Because there is some minor difference in the price and activity assumptions presented by Ross Plambeck in his April 3, 1996, MEMO on the subject, I wanted you to be aware of the revisions. A copy of the April 3, 1996, MEMO is attached for comparison. ITEM ONE - CENTRAL SCHOOL PLAZA It is recommended by staff and consultant that the Central School Plaza Project be bid as two separate projects: Bid Document #1 - Street and walkway improvements generally located in the 2nd Avenue East Right -of -Way including: (a) Construction of 2nd Avenue East from 2nd Street to 1 st Street as illustrated on Alternative four with diagonal parking. (b) Construction of a walkway on both sides of the above street extension as illustrated on Alternative four. (c) Improvements to the lawn area south of Central School as shown on Alternative 4 but not including shrubs around Central School. (d) Storm drainage improvements for the above work. (e) No improvements to the north parking lot or alley parking (areas to be designed but not included in the project). Estimated Cost: $32,000 ITEM TWO - Woodland Park Connection It is recommended by staff and consultant that the Woodland Connection Project be bid as two separate projects: Bid Document #1 - Parkway, walkway and corner improvements on the south side of First Street between Linderman School and Woodland Avenue as shown on illustrated plan. Estimated Cost: $66,900 Bid Document #2 - Park overlook and ADA accessible asphalt trail into Woodland Park as shown on schematic plans. Estimated Cost: $ 70,000 TOTAL CONSTRUCTION ESTIMATE: $288,900 Council Member Kennedy accurately pointed out that contractors considering bidding the project may dislike responding to so many bid variables; and, it has been our experience we may pay a premium for the uncertainty or option of awarding reduced portions of the work proposed. However, such premiums are often considered necessary if the Council wants more control of the bid award process. Subject: Authority to Bid - 1st Street East Extension to Woodland Park & 2nd Ave East Connection through the Central School Plaza Date: April 3, 1996 248 Third Avenue East (406) 758-7740 (406) 758-7739 (office fax) (406) 758-7758 (City Hall fax) On February 12, 1996, Bruce Lutz made a preliminary presentation to the City Council on several design alternatives for the 1 st Street East to Woodland Park extension and the 2nd Ave East connection through the Central School site. The projects are identified as a specific line item in the TIF FY96 budget. With the spring construction season ready to begin, the project should be put out to bid as soon as possible. Bruce has done cost estimates for the three alternatives for the Central School Plaza and the Woodland Park connection. The handicap accessible trail down the Woodland Park hillside was not included in the original budget, but since one of the "Which Way Kalispell" adopted goals is to provide an attractive pedestrian connection between the CBD and Woodland, which does not exist today, the additional work should be included in the bid documents. The Central School Plaza project should be put out to bid at the same time for the following reasons: • The majority of the work is in the right-of-way of what was 2nd Ave East. The sidewalks are badly heaved and need replacing. • While the proposed work will enhance the "curbside appeal" of Central School to help encourage the renovation of the building, most of the plaza work itself will not be impacted by later work on the school building. Those items that would be affected will be identified as "add alternates" in the bid doucument, and a final decision can be made at the time the contract is awarded. • Combining the two projects into one contract should create cost savings with a better per unit price for material. • A 312 foot tunnel connects Linderman and Central School. The tunnel contains an abandoned steam pipe that once heated Central School. The pipe is wrapped with friable asbestos (easily airborne), and the sidewalk that is also a lid to the tunnel is failing and water is penetrating the tunnel, soaking the asbestos and aggravating the problems. The tunnel creates a barrier on the site to the proposed work and any future utility work that may need to be done. The entire length of pipe and tunnel should be properly removed during the site work. The cost of asbestos OPPORTUttiFY Mr. Al Thelen April 3, 1996 Page Two removal was not included in the budget but should be part of the bid documents. A certified asbestos remover has given a high estimate of $31,800 to remove all material and leave a clean open trench to be backfilled by the contractor. The project has also been endorsed by the Business Retail Council of the Chamber, the Kalispell Development Corporation, the Northwest Montana Museum Board and Historical Society, School District 45, the Outdoor Sculpture Committee, and the downtown merchants. Because the projected cost exceeds our original FY 1996 Budget estimates ($200,000) for the project, additional funds ($100,000±) required may be transferred from the TIF unallocated funds budget. Please ask the City Council for a final determination of design alternatives and authorize Bruce Lutz to complete construction documents and go to bid. Mr. Lutz will be available to discuss the design recommendations and to answer any questions the Council may have. The following preliminary effort has been underway since the City Council approved of it in mid -November of 1995. Both of the proposed projects are continuations of the Avenue of the Arts and First Street Projects constructed in 1995 and the Depot Expansion Project constructed in 1994. The following proposed plans for the Central School Plaza were distilled from five alternatives presented to the City of Kalispell's Site Review Committee at their meeting on January 25, 1996. The three alternatives represented in the following pages suggest different directions for the development of the site adjacent to Central School. Each are described in a brief statement. The common element for all three of the plans is a suggested strong pedestrian link between the north end of 2nd Avenue East and First Street. This is a proposed goal that was promoted during the first `Which Way Kalispell' effort. It is proposed to be the link between the Avenue of the Arts and First Street projects. It has also been identified by the `Sculpture Committee' as a prime opportunity and area for the exhibition of outdoor art. The proposed plan for the Woodland Park Connection was distilled from three alternatives presented to the City of Kalispell's Site Review Committee at their meeting on January 25, 1996 and to Mike Baker. The alternative illustrated in the following pages was site -evaluated by City staff and the consultant in order to determine the best possible alignment for an ADA accessible trail into Woodland Park from the east end of First Street. The plan also includes an overlook on the edge of the bluff. All walking surfaces with the exception of the asphalt path on the hillside of Woodland Park will be stiff broom finished concrete. The walkways will include pedestals for the display of outdoor sculpture (`Which Way Kalispell', Part Two), antique lighting, benches and trash receptacles. Lawn and shrub areas in the vicinity will be re -built and irrigated. Public Benefits: • Provides improved vehicular circulation and parking to and by the east side of the Central School Building. The project also includes the re -construction of grass parkways, a Woodland park overlook and improvements at the east terminus of First Street, provision of an ADA compliant walkway from the east edge of Woodland Avenue to the new CTEP Trail in Woodland Park, antique lighting, benches, trash receptacles and street comer/drainage improvements. This project will provide the only ADA compliant pedestrian (maximum 5% grade) access from the City's traditional residential area and commercial zone to the Park. Public Benefits: • Removal and replacement of heavily damaged (frost -heaved) sections of pedestrian walkways between 3rd Avenue and 5th Avenue East. • Re -construct street corners along route to provide ADA compliant handicap ramps, lighting and curb&gutter sections to comer catch basins. • Improve parkway sections to discourage sidewalk heaving and drainage impoundment. • Improve the quality and safety of pedestrian circulation between the north end of Second Avenue East and First Street. • Improve safety and police patrol accessibility of west Park perimeter through construction of trail, lighting and thinning of overgrown shrub and tree stands. • Proved pedestrian accessibility to the through the construction of an 6' asphalt and rest stops at not more 200 feet apart.
