager,
such aircraft are causing more than normal wear and depreciation on the airport
facilities, the fee may be raised in an amount sufficient to cover maintenance and
repair to such items. All fees are due and payable to the Airport Authority through
the Airport Manager.
1000-2 Transient and based private aircraft not engaged in a commercial operation will not
be charged a landing fee. Such aircraft are subject to the payment of tie -down fees
and fuel flowage fees. Tie -down fees and fuel flowage fees will be paid to the
Fixed Base Operator who shall be under contract to the Airport Authority.
1000-3 Fees and charges for commercial airline carriers will be as contracted for through
negotiations.
1000-4 Commercial air freight carriers operating aircraft under 12,500 pounds are
assessed a landing fee of $4,00 per landing. Operators of aircraft above
12,500 pounds are assessed the same landing fee rate as commercial airline
1000-5 Land rental or lease rates shall be negotiated with prospective tenants based upon
location, services, pavement and improvements.
