Permits were issued for eleven single family homes. No major commercial projects started during February. The level of construction activity is lower than it was a year ago. Nonetheless, the contractors whom we serve are predicting a busy construction season. Zonin The City of Kalispell Board of Adjustment met on Tuesday, February 6, 1996, to consider a variance request from Equity Supply. The variance was approved to allow Equity Supply to add to an existing building, with the condition that all interior property lines on the Equity site, 65 Second Avenue WN, will be eliminated to the satisfaction of the building official. Five sign permits were approved in February. Personnel: Brian Wood left the city on February 29th. He was the city's first full-time zoning administrator. The position vacancy has been advertised. The position should be filled by a qualified individual by mid -April. The Certified Plans Examiner is still scheduled for arrival by mid -March. General: During March, the Building Department will put together its budget for the coming year. Bids will be opened on the 8th. - Issue excavation permits and inspect construction projects. -Sent Notice of Award to Kalispell Sign Corporation for 1996 Opticom Installation. -Water and Sewer Extensions have been completed on Woodland Court project. -14th Street East Project (street, storm drain, and water line replacement) preliminary design completed. -Completed 220 updates to the Special Assessment data base. OFFICE AND STAFF f -Budget preparation continues. -Implementation of IMS Software beginning. -Received over 100 complaint calls during March 4-7th storm. WATER PUMPING. STORAGE. DISTRIBUTION -Produced 61.4 M gallons of water. 10.8 M gallons in the upper zone and 50.6 M gallons in the lower zone. -No chlorine injected. SEWER FACILITIES, LIFT STATIONS} COLLECTION -Weekly maintenance of fifteen lift stations. -Video and jet cleaning of sewer line. SOLID WASTE COLLECTIONIDISPOSAL&ALLEY CLEAN UP. -Responded to 48 reported violations. -Delivered 14 containers to new accounts. -Repaired 6 damaged containers. COMTRUC77ONAND MAINTENANCE STREETS. CURBS, GUTTERS. ALLEYS -March 4-7th Storm (14") - snow plowing and removal. -Crack sealed the Airport. -Crack seal for overlay and chip seal project. -General sweeping, flushing, and patching. -Street Department assisted with surveying for GIS. -Tagged 25 delinquent accounts on the east side of city. -Assisted Street Dept. with snow removal. -Exercised valves. -One main break - (bell joint). -Responded to fire hydrant problem during fire - problem corrected itself prior to crew arrival. SIGNALS. SIGNS. STRIPING. SERVICES -Opticom - reviewed intersection with bidders. -Repaired Airport runway lights. -Pruned trees around signs on east side of city. -Attended meeting on new traffic signal at Whitefish Stage & West Reserve Drive. -Attended Work Zone Signing & Barricading school. -Treatment Plant flows have been higher than average since early February. On February 8th and 9th, the flows were 5.2 million gallons and 5.0 million gallons respectfully. The flow during March has averaged 2.4 million gallons per day, with a peak on March 15th of 2.9 million gallons per day. The design capacity of the Plant is 3.1 million gallons per day. -The Gravity Thickener repair work (sand blasting and coating) has been completed and the unit is back on line. We are monitoring the biological phosphorus removal process to see if we can discontinue the use of alum required during our repairs. The cost of alum is approximately $40 per day.
