MEETING DATE: September 15, 2014 BACKGROUND: Starting with the 2009/20 10 budget cycle, the City of Kalispell has been participating in Operation Stonegarden Grant funding. This is a no match, two year grant allocated to local units of government in states bordering Canada. The allocation is a risk -based prioritization determined by threat, vulnerability, miles of border and other border -specific law enforcement needs. "The Operation Stonegarden Grant Program is to enhance the cooperation and coordination between Local, State and Federal law enforcement agencies in a joint mission to secure United States' land borders." Highway 93 and Highway 2 have been identified as major arterials with significant impact on border safety and criminal related activity. Based on recent changes the City of Kalispell would assume responsibility as sub -recipient of these two year grants. As sub -recipient we would assume responsibility for managing the overall grant funds which includes funds for the Montana Highway Patrol, Whitefish Police Department, Columbia Falls Police Department, and Montana Fish, Wildlife and Parks. The unexpended FY2013 grant allocation is $125,266.00 and the FY2014 allocation is $65,749.00. These grants fund can be utilized in two ways; 1) to work details related to information gathering, drug trafficking and human trafficking as it relates to our proximity to the border, 2) purchase of equipment that assists with the border safety mission. RECOMMENDATION: Acceptance of FY 2013 and FY2014 Stonegarden Grants. FISCAL EFFECTS: No local match required. Equipment purchases allowed through this grant will minimize the necessity to purchase this equipment through General Fund expenditures. ALTERNATIVES: Decline grant.
