Mr. Oates submitted a letter dated March 4 and received in my office on March 6 regarding the decorative sidewalk (patterned concrete) problem. While this letter was on my desk prior to the March 11 meeting, I did not recognize that it related to the agenda item and am transmitting it to you. I have a.meeting with Mr. Oates next week and will discuss this matter further with him at that time, but wanted to be sure you had his most recent letter. My name is Garat Oates, and I am the President of Decocrete International, Inc., established in 1989, pia have played a significant role in the industry of decorative concrete. We at Decocrete manufacture, in house, all that we sell and we stand behind any product that leaves our «rehouse. As a company, .,,v have 180 accounts nationwide and over 20 distributors internationally. Of the accounts mentioned, half are in cold wrather climates and half of those clients are in "Montana -like" severe climate conditions. It is imperative for any specifier to know that cold weather, snow, chemicals or rain do not adversely affect the finished product in any shape or fonn. Many municipalities such as the: State of Wisconsin. Departitient of Transportation: City of Niagara Falls, New York and the City of Alberquerque., New Mexico are just a few t overrunental agencies that now are specifyingDeowfete anywhere a decorative, permanent surface is either required or desired. Installations have ranged from "stamped" intersections, sidewalks, cross valks and median dividers and the response has tx;en unanimous in favor of the process. Futhermore, the process is endorsed by the Portland Cement Association and many northern "State Ready Mix Associations". Last year, the City of Milwaukee, Wisconsin specified Decocrete for over 40,000 square feet of city sidewalk in a historical district called "Brad+ Street". It was the perfect choice for the job as Decocrete will not fade, stain or peel and the non skid texture is actually more prevalent than that of plain "light broom" finish concrete. By using Decocrete, the City has saved over a quarter of a mullion dollars by not using natural materials not to mention the ease and low cost of maintaining such areas. The installation as a whole has given the area the curb appeal needed for the volume of tourisin it handles. In the winter season, the area is used like any other for pedestrian traffic to professional buildings. Sandon Construction is our factory authorized installer in Montana and I personally trained them in Kalispell in 1994. I found Ore& Sandon and his crew to be very concerned with providing proper installation procedures, which thus created a quality end product and a happy customer. The main by-product is manufactured from Type I Portland cement, silica sand, piginents and carrying agents which give the surfaces trowelability and thus increases the surface strength from a regular 4,000 PSI to over 8,000 PSI. Upon completion, a solvent based acrylic seater is applied by roller or sprayer. Sand may be added to the sealer to create an added non-skid effect, but the large majority of installations do not require such, as the nature of Decocrete is "added texture" to concrete. I do suggest properly maintaining the surface by blowing or brooming snow instead otplowing or shoveling to avoid clipping of surfaces. An alternative for future healing, in high traffic areas, is adding sand to the sealer and resealing either every other or every season as needed. A service contract with the installer can simplify this process. DEC * OCIZETE INTERNATIONAL, INC. Mail To: PO.
