The attached letter from Thomas, Dean and Hoskins is self-explanatory. The funds covering this
work, with the exception of $8,411, have been included in the overall project budget since the
beginning -- just in a different item than the sewer and water development. These costs
traditionally are handled by the utility companies with the developer. To offset the $8,411
increase brought about by Pacific Power's new design requirements over and above those in
place at the time the project was estimated, we can cover this through an eligible expenditure
from 2880-480-470240-710 (Community Development Loan Revolving Contingency).

included in the project bid. The developer generally deals
directly with the utility companies for these items and
construction is typically separate from the water, sewer, and
street improvements.
We solicited bids for improvements based on estimated quantities at
unit prices from both primary contractors upon receipt of PP&L's
design. The difference between the accepted bid ($22,809.50) and
high bid was 15%.
The project budget included separate items for utility trench
construction, street lighting, and phone service ($31,750). Actual
cost for these items is $45,671. The phone service fee ($5,510) is
recoverable as the development fills, reducing the service utility
cost to $40,161. The net increase over budget for these items is
$8,411.
The power company has required all electrical underground lines to
be encased in conduit for the last 8 to 12 months. Previously
conduit was only required at street, sidewalk, and driveway
crossings. The change was instituted because of construction
related problems associated with maintaining open trenches. The
budget was based on previous requirements. The increase due to
100% conduit use is $7700, accounting for 92% of the budget
overrun.
