Kalispell Fire Department Monthly Report

The Kalispell Fire Department responded to 16 fire calls for the month of January 1996.
Two of the fire calls were a "General Alarm" a fire large enough to call in all off -duty
firefighters. The first "General Alarm" fire was at the City Service West on January 2,1996
at 10:01 A.M.. The fire started when a worker was thawing a frozen truck tire with a heat
gun. He then left the area and apparently forgot about the heat gun. The tire caught fire
while he was gone. The fire did an estimated dollars loss of $22,000.00. The second
"General Alarm" fire was on January 3,1996 at 03:08 A.M. located at 229 1/ 2 8th Street
East. This fire apparently started from grease left in an electric fry pan. The fire did a lot
of smoke and fire damage to the basement apartment that the fire started in. The
estimated dollar loss for this fire is $20,000.00.
The ambulances made 165 runs for the month of January 1996.

Our eight personnel that are taking the "Emergency Medical Technicians Paramedic
Course" are still very active in the course. They are still going to class on Monday and
Wednesday nights to practice for the National Paramedic Examination. The national
examination is scheduled to be given on February 24-25,1996 at Flathead Valley
Community College.
There were 13 people that used the "Kalispell Firefighters Chimney Brush Program", during
January 1996. The Kalispell firefighters (no taxpayer money), bought the brushes and rods
to be loaned to anyone who needs to clean their chimney.

OPERA TION.S AND MAINTENANCE
A. WATER PDIEM. STORAGE. DISTRIBUTION (Ben Van Dyke)
-Produced 60,870,000 gallons of water, 11,307,000 gallons in the upper zone and 49,563,000
gallons in the lower zone.
-Injected 39 pounds of chlorine at Lawrence Park pump station.
-Continued maintenance of all pumps, motors, reservoirs, grounds, and controls for the water
supply system.
-Completed Trihalomethane testing.
-Armory well radio telemetry power supply failed. Removed and ordered new unit from
Motorola.
-Completed file organization for lead & copper, VOC, nitrate, nitrite, and other tests and sent
copies to State Water Quality Bureau.
-Repaired furnace for chlorine room.
-Constructed a Pontoon Float System for #1 reservoir.
-Inspected interior #1 reservoir and #2 reservoir and changed numerous halogen bulbs for the
lighting system.
-Assisted field crews on various tasks, taps, shut -offs, locates, etc.
-Assisted Street Dept. and Parks Dept. on snow removal program.
B. SEWER FACILITIES, LIFT STATIONS, COLLECTION ( Vic Schroeder)
-Weekly general maintenance continues at fourteen lift stations
-Video and jet cleaning operations continue

-Repaired two 300 gallon container and one 400 gallon container,

-Steve Bauer is now employed filling the vacant operator position.

-Picked up dead deer carcass off Woodland on the morning of December 27th.

WASTEWATER TREATMENT PLANT
ACTIVITY REPORT

A yellow -green substance, originating in Evergreen, came through the Plant for approximately
3 hours on December 7th. Analysis of the substance did not identify it, but it was not antifreeze and
did not contain any unusual heavy metals. The Operators worked quickly to divert and then dilute
the substance; no negative effects on the Plant have been observed.
Training was conducted by the manufacturer for all Operators on the operation and
maintenance of the new Gravity Thickener center drive unit. This was part of the warranty process.
The Gravity Thickener was put back on line after installing the new center drive unit, the
phosphorus biological removal process has not worked optimally; we are adding alum until we can
stabilize the process.
Seven bids were received for the removal and reapplication of a protective coating in the
Gravity Thickener to prevent further concrete deterioration . The contractor will start in February.
The fourth quarter sludge analysis report shows lead and zinc levels barely within the required
limits. We will continue to work with Joe's Radiator Shop to reduce the amount of lead and zinc
coming from their business.
We continue to make unexpected repairs to equipment, such as:
-The make -up -air system in the Headworks has required numerous repairs to keep it
running
-The Control Gate (maintains the water in a quiet status, i.e. without air) lift shaft broke
and had to be replaced, this time with a longer unit.
-One of the three Lamson air blowers is not working. The Operators have taken it apart
and are currently getting costs on repairs.
The average daily Plant flow was 2 million gallons, with a peak of 2.8 million gallons on
December 12th. We had rain on that day, but were unable to record the amount of rainfall as the rain
gauge is removed during winter.

-Worked on specifications and bid proposal for the installation of Opticon Systems at nine
intersections within the City of Kalispell.
-Held pre -construction meeting for Hampton Inn project.
-Continue inspection of the following construction projects: Hampton Inn, Woodland Court
sewer extension, and Southgate Subdivision.
-Updated AutoCAD software and installed survey modules to speed data transfer between total
station and AutoCAD drawings. (Survey modules also have contouring capabilities)
OPERATIONS AND MAINTENANCE
-Produced 61,647,000 gallons of water, 10,800,000 gallons in the upper zone, and 50,847,000 in
the lower zone.
-Injected 47 lbs. of chlorine.
-Continued maintenance of all pumps, motors, and reservoirs, grounds, and controls for the
water supply system.
-Assisted with the snow plowing.
-Assisted with the reading of water meters.
-Reinstalled radio power supply at the Armory Well.
-Scraped off old paint and prepared floor and surface for new paint job at Depot Well.
-Remounted power transformer at Depot Well after power source was undergrounded.
-Modified power supply wires to Depot Well motor.
-Kalispell Electric removed overhead wires and installed wires underground to Depot Well
building.
-Met with electrician to get estimate on electrical "as built" drawings for each pump station.
-Complied data for Public Service Commission Report.
B. SE HER FACILITIES. LIFT S TATIONS COLLECTION ( Vic Schroeder)
-Weekly general maintenance continues at fifteen Lift Stations.
-Video and jet cleaning operations continue.
-Assisted Lakeside Sewer District with the City's Jetvac truck to unplug a sewer main.
-Removed snow from around all Lift Stations and storm inlet grates.
-Rebuilt 92 Pump at Lift Station #8. Installed new impeller, wear plate, and new seals.
-Pumped Woodland Park holding tank.
-Lift Station #6 had power failure on one phase. Called PP&L for repairs.
C. SOLID WASTE COLLECTION/DISPOSAL (Jack Fournier)

CONSTRUCTION AND MAINTENANCE

WASTEWATER TREATMENT PLANT

-Last month it was reported that the biological phosphorus removal process was not working
optimally after putting the Gravity Thickener back on line. The process is now working well, with
total phosphorus levels at 0.3 ppm. When the process is interrupted, it takes a number of weeks to
return to proper functioning.
-The Operators and a mechanic from Lamson Blower Corporation are currently repairing one of the
air blowers that had quit running. The total cost of the repair including parts and labor will be
approximately $10,000.
-The Operators continue to perform maintenance tasks; work orders, new valve kits in the effluent
filter room compressors, and organizing spare parts, etc.
-A new Plant computer was put on line this month. The existing computer was extremely slow as
it was overcrowded with information to process.
-There were no permit violations this month and no pager call -out alarms.
-The Plant had 2 days of high flows: 2.9 million gallons on 1115 and 2.4 million gallons on 1/16. We
recorded rainfall on 1/15. The average flow for the month is approximately 2 million gallons per day.
