COMMENTS FOR MONTH OF MARCH, 1996
Building Activity
During March, permits were issued to begin construction on 13 single family homes. Two
new commercial projects were undertaken; the Equity convenience store on West Idaho
and a 3,000 square foot office building in Evergreen. Other building activity consisted of
addition and remodel work.
Zonin
The Board of Adjustment did not meet during March. Sign permits were approved for
Pasta To Go and for the new Equity convenience store.
Personnel:
John Levien started employment with the City of Kalispell as the Building Department's
Plans Examiner. John is a Certified Plans Examiner and is doing a fine job so far.
Applicants were interviewed for the zoning administrator position which is currently
vacant. The successful applicant should begin work in early April.
Craig and Dick continued to attend the INHVAC Gas Codes class during March.

Construction activity continues to lag about 25% behind last year's level.

-Painted yellow curbs at Whitefish Credit Union.
-Replaced broken sign bases that were damaged during the winter.
-Installed new stop sign and street name signs at Albina St. & Woodland Avenue, and Memory Lane.
-Prepared for State to paint on City Streets.
WASTEWATER TREATMENT PLANT
-The Treatment Plant flows for this month have averaged 2.9 million gallons per day. Last April the
flows averaged 1.7 million gallons per day. The Plant is presently probably handling about 1 million
gallons per day of storm water. The Plant is able to handle the excess water, but non -wastewater
causes operational problems and poor sludge pressing. The sludge squeezes through the filter press
belts, takes twice as much polymer, and produces a very wet product. The polymer company has
determined that we are using the proper polymer and the equipment is working correctly.
-Ashley Creek is flooding the Reaeration Basin and the area where the old Plant was located. The
new Plant, built above the 100 year flood plain, is processing the water properly. Channel 9 News
aired a segment to inform the public of these facts on April 24th.
-Two Operators attended a "Power Quality" seminar sponsored by Pacific Power. It was made clear
that the frequent power blips incurring at the Plant will continue, and we need to find solutions to
Xl prevent the damage that these power interruptions are causing.

The Kalispell Parks Crew is busy pruning, tree and stump removal, thatching,
park clean up, installation of tennis nets, ball field preparation, repairs and irrigation
startup. Bruckhauser Pool has been drained and washed for lining repairs. The Summer
Brochure is complete and will be distributed to the public this week.
The following itemized activities were performed for the month of April 1996:

Hard to believe that April has been here for evidence from there abouts is not
present. Spring must be lost somewhere in the midst. Our dance classes are
still dancing up a storm. Hmm, they must be responsible for all this stormy
weather. The Seniors, in spite of the cold rain, sleet, hail, and sunshine, have
still ventured out to identify birds and take in the history of Flathead Lake
settlement, and learn how to raise Emus.

Administrative- Michael Baker & Donna Worth:
Playground Bids for Begg & Thompson: Playground units received from the
manufacturer through responsive bidder Boyce Recreation.
ISTEA: Woodland Park D.R.E.A.M. trail bid awarded to NuPack (received State
approval). Preparing submittal for Phase III. North Main trail's draft bid book and
preliminary construction design has been submitted for State DOT approval, and we have
submitted Phase II and its is approved by M.D.T.; and preliminary design has been
completed for the Meridian Trail. Working on submittal for construction phase.
Baseball Complex: Postured for council review.
Lawrence Park Rest Room: New rest room bid for the multipurpose area of Lawrence
Park awarded to Big Timber Construction Inc. Construction begins May 1.
Lawrence Park Pavilion: Construction is in the final stage. Railing is complete. Open
house scheduled for April 21. Everyone is invited.
Airport Advisory Board: Aeronautics Aide Assistance approved by City Council and
finalized for the State Aeronautics Division. Met with consultant and the engineering
services to be completed the first part of July, 1996.

The Kalispell Fire Department responded to 9 fire calls for the month of April 1996. None
of the fire calls were a "General Alarm", a fire large enough to call in all off -duty
firefighters.
The ambulances made 154 runs for the month of April 1996.

Our eight personnel that took the "Emergency Medical Technicians Paramedic Course",
have received all of the paper work. The are now fully licensed to practice in the State of
Montana. They all did an excellent job and need to be highly commended.
One of our Paramedics Byron Guy, attended a Trauma Committee meeting and an
Advanced Airway Course held in Missoula on April 18-19,1996. He came back with a lot
of new ideas from the course.
Fire Prevention activities occurring during April of 1996 were as follows: 131 commercial
building inspections with the fire marshal reinspecting 8 of the commercial buildings to
correct the more serious problems.
There were six people that used the "Kalispell Firefighters Chimney Brush Program",
during April 1996. The Kalispell Firefighters (no taxpayer money), bought the brushes and
rods to be loaned to anyone who needs to clean their chimney.
There were five groups of students that toured the fire station during April 1996. A total of
57 students and 10 adults participated in the tours.
