Becker Inc. to the City of Kalispell. Specifically, we will provide City Management services for the City of Kalispell for approximately four (4) mwft starting in early Mardi. It is our proposal to provide these services through one of our principal Al Thelen. Mx. Thelen's 30 years of experienceas a City and County Manager includes 5112 years each as the City Manger of Helena and Billings, Montana. He recently served five months as an interim Manager in Alliance, Nebraska. (A copy of his resume and two unsolicited letters from two Mayors of cities that li+lr. Thelen has served are attached). We will provide these servion for a fee of $6,000 a month, reimbursement for actual housing expenses and the availability of an automobile for City business. Since Mr. Thelen will be a contract employee, the city will not be obligated for any payroll costs or fringe The Carl S. This may include a review of the operational budget and/or capital budgets including the structure review of the processes being used. I, �1D.4,L ZK , , Est t it The Carl S. Becker Company prepares analyses of revenue sources currently being used by an individual client, as well as procedures, formulas, and mechanisms for collecting revenues. The Company identifies means to enhance these revenue sources and additional sources of revenue that would be available to expand the revenue base. REDUCTION OF COSTS The Carl S. Hecker Company provides a variety of services related to the reduction of expenditures for a specified jurisdiction and/or for a client's overall budget. These are accomplished by a management audit, productivity studies, manpower utilization review, joint services analysis, budget analysis and space utilization review. In each instance a particular function is broken down into its smallest components and examined in detail. This often results in a more effective and efficient way to accomplish a_given task. The Carl S. Becker Company has developed a performance appraisal system that is currently being used by a number of cities and counties to maximize the productivity of their personnel and organization. The Company provides moth the development and the updating of job classification and pay surveys and plans. Review of personnel rules, procedures, systems and policies are a major service provided by the Carl S. Hecker Company. Lahr relations services are also provided. The Carl S. Becker Company provides recruitment assistance to cities, counties and special districts. The Company also provides interim management services to assist clients who find themselves in need of these interim services. 14 The Carl S. Becker Company has provided a. number of services to cities, counties and special districts for the past thirty years that are geared toward the improvement of service programs. In many instances this involves organization, staff, and structure review of a part or all of the entity. This approach has been used to assist new agencies in the programming, organization and structure of their functions. in some instances this involves the methods and procedures relating to a particular department or jurisdiction within a department. The Company has developed a specialty in police and fire mAnagement and operational areas. ► e * 74 A. PARADIGM Organizational Assessment, employing a Total Model of organizations, carefully reviews some twenty-two (22) key elements of any organization which must be present and working well for that organization to function properly. This is determined through employee and Management questionnaires, key person interviews and with the observer's input. A detailed computerized report utilizing artificial intelligence is generated, summarized and reported back to the organization showing its significant strengths, significant weakness (opportunities for improvement) and the organizationfs corporate culture. Through a series of feedback sessions the organization couples its significant strengths with the positive elements of its corporate culture to prepare an action plan that takes advantage of its opportunities for improvement. I certainly have divided feelings in that I hate to see you leave on the one hand, and yet, on the other hand, I am happy for you to have this new challenge and economic gain. I wart to thank you for all that you have accomplished, the list is long, during your tenure in our City. You strengthened the staff, instigated training programs, developed new revenue sources, and met hard issues openly and head-on. Your fair and equity test is a standard that needs to be continued in our City. Our City is in the best financial shape today than at any time since I have been as. sociated with City government. This has not happened by accident, but by hard work and innovation by you. The City Council on February 251 1985, which was your last Council Meeting, adopted a Street Improvement Program which will help solve an age-old problem and a Council goal of several years. On that night, we also set the wheels in motion to adopt de- velopment fees which will keep us from having to raise utility (water and wastewater) rates every year (another goal accomplished) and will make our utility department even stronger fiscally than it already is. You continue to work double time right up to this final day. You are *leaving a much: stronger City of Billings than the one you came to' and we thank you for it.
