Our Work Session on Monday evening, January 22, will include
the following items:
1.) Briefing on the Golf Course Lease negotiations
2.) Discussion of the Mall Issues
3.) Continued discussion of our Water Rate
4.) Two minor subdivision requests
Included in this packet is background information concerning
the status of the golf course lease negotiating process. I
have enclosed a copy of the last proposal from the K.G.A. and
a copy of my letter in response to their last proposal. As
you will note, there seems to be very little difference in our
positions concerning lease income for the first five years of
the proposed lease. They are at 2% of gross for green fees,
membership, and driving range income (1996 - $764,000) or
$15,280; my proposal of 3.5% or $26,740 more closely
represents your position. Other differences are covered in my
letter to them dated January 11, 1996.
The subject matter concerning the mall issues outlined to you
by Larry in his confidential memo dated January 12 will be
discussed by Larry, so please remember to bring your copy of
the memo.
We would also like to use part of the evening to discuss the
remaining portions of the water rate analysis with you, so
please bring your copy of the report. I have also asked Amy
to prepare a financial analysis of our water fund condition to
determine how much in revenue bonds would have to be issued to
cover estimated cost of the capital improvements included in
our FY'96 budget given today's fiscal capacity of the fund.
Narda Wilson indicates that she would like council to consider
two minor subdivision requests recently received by FRDO.
