A SPECIAL MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00
P.M. TUESDAY, MAY 28, 1996, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR DOUG RAUTHE PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, CLIFF COLLINS, NORBERT DONAHUE, DALE HAARR, PAM
KENNEDY, DUANE LARSON, CITY ATTORNEY GLEN NEIER AND INTERIM CITY
MANAGER AL THELEN WERE PRESENT. LAUREN GRANMO AND GARY NYSTUL WERE
ABSENT.
Mayor Rauthe called the meeting to order and led the Pledge of
Allegiance.
AGENDA APPROVAL
Atkinson moved to approve the agenda. The motion was seconded.
The motion carried upon vote.
ADDRESSING THE COUNCIL
Mike Kelly, 330 Summit Ridge Drive, Executive Director Flathead
Industries, representing the Board of Directors, stated the Board
is willing to look at all and any offers for any of the properties
that Flathead Industries currently owns that may be involved in a
sale that might enhance the expansion of the Kalispell Center Mall.
Todd Hammer, Flathead Industries Board member, agreed and supported
what Kelly had stated.
The following spoke in favor of .the proposed TIF projects and
funding:

Janet Wright, Kalispell Grande,
Gene McGlenn, Flathead Travel,
Jeanne Parsons, Kalispell Chamber President,
Norma Happ, 535 5th Avenue East, former mayor,
Steve Olson, Norwest Bank president,
Keith Robinson, 501 W. Arizona,
Fairway Boulevard Final Plat
Terry Anderson, Fairway Boulevard townhouses representative, was
available for any questions.

ORDINANCES & RESOLUTIONS
Resolution 4266-Intgnt to Sell Bonds -Water System Improvements
Larson moved Resolution 4266, a resolution relating to $1,060,000
water system revenue bonds, Series 1996; authorizing the issuance
and providing for the public sale thereof.
The motion was seconded.
This resolution will require a special meeting on June 11, 1996 at
noon.
Thelen explained it is a million dollar bond issue. The cost
cannot be more than 1 million 60 thousand and the maximum interest
rate is 71%, the maturity is 15 years and after the year 2004, it
has a call provision. It relates to 5 water projects, including
the north well that was previously approved.
With a roll call vote the motion carried.
