W117FRAS, because of illness preceding the death of Police Magis-
trate Eugene McCarthy he was unable to perform the duties of his
office and it was necessary to pay additional salary to handle
the affairs of this office by which the amount fixed by the cur-
rent budget was exceeded by $60.17, and
WHIR RAS, circumstances developed that called for additional polic-
ing of the City, its parks and a stricter enforcement of the or-
dinance governing dogs running at large, requiring, the construction
of additional pound facilities and the services of a full-time
poundmaster, resulting in an excess expenditure of $819,11 over
and above the amount fixed by the current budget for this department,
and
WHEREAS, the work contemplated by the W.P.A. Project for street
work was carried forward ahead of schedule and expenditures planned
for the current year were exceeded by $405,30, and
WITFREAS, in order to furnish clear and pure water for the Munici-
pal Pool and protect the newly seeded grounds of the Municipal Golf
Course it was necessary to exceed the current budget by $1438.76,
and
WTI'TR7,AS, sanitary conditions required additional publicity of such
conditions be given the public and appeals for co-operation with the
Health Board were called for through the newspapers the current
budget was exceeded by $20.29, therefore
B-T IT 1'79OLVED by the Council of the City of Kalispell that by
reason of the facts as hereinbefore stated an emergency is hereby
declared to exist under the provisions of Section 5083.8 of the
Revised Codes of Montana, 1935, and an expenditure of $919.49 in
excess of the current budget for the General Fund and 1405.30 for
the Street Fund and $1438.76 for the Park Fund is hereby authorized
for the purposes herein set forth and emergency warrants be drawn
against the several funds and the City Treasurer is authorized and
directed to pay such warrants with any money in the several funds
mentioned that is available and if there is not sufficient money
in such funds to pay said warrants then the same shall be regis-
tered and bear interest and be called for payment in the manner
provided for by law for other city warrants.
