Box 1997 Kalispell MT 59903 Re: Hunter 1 and 2 Final Plat Dear Al: Kit Hunter submitted a proposal for annexation, zoning and preliminary plat approval of a two lot subdivision on Fourth Avenue West in Kalispell. This proposal went before the Kalispell City Council on May 9, 1996 and received approval. Mr. Hunter was ready to proceed immediately with final plat approval. Unfortunately, the zoning resolution required a 30 day waiting period before it to be in effect, therefore, he has been required to withhold final plat approval for this 30 day period. The 30 day period is now over, and Mr. Hunter is ready to proceed with final plat approval. He is very anxious to have this project completed as it bears greatly on his financing and closing costs. He has requested that this final plat proposal be submitted to the June 10th Council study session. He is also requesting that the City Council take final action that night, as it is such a routine item. It is my understanding that the Council will be meeting in special session next Tuesday, June 11th at noon. Would it be possible to place this item on their agenda as well. Drawer 1997 Kalispell, MT 59901 Re: Final Plat for Kit and Shelby Hunter - Hunter 1 and 2 Subdivision Dear Al: Phone: (406) 758-5980 Fax: (406) 758-5781 Our office has received the application for final plat approval of Hunter 1 and 2 Subdivision. This property is located at the south end of Fourth Avenue West in the 1400 block of Kalispell. The property has access from Fourth Avenue West. The property can be described as the Assessor's Tracts STAB and 8TIA in the SE4 of Section 18, Township 28 North, Range 21 West, P.M. M. , Flathead County, Montana. Currently, there is a single family residence on Lot 2 and a garage which is being converted to a single family residence on Lot 1. Preliminary plat approval was granted by the City Council on May 6, 1996 by adopting Resolution 4 252 subject to three conditions of approval. The following is a list of the conditions of approval and a discussion of how they have been met. COMPLIANCE WITH CONDITIONS OF APPROVAL 1. Water and sewer facilities shall be approved by the City of Kalispell and the Montana Department of Environmental Quality. The existing water and sewer lines shall be surveyed and an easement shall be shown on the final plat in accordance with a plan approved by the City. This condition has been met. A letter from the Department of Environmental Quality has been submitted with the final plat application dated May 10, 1996 granting approval under the Master Plan exemption. 2. That the fire access and turnaround area shall be approved by the Kalispell Fire Department. Fire Chief Ted Wagner has reviewed and confirmed that the fire access turnaround areas is suitable. 3. House numbers will be visible from the road either at the driveway entrance or on the building. This condition has been met. The existing buildings on both lots contain visible house numbers. Preliminary Plat approval is valid for a period of three years. The final plat will expire in May, 1999. This final plat is well within the time period. COMPLIANCE WITH APPROVED PRELIMINARY PLAT The final plat is in substantial compliance with the preliminary plat which was submitted and approved. COMPLIANCE WITH THE SUBDIVISION REGULATIONS: This subdivision plat has been found to be in substantial compliance with the State and City Subdivision Regulations. RECOMMENDATION: All of the conditions of preliminary plat approval have been adequately met or otherwise addressed. The Flathead Regional Development Office recommends that the Kalispell City Council approve the final plat. Please schedule this matter for the City Council work session scheduled for June 10, 1996.
