I have had an opportunity to review the bids that were

opened December 11, 1995. I have listed the bids below.
We received four 4 bids of which one was rejected on the

grounds that there was no bid bond included (LHC). The

K other three ( 3 ) were responsive bidders.

NuPack was low bidder on the base and Alternates I and
II for a total of $44,703.85. However, our remaining
budget is $36,947.00, a difference of $7,756.00. Due to
the circumstances, I believe it is in the best interests of
the City to accept the total bid of $44,703.85 from NuPack.
Under the CETP Program, we are eligible to increase
our funding request by 20% of the engineer's estimate
(which was $55,484.50). The Federal share of the $7,756.00
comes to $6,204.00, and the City's additional commitment
would be $1,551.00.
Due to the obvious considerations for the additional
Federal funds (80%) and the competitiveness of the bid from
NuPack, I would recommend the City accept the bid of
$44,703.85 from NuPack for the base bid and Alternates I
and II.
Construction is slated for mid to late March, with
completion prior to June 1, 1996.
