Dear Bruce:
This letter is a follow-up to our phone conversation earlier
in the week. As you are aware, the city does not own the
"side streets" in the Buffalo Head Parkhomes Subdivision,
but does own the "main street", known as Ponderosa Street in
the subdivision. The Buffalo Head Parkhomes subdivision is
in the city limits, and if I'm not mistaken, it always has
been. The city currently plows the snow from Ponderosa
Street, and seals the cracks not only in this street, but
the city also seals the cracks in the "side streets" also.
On behalf of the Buffalo Head Subdivision, "THANK YOU" for
sealing these streets. The purpose of this letter is to ask
the City of Kalispell to consider the dedication of the
"side streets" immediately. Not only does this eliminate
the financial burden of snow removal from the Homeowner's
Association, but also, if needed, the upkeep and maintenance
of the said streets. It seems to make sense that homes in a
city subdivision, with a city park included in this
subdivision, also have city streets. Not just one street
dedicated to the city, but all streets should be dedicated
to the same city.
Please notify myself (752-8176) and Dorothy Lucas (752-4952)
on the date that this proposal will be considered by the
City Council. If at all possible, we would like to be
present to answer any questions that the Council may have
regarding this request.
Thank you in advance for your prompt attention to this
request. Please do not hesitate to call Dorothy or myself if
we can provide any additional information, or answer any
questions. Due to the fact that you reside in this
neighborhood, you can appreciate the fact that dues may have
to be raised if street maintenance should become an issue.

PARKHOUSES SUBDIVISION "SIDE STREETS"

I have reviewed the letter from Leslie R. Rich , General Mgr. of the referenced homeowner's
association and have found the following facts to consider. There are 4 "side streets" in the
subdivision. Each of these "side streets" is labeled on the subdivision plat as being 24' private
road. All 4 roads have parking spaces adjacent to the right-of-way which do not allow for the
widening of the street right-of-ways. Moreover the DEDICATION OF PRIVATE ROADWAY
on this plat is unique to say the least. I quote from the plat dedication:"This dedication is made
with the express understanding that the private roadway will never be maintained by any
governmental agency or public authority." Again quoting," It is understood and agreed that this
private roadway does not conform to the state or county requirements for public roadway.
Because of the size limitations it is not suitable for all -season maintenance by the public
authority."
It is my conclusion that these "private roadways" were expected to remain private and that if the
city were to accept them as they were platted and built, it would put an undue burden on the
entire City to try to maintain or correct these streets. The City street standards allow for a less
than 60' right-of-way only in a rural section and than the minimum width is 40' The City would be
in violation of our own standards to accept these roadways
