Dear Mayor and Kalispell City Council; M„s'q'cu.
I appreciated the opportunity of discussing the merits of expanding the Kalispell Center Mall with ltr>rxesR:x
all of you in person. I am writing you to ask for your "Commitment in Principle" to use TaX
Increment Financing for the expansion of the center. We realize that there are many unanswered
questions that you will have about the exact configuration of the expansion, acquiring land versus
building a parking garage and the full financial analysis of the project. Please understand that we are
not asking for final approval of the project at this time. What we do need is a positive message from
the City Council that the Kalispell Center Mall expansion is an appropriate project to use tax
increment financing. Upon receipt of that message we will prepare a more detailed plan for your
further review, along with the refinancing complexities, and bring that back to you for your ultimate
final approval.
Sincerely,
GOODAI..B & BARBIERI COMPANIES
