On May 29, bids were opened for the exterior repair of the old Depot Building. Bid packets were
distributed to:
Drafter's Plus Plan's Exchange
Wall Tech
Lilienthal & Schuman Insulation
Perma-Flex Corp.
One bid was submitted by Lilienthal & Schuman Insulation for a Bid Proposal of $31,979.00.
A cashier's check for 10% of the bid amount was submitted as required in the bid documents.
The project was originally guesstimated at $22,000 and the Council approved the amount in the FY96
budget. The original estimate given to the Chamber did not include two major items that are now
included in the bid specifications. The reasons for the increase are:
The application of a sub -base mesh called "panzer mesh" will provide additional protection
from damage and vandalism. The mesh will be installed from the ground up to a height of
six feet around the entire building.
Because the building is owned by the City and TIF money is paying for the repair work,
prevailing wage rates must be used. The original quote given to the Chamber over six
months ago did not include the wage rate schedule. The bid proposal does reflect the
increased cost of labor.
After these additional items were added to the estimate, the total project costs were approximately
$34,000, and on May 6, 1996, the City Council authorized the advertisements for bid.
Recommendation:
Additional money from the "Unallocated" portion of the TIF budget should be transferred to cover the
increased cost. The repair work will provide a long term solution with little or no maintenance, protect
the architectural character of the building, provide a durable solution to protect the City's assets in the
building, and provide better insulation to reduce heat loss. The Chamber has agreed to spend an
additional $8,000 to $10,000 of their funds to repair the fascia and paint the trim.
Please request the City Council to award the contract to Lilienthal & Schuman Insulation for a contract
price of $31,979. The project will begin as soon as possible with a completion date prior to Art -in -the -
Park on July 26.
