COMMENTS FOR MONTH OF NOVEMBER, 1995
Building Activity:
Building permits were issued for 18 single family structures. Permits included town
homes and foundations for manufactured homes.
A permit was issued for a duplex on Kalispell's west side. Commercial permits included
Glacier Bank drive thru on Center Street, an office for Sandon Construction, a remodel of
Weissman's and a remodel of Equity Supply.
The level of work for November was about the same as for October. Amount of revenue,
value of construction and number of permits are down about 15% to 20% from 1994.
Zoruns:
Three permits, for a total of seven signs, were issued in November. A similar number of
floodplain determinations were made during the month.
The zoning administrator participated in an Ad Hoc Committee meeting in Helena
concerning Montana's Subdivision Law. City and county administrators, planners,
realtors, legislators, engineers, surveyors and Department of Commerce staff attended the
first of what will be several meetings, to discuss the shortcomings of the existing
subdivision law. It is hoped that a consensus can be reached among the diverse interests
prior to the convening of the 1997 Legislature, and that subdivision legislation acceptable
to all parties can be drafted.

Public Request Work Orders for October -- 14
Veterans Memorial at Depot Park received new, low -growing shrubs.
Burning the June 6 limb pile was a highlight for the month of November
2,500 cubic yards of "wood waste" was disposed of in this manner. Park
crews started tree removals this month. In addition the following activities,
separate from the work orders listed above, were performed for the month of
November 1995:
- burn limb pile at City Shop;
- shovel snow off all City sidewalks;
- clean and paint Woodland Park Warming House;
- clean debris off Aviary at Woodland Park;
- remove tree at 1 st Ave E & 5th Street - chip same;
fix electrical outlet at Deport Park;
- haul dirt to Lawrence Park;
- removal shrubs and plant new ones at Veterans Memorial;
- plant tulips at Cannon area, Woodland Park;
- chase & net rabbits in Woodland Park,
- pile brush at City Shop with loader;
remove tennis court nets at Hawthorne, Northridge, Thompson and Tennis
Complex;
- install rope at Lawrence Park for the new pavilion;
pull up fencing and cut posts at Woodland Park;
finish blowing out various City Park irrigation lines;

repair fence at Laker field and Peterson School;
- post thin ice signs at Woodland and Dry Bridge;
- move picnic tables;
- prune trees at 3rd Ave E & 8th Street;
- rake leaves at Woodland Park, Depot Park, Hockaday and Community
Development;
clean Park shop,
chip branches from boulevard trees, and alleys;
daily trash pick-up and bathroom cleaning.
-4 Recreation Depart. - C. Bohannan/J. Reese, Recreation Coordinators:
Twice, Winter tried to come, but with no avail, for the rains brought Fall back
into the picture. This left us to wonder if Ice Skating and Cross Country
Skiing will be a reality for the next months' activities. In any event, we were
busy with Watercolors, Papermaking, Cooking, Paper Ornaments, Quilting,
Stampmaking, and of course, taking a tour trip to the Ninepipe Water Refuge.
This season's City Basketball League is in full swing. Thirty teams with an
average of 10 men on each (4 on 4 and 5 on 5). Each league plays both
Wednesday and Sunday Nights. This season we are offering a Co-ed
Basketball league.

Further Recreation Department activities include routine administrative work of

Playground Bids for Begg & Thompson: Quotes solicited and scheduled due on
December 1, 1995.
ISTEA: Woodland Park D.R.E.A.M. trail bid published and scheduled to open
December 11. North Main trail is in pre -construction design, and preliminary design
meetings are underway for the Meridian Trail.
Baseball Complex: Informative meetings - being held - estimates complete.
Lawrence Park Rest Room: New rest room for the multipurpose area of Lawrence
Park is presently being designed by Architect Mark Johnson.
Lawrence Park Pavilion: Construction is in the final stages.
Airport Advisory Board: Meetings every fourth Wednesday of the month to
organize and evaluate the City Airport for future advancement.

The firefighters inspected 49 commercial buildings during the month of November 1995.
The fire marshal is working on six different inspections and reinspections at this time.
Our eight personnel that are taking the "Emergency Medical Technicians Paramedic
Course", are still very active in the course. Each one of our eight personnel taking the
course went to Spokane, Washington to work with the Spokane Ambulance Service. They
each had to work with the Spokane Ambulance for 60 hours for their Field Internship,
which is part of the course. They are still going to class on Monday and Wednesday nights
to practice for the National Examination.
Three of our personnel went to a two day school in Bigfork, Mt., during November 1995.
Gary Havens, John Sturzen and Terry Eaton attended the P.H.L.S. School to hone their
emergency medical technician skills.

There were 31 people that used the "Kalispell Firefighters Chimney Brush Program", during
November 1995. The Kalispell Firefighters (no taxpayer money), bought the brushes and
rods to be loaned to anyone who needs to clean their chimney.
There were five groups of students that toured the fire station during November 1995. A
total of 64 students and 13 adults participated in the tours.
