The Kalispell City -County Planning Board and Zoning Commission held a public hearing at their
regular meeting of May 14, 1996 at 7:00 p.m. in Kalispell City Council Chambers on the
following agenda item:
A request by School District No. 5 (Kalispell) for a conditional use permit to
allow the construction of a new modular classroom containing approximately
1,000 square feet as an addition to Russell School. The school lies in an R-3,
Residential, zoning district which allows schools as a conditionally permitted use.
The new classroom will be located at 662 Second Avenue W.N. on the northwest
comer of the property which is the block located between Third Avenue W.N.
and Second Avenue W.N. and between W. Wyoming Street and W. Nevada
Street and contains approximately 2.5 acres.
A staff report was presented by Narda Wilson of the Flathead Regional Development Office who
recommended approval of the proposal subject to three conditions. Narda noted that the
classroom addition will be a modular structure, but that it has been designed to be architecturally
compatible with the neighborhood, and the school is in urgent need of new space. This school
takes the new students from the northwest part of Kalispell where there are a significant number
of multi -family residences. Narda noted that the only significant issue associated with the school
is the lack of on -street parking. She noted that a joint use parking agreement with the church
to the northwest of the school could help to alleviate the problem.
Gary Rose, school administrator, and Mike Anderson, Russell School principal, as well as
parents from the area, spoke in favor of the school addition. They explained that the school
addition was a neighborhood effort in bringing the classroom addition together. They asked the
Board to approve the proposal. No testimony in opposition to the proposal was received.
The Zoning Commission commended the neighborhood for being able to bring the project
together in a grassroots way. They also discussed the problems with the staff and faculty on

street parking, and asked the school principal to urge their staff to park in the church lot. They
also discussed the need for the church to pave their parking lot, overcrowding in the school and
the need for impact fees.
The Zoning Commission adopted FRDO Report #KCU-96-02 as findings of fact and voted 8 to
0 to recommend to the Council that the conditional use permit be granted with the recommended
conditions.
Attachment A lists the conditions of approval as recommended by the Zoning Commission. This
recommendation is forwarded to City Council for the May 28, 1996 work session and
subsequent June 3, 1996 regular City Council meeting for final action on the conditional use
permit.

C. Nature of Request:
This is a request to allow the construction of a detached, modular classroom
approximately 1,000 square feet in size and less than 20 feet in height. The new
classroom is needed to accommodate the increase in students at Russell School. The
classroom will be located at the northwest corner of the property in an area which
now serves as part of the school playground.

This school property is zoned R-3, Residential. This is a single family residential
zoning district which allows schools as a conditional permitted use under Section

27.06.030(13) of the Kalispell Zoning Ordinance. Russell School, an elementary
school serving grades K through 6, is located on the property which occupies the
entire block. A children's playground is located along the north of the property
where the new classroom is proposed.
Surrounding Land Use and Zoning:
North: Directly to the north of this property is a vacant lot which is used as
a playground for the children at Russell School. A church lies to the
northwest and a small business to the northeast. The playground and
church properties are zoned R-3 while the business property is zoned
B-1.
South: To the south are single family homes and the area is zoned R-3, Residential.
East: There are single family homes to the east and one small business on
the northeast corner of Second Avenue W.N. and Wyoming Street.
This area is zoned R-3, Residential.
West: Properties to the west are zoned R-3 and are single family residences.
Master Plan Designation:
The Master Plan designates this area as Urban Residential. An elementary school
is an anticipated support service in residential areas and within easy walking distance
for students.

a. Adequate Useable Space: This parcel contains approximately 2.5 acres.
This new classroom building will occupy approximately 1,000 square feet of

the parcel. The building fits well on the northwest comer of the property
and meets the 20 foot side comer setbacks where it is located as well as
providing adequate spacing for a ramp, access and landscaping. The
permitted lot coverage for the R-3 zone is 35 percent. With the existing
school building and the addition, the lot coverage is well below the allowable
maximum.
b. Adequate Access: Access to the building can be obtained from all four sides
of the property. The main entrance is along the south side of the street, bus
loading areas are located along the east and west sides of the property with
limited vehicular parking and drop off areas along the north boundary.
There are sidewalks along all four sides of the property.
C. Environmental Constraints: There are no apparent environmental constraints
in the area. The school is in an urban area of Kalispell and the site is
generally level.
2. Appropriate Design:
a. Building Orientation: The new classroom will be oriented to the south
toward the main school building. A walkway located north and south
between the existing octagon building and the new classroom is indicated on
the site plan.
b. Parking Scheme: Section 27.26.050(44.) of the Kalispell Zoning ordinance
requires one space per each employee and faculty, but not less than assembly
facility area requirements of one space per four seats. Currently parking for
the school is provided on the street and in the church parking lot to the
northwest. It is estimated that one additional employee might be generated
from the creation of this addition. The school has a joint use agreement with
the church for employee parking. During a site inspection of the property
during normal school hours, it did not appear there was a significant parking
problem in the area due to employee parking.
As is the case with most schools in Kalispell, problem parking times are in
the morning and the afternoon when parents are dropping off or picking up
their children. There is a drop off I pick up area along the eastern property
boundary.
No on -site parking exists for the school. The school building apparently
predates established city parking standards for schools. To address the need
for one additional parking space generated from this proposed classroom
addition, staff would recommend the school designate an area in the church
parking lot to the north.

