Re: South Woodland / Greenacres Neighborhood Plan
Dear Al:
The Kalispell City -County Planning Board and Zoning Commission, at their
regularly scheduled meeting of May 14, 1996, discussed the neighborhood plan
boundaries for the South Woodland / Greenacres area.
Narda Wilson of the Flathead Regional Development Office gave an overview of an
ambitious, tentative time frame and outline for the neighborhood plan and asked
for direction in establishing appropriate boundaries for the neighborhood.
The Board discussed the establishment of the boundaries for that area and
directed staff to exclude the extension of the R-3 zone on the east side of Willow
Glen. Willow Glen Drive seems the logical boundary, and divides the different
characters of the ad jecent neighborhoods.
This recommendation is forwarded to City Council for the May 28, 1996 work
session for approval. No formal Council action is required for this item.

Re: South Woodland / Greenacres Neighborhood Plan
A neighborhood plan for the South Woodland / Greenacres area is in the FRDO work program.
Staff has prepared an ambitious, tentative time frame and outline for the neighborhood plan
which will begin with the Planning Board's review of appropriate area boundaries. A map has
been included in your packet for review and consideration, and a larger version will be available
for display at the meeting.
Concurrent with the neighborhood planning process, the City of Kalispell will be discussing a
Facility Plan proposal prepared by Thomas, Dean and Hoskins which examines alternatives for
extending water and sewer into some areas within the plan boundaries. A public meeting has
been tentatively scheduled for Tuesday, May 21, 1996 at the Alpine Auction Barn beginning at
7:00 PM.
As part of the neighborhood plan, an extension of services plan will be prepared to address
infrastructure for future development within the plan area.
Recommendation
Staff recommends that the Kalispell City -County Planning Board determine appropriate
neighborhood plan area boundaries and forward a recommendation to the Kalispell City Council
and the Board of County Commissioners.

1. Prepare Plan Area Map in Conjunction with Facilities Extension Plan - May 14, 1996
Planning Board Meeting
Prepare a staff recommendation for Planning Board with outline.
Meet with Planning Board and forward recommendation to Council to be scheduled for
regular Council work session on May 27, 1996.
2. Prepare Map for Presentation and Property Owners List of the Plan Area
Prepare display maps and maps to be sent with public hearing notice.
Prepare a list of property owners in the Plan area and other potential areas adjoining plan
area, i.e., east side of US Highway 93, after Council approval.
First two weeks in May
3. Prepare Existing Land Use Map (14 days)
Create existing land use map. (Can be double checked in public meetings.)
Assess costs / benefits of annexation.
Create overlays for:
• Location of existing water / sewer lines
• Utility locations
• Zoning
• Master Plan designation
• Road network including right-of-way widths; private v. public roadway
maintenance; sidewalks/pedestrian paths
• Drainage areas / swales
• Estimated traffic volumes
• Parks
• Environmental constraints, i.e. slough, floodplain, etc.
Last two weeks in May
4. Public Meeting (location to be determined)
Send out Public Service Announcement / Newsletter, contact newspaper.

Neighborhood meetings:
s Identify neighborhood concerns i.e., road problems and how they should be
addressed, drainage problems, septic system failures, high groundwater
problems, park development.
• Review Facility Plan prepared by Thomas, Dean & Hoskins. Move forward with
public hearing and extension of services prior to adoption of Neighborhood Plan.
Discuss and assess costs / benefits of annexation.
Prepare and mail survey.
Hold three meetings two weeks apart in June and July
