6. Resolution 4250 - Adopt Clean Cities ProgramRESOLUTION NO. 4250 A RESOLUTION ADOPTING THE FLATHEAD VALLEY/GLACIER NATIONAL PARK CLEAN CITIES PROGRAM AND AUTHORIZING THE MAYOR TO SIGN A MEMORANDUM OF UNDERSTANDING WITH THE U.S. DEPARTMENT OF ENERGY. WHEREAS, the City of Kalispell recognizes the need to protect the air and water resources of the Flathead Valley, and WHEREAS, the U.S. Department of Energy and General Services Administration have established the "Clean Cities Program" to reduce dependence on petroleum -based fuels and to reduce emissions for vehicles by promoting the use of public alternative fuel vehicles, and WHEREAS, pursuant to said Program the Flathead Valley/Glacier National Park Clean Cities Program was created with the goals of expanding the number of alternative fuel vehicles; developing a self-sustaining, cost effective alternative fuel vehicles program and promoting alternative forms of transportation, and WHEREAS, the Flathead City/County Health Department is the Clean City Coordinator, and WHEREAS, a Memorandum of Understanding has been drafted for F. execution by various entities with Flathead County and Glacier National Park which support goals and objectives of the Clean Cities Program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the City of Kalispell hereby adopts the Flathead County/Glacier National Park Clean Cities Program, dated November 24, 1995. SECTION II. That the Mayor is authorized and directed to sign on behalf of the City the Memorandum of Understanding with other stakeholders of the Clean Cities Program. SECTION III. We believe clean air is a priceless resource vital to the health and well being of all citizens. In support of the Clean Cities Program and the quality of life in we will make some or all of the following commitments. ❑ Continue street sweeping and de-icer programs designed to reduce vehicle emissions and traffic congestion and to remove air particulate. ❑ Facilitate the work of the Clean Cities Program by appointing a Clean Cities Program Coordinator. ❑ Add to the motor pool a minimum of _ alternative fuel vehicles each year for years. ❑ Add at least alternative fuel vehicles to the motor fleet by the year ❑ Expand the number of alternative fuel vehicles that we own and operate as funding becomes available. ❑ Commit to use alternative fuel in those vehicles capable of running on either an alternative fuel or gasoline. 0 Collect data on alternative vehicles in use. Identify those vehicles true costs and measure their performance. Make the data available to the public. ❑ Support other groups, particularly those focused on improving air quality, as they work to promote AFV use. ❑ Encourage those responsible for purchasing new vehicles to give careful consideration to the purchase of both dedicated and multi -fueled alternative fuel vehicles. ❑ All existing vehicles will be considered for conversion to alternative fuels based on usage patterns and demand, fuel availability, safety, and administrative approval. ❑ Fuel efficiency and emission factors will be given a high priority in the selection of replacement vehicles. ❑ Many of the services provided by City vehicles are emergency and rapid response in nature. As alternative fuel technology meets the demands of these vehicles, the percentage of City emergency vehicles using the alternative fuels will expand. Identify those vehicles' true cost and performance and make the data available to the public. ❑ Evaluate the potential consumption of propane, natural gas, and/or ethanol as an alternative fuel. ❑ Support the expansion of public alternative fueling locations as appropriate. ❑ Include AFV performance and cost information in our fuel management presentations and communications. ❑ Educate our fleet fuel customers about the benefits of AFVs. ❑ Promote AFV use in any other capacity as required. ❑ Keep up to date on new technology in the AFV industry ❑ Encourage employees to share rides in commuting to and from work.