C. Traffic Circulation: The school can be accessed from four sides of the
property. Although there is likely some traffic congestion during morning
and afternoon hours, this situation is only experienced for about a half an
hour at each peak time and can be considered typical of areas where there are
schools. This situation does not appear to create significant problems.
Traffic circulation problems do exist at peak times, but there does not appear
to be a reasonable way to address this issue.
d. Qpen Space: The playground area along the north part of the property
provides some open space in the area as does the large playground directly
to the north. There are no specific open space requirements for schools in
the Kalispell Zoning Ordinance other than the required setbacks and the
maximum lot coverage requirements which have been met.
e. Fencing/Screening/Landscaping: There is fencing along the northern
boundary of the property and along portions of the east and west boundaries
of the property. Some of the fencing along the western boundary will be
removed to make way for the new classroom. There is mature landscaping
throughout the site. No screening is necessary.
f. Signage: One sign for the Russell School currently existing which identifies
building. No additional signage is proposed.
3. Availability of Public Services/Facilities:
a. Schools: This additional classroom is needed to alleviate overcrowding in the
existing facility. This area serves the northwest part of Kalispell which
contains an number of multi -family dwellings which generate more students
to the school that might be found in other areas of the city. This classroom
addition will improve the educational services the district can provide to the
community.
b. Parks and Recreation: The playground on the north side of the property will
be reduced by an insignificant amount. There is also a play area to the north
which will provide adequate room for the children to play. There is a
potential problem with children crossing Wyoming unsupervised, but it was
the staff s observation that there is a monitor on the playground and the area
is well posted with traffic signs. No additional impacts on the need for parks
and recreation in the area will be generated from the addition of this
classroom.
C. Police: The Kalispell Police Department can adequately respond to
emergency situations at the complex.

d. Fire Protection: Fire protection will be provided by the Kalispell Fire
Department who have reviewed this proposal and believe they could provide
adequate service in the case of a fine.
e. Water/Sewer: The school is currently served by City water and sewer.
f. Solid Waste: The City of Kalispell provides solid waste pick-up for the
school.
g. Roads: Minimal additional traffic can be anticipated to be generated from
the addition of this classroom, and the existing roads in the area are adequate
to serve the potential increase in traffic.
4. Immediate Neighborhood Impact: Because the main school building has been located
on this property for a number of years and is part of the neighborhood, there will
be minimal impacts to the area with the addition of this 1,000 square foot classroom.
5. Immediate Neighborhood Integrity: No significant impacts on the neighborhood
integrity can be anticipated as a result of this classroom. The parents and school
administrators have attempted to create a building which is attractive and will be
compatible with the existing school building and homes in the area.
6. Impact on Property Values: It does not appear there will be any negative impact on
property values associated with this school addition. Easily accessible school
facilities can be considered an amenity to people who have elementary school -age
children because they can safely walk to and from school in a short period of time.
REACTION OF NEARBY PROPERTY OWNERS
A notice of public hearing was mailed to property owners within 150 feet of the subject
property approximately 15 days prior to the hearing. No comments have been received by
the staff at the time of writing this report.
SUMMARY OF FINDINGS
1. The proposed school addition will meet a need in the community and for the school
administrators by accommodating the increase in students at Russell School and
alleviate or prevent overcrowding of classrooms. The proposed classroom meets the
building setbacks and is within the maximum lot coverage requirements for the R-3
zoning district.
2. Some parking and traffic circulation problems associated with staff and parent
parking do exist. The school has attempted to address this issue by negotiating a
joint use parking agreement with the church to the northwest. Parking is available
on this lot and should be used.

3. No negative impacts to the neighborhood appear to be associated with this school
addition. The extended availability of education services will benefit the
neighborhood as well as the community as a whole. The staff and parents have
attempted to create an aesthetically pleasing building that will suit the neighborhood.

It is recommended that the Kalispell City -County Planning Board and Zoning Commission

The Russell School property is used as a public elementary school
and the building is contained on the entire city block with additional
playground located to the north across Wyoming Street. The proposed
new modular classroom will be placed on the north-west corner of this
block as shown on the accompanying site plan drawing.
Students arrive and depart on all four sides of the block by private
car and carpool. School busses drop off and pickup on Third Ave. WN
and on Wyoming Street.
Previous zoning regulations did not require off street parking for
schools; therefore, the teachers, staff and visitors use the adjacent on
street parking. The maintenance and service for the building is provided
primarily from Wyoming Street on the north or through the main entry on
the south from Nevada Street.
Utilities are provided both overhead and underground and appear
to have no negative impacts on the proposed location of the new modular
classroom (refer to Site Plan ).
The existing school building is well setback from the public rights -of
way and does not adjoin other uses on this block. Therefore; it does not
require screening and buffering from adjacent residential uses. The
height, bulk and dimensional aspects of the existing building will not
change with this project and the proposed new classroom will comply
with all the requirements of the zoning. The hours and manner of
operation will remain the same as it has been since the school was built
(8:00 AM to 5:OO PM plus special activities) . There will be no negative
impacts to the neighborhood from noise, light, dust, odors, fumes or
vibration.
The regular meeting of the Kalispell City -County Planning Board and Zoning Commission is
scheduled for Tuesday, May 14, 1996, beginning at 7:00 p.m. in the Council Chambers,
Kalispell, City Hall, 213 First Avenue East, Kalispell. During this regularly scheduled meeting,
