Just when Mother Nature gives us a taste of warmth - wham! ! It really got cold for a few days. This helped our Recreation Department considerably and enable us to carry on with outdoor winter activities. The maintenance crew enjoyed the warmer weather for pruning and tree maintenance. Lawrence Park Rest Room for our multipurpose area was awarded this month to Big Timber Construction, Inc. We anticipate a May 34 completion date. Woodland Park Improvements have started with quotes for irrigation being evaluated. Also, Begg Park is being prepared for a paved parking area. The following itemized activities were performed for the month of March 1996: 4 Parks Depart. - Ken Bauska, Foreman: - prune urban forest; - finished Downtown trees; - removed street trees; - shovel snow from sidewalks; - feed birds at Woodland Park; - chip branches from boulevard trees, and alleys; Mr. Al Thelen Mayor Douglas Rauthe City Council Members April 11, 1996 Page 2 put up tennis nets; haul benches and tables; - build picnic tables; - painted warming house; - removal snow plows and install mowers; - daily trash pick-up and bathroom cleaning. 4 Recreation Depart. - C. Bohannan/J. Reese, Recreation Coordinators: Activity Calendar for March y is attached. March, bringing the first day of Spring, forgot to tell the weather man. Wonderful sunshine yet another snow fall allowed for more winter outdoor activities. Seniors enjoyed a moonlight sleigh ride along with skiing and snow shoeing. Kids Night Out was spent playing games, swims eating, and a wee bit of sleep. Many children along with their parents were creative in decorating eggs for the Easter celebration. ISTEA: Woodland Park D.R.E.A.M. trail bid awarded to NuPack (received State approval). North Main trail's draft bid book and preliminary construction design has been submitted to the State DOT for approval; and preliminary design has been completed for the Meridian Trail. Baseball Complez: Postured for council review in February. Lawrence Park Rest Room: New rest room bid for the multipurpose area of Lawrence Park awarded to Big Timber Construction Inc. Construction beings April 22. Lawrence Park Pavilion: Construction is in the final stage. Railing is the final item completed. Open house scheduled for April 21. Everyone is invited. Airport Advisory Board: Meetings every fourth Wednesday of the month to organize and evaluate the City Airport for future advancement. Oxygen bottle leaking 1 This is a total of 45 fire runs, three of which were a "General Alarm", (a fire large enough to call in all off -duty firefighters). The estimated total fire loss for the first quarter was $195,000.00. The first "General Alarm", fire was at City Service West on January 2,1996 at 10:02 A.M.. The fire started when a worker was thawing a frozen truck tire with a heat gun. He then left the area and apparently forgot about the heat gun. The tire and room caught fire while he was gone. The fire did an estimated dollar loss of $22,000.00. The second "General Alarm" fire was on January 3,1996 located at 2291/ 2 8th Street East. The fire apparently started from grease left in an electric fry pan. The fire did a large amount of smoke and fire damage to the basement apartment that the fire started in. The estimated dollar loss for this fire is $20,000.00. The third "General Alarm" was on March 1,1996, located at 135 9th Street West. The fire started from or around the furnace. A large amount of fuel was gone from the underground fuel tank after the fire. This fuel fed the ;I1'7 41;I 4 fit*7 71±�rZ•Z•7 H fire which was then very hard to put out. The estimated dollar loss for this fire is $150,000.00. There was one mutual aid fire call to Smith Valley Fire Department located at 15 Appleway Drive. The fire was started from an electrical short and did an estimated $25,000.00 damage. The ambulances made 442 runs for the first quarter of 1996 with a total mileage traveled of 7395 miles. This quarter there were 86 ambulance runs that were no haul, (patients refused treatment, non -injury accidents, etc). Also, this quarter there were ll ambulance runs that at least two patients ere treated and transported. The man hours devoted to training were 1280. Of this training 830 man-hours were done on -duty, while 450 man- hours were done off -duty. Some of the training areas involved are listed below: Our eight personnel that took the "Emergency Medical Technicians Paramedics Course," took the National Test on February 24-25,1996. Because they werent given the proper amount of time to take the written test, they were retested on the written part on February 29,1996. All eight of our personnel just received written notice form the National E. M. T. Bureau that they all passed the test. Everyone of them scored very high on this test. They all did an excellent job and need to be highly commended. -3- Fire Prevention activities occurring during the first quarter of 1996 were as follows: 307 commercial building inspections with the fire marshal reinspecting 25 of the commercial buildings to correct the more serious problems resulting in 5 correction letters. The fire marshal handled 37 complaint inspections resulting in 28 corrections letters being sent out. The fire marshal put together all of the inspections forms and information sheets for the 1996 inspections. The fire marshal has completed a partial occupancy permit for the Summit located at 205 Sunny View Lane. Public fire safety activities included fire safety talks, and demonstrations given to various civic, industrial, church and school groups. These activities contacted 640 people. The public fire safety subject areas during this quarter were: Other Kalispell Fire Department contacts were made with 58 students and 14 adults in the form of Kalispell Fire Department tours. There were 54 people who used the "Kalispell Firefighters Chimney Brush Program", this quarter. The Kalispell Firefighters (no taxpayer money) bought the rods and brushes to be loaned to anyone who needs to clean their chimney. Respectfully Submitted: Ted A. Main Assistant Fire Chief
