3. City-County Cooperation Group Resolution RequestCooperation Group •Kalispell" qebruary 12, 1996 Mayor Douglas Rauthe City of Kalispell P. O. Box 1997 Kalispell, MT 59903-1997 Dear Mayor Rauthe: As you know, at the January 29th "Fifth Monday" meeting of the City Councils of Kalispell, Columbia Falls, and Whitefish and the Flathead County Commissioners, our Group asked the participating local governments to consider adopting the attached Resolution, edited as necessary to meet their individual concerns. After the meeting, I was asked two questions by Councilpersons. First, there was a concern that we were asking that the Cities and County use the same waste disposal and/or recycling firms. That is not the case. Rather, we were assuming that each community would continue to work with whatever service it now uses. The other question related to the need to go out for bids for the service. Again, we were anticipating that recycleable waste could be picked up by the community's existing service(s), perhaps using a separate dumpster or other container. If the existing service(s) do not provide pick-up of recyclable paper, an in-house voluntary effort could be initiated. I hope this is helpful to you. If I or any other member of the Group can be of further assistance in bringing this resolution before your Council, please let me know. Meanwhile, the County Commissioners will consider it at their February 26th meeting. With thanks and all best wishes, Carol Daly for the Cities -County Cooperation Group cc: Bruce Williams communityWHEREAS op • solve • problems, and WHEREAS a Cities -County Cooperation Group was formed as a result of the "Which Way Kalispell?" meeting on November 21, 1995, and WHEREAS the action plan of that group is to find a demonstration program that all local governments in Flathead County can effectively work on together to build trust, and WHEREAS it is the desire of those local governing bodies to act in a spirit of cooperation by carrying out a small pilot project, NOW, THEREFORE, BE IT RESOLVED that as a first step toward this goal, the cities and the county will initiate and implement an intergovernmental program of office waste paper reduction and recycling.
