WHEREAS, circumstances developed that called for additional policing
of the City, its Parks and a stricter enforcement of the ordinances
covering dogs running at large, necessitating additional services of
Special Policemen resulting in an excess expenditure of $246.01 of
and above the amount fixed by the current budget for this department,
and
WTIEREAS, the work contemplated by the W. P. A. Project for street
work including , streets, sidewalks and curbs was carried forward ahead
of schedule, and expenditures planned for tile current year were ex-
ceeded by 1198.98, and
W1171,77AS, in order to protect the newly seeded grounds of the Municipal
Golf Course, additional help for policing and caring for Woodland Park,
it was necessary to exceed the current budget for Parks and Playgrounds
by $3690.84, and
WHER7AS, sanitary conditions required additional publicity of such
conditions be given the public and appeals for co-operation with the
Tlealth 9oard were called for through the newspapers, the current budget
was exceeded by $150.58, and
WHEREAS, the increase in the taxable valuation within the City Limits
exceeded that of previous years, Kalispell became a Second class City
necessitating additional expenditure of $50.00 for the State Examiner,

71'12-REAS, because of illness to various Firemen during the year it be-
can-e necessary to hire additional help causing an excess expenditure
in the Fire Department of $242.97, and
WHEREAS, this body called for a Special Election for the 'purpose of
voting on the proposition of selling bonds to purchase the site of an
Armory building, this budget was exceeded in the amount of 1165.34,
and
1WHIR7AS, because of the increasing the hours of the Library the power
consumed for light caused the Library budget to be exceeded in the
amount of $2.90, and
W11171MAS, the increasing demand of the 1,11. P. A. the rent of office and
construction rooms and lights for same, exceeded the budgeted amount
by $81.44, therefore,
BE' IT IMOLVED by the Council of the City of Kalispell that by reason
of the facts as hQreinabove stated an emergency is hereby declared to
exist under the provisions of Section 5083.8 of the revised Codes of
14ontana, 1935, and an expenditure of $710.33 in the excess of the
current budget for tie General Fund, $1198.98 for the ttreet Fund,
$4136.85 for the Park Fund, $2.90 for the Library Fund, $6049-06 is
hereby authorized for the purposes herein set forth and emergency war-
rants be drawn against the several funds and the City Treasurer is
authorized and directed to pay such warrants with any money in the
several funds mentioned that is available and if there is not sufficient
money in such funds to ray said warrants, then the same shall be register-
ed and bear interest and be called for payment in the manner provided
by law for other City Warrants.
