7. Resolution 4245 - Emergency - Repairs to Gravity ThickenerRESOLUTION NO. 4245 A RESOLUTION DECLARING AN EMERGENCY AND AUTHORIZING THE PUBLIC WORKS DEPARTMENT TO PROCEED, WITHOUT ADVERTISEMENT OR BIDDING, FOR REPAIRS TO THE GRAVITY THICKENER AT THE WASTE WATER TREATMENT PLANT. WHEREAS, the corrosive environment within the gravity thickener at the Waste Water Treatment Plant has led to a failure of protective coating on the concrete walls; and WHEREAS, without protective coating the concrete walls of the gravity thickener may fail causing serious damages to the sewer treatment plant, and WHEREAS, long term treatment of waste water to remove phosphorus, a function accomplished in the gravity thickener, with alum is costly, and WHEREAS, the Public Works Department has determined that the remedy for the problem will be to sandblast the interior walls of the gravity thickener to remove the remaining protective coating and coating the walls and roof of the tank with a glass flake epoxy coating, and WHEREAS, the estimated cost of repairs as determined by the Public Works Department is over $50,000, requiring advertisement and competitive bidding under S 7-5-4302, MCA, and WHEREAS, S 7-5-4303, MCA authorizes a City to proceed without observing S 7-5-4302, MCA when an emergency exists and three -fourths of Council present at a meeting authorize a procedure which best meets the emergency and serves the public interest. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the deteriorating condition of the protective coating on the gravity thickener at the waste water treatment plant constitutes an emergency under S 7-5-4303, MCA, thereby abrogating the City's responsibility to advertise and bid repairs. SECTION II. That the Public Works Department, under the direction of the City Manager, is authorized and directed to proceed and solicit proposals from qualified contractors to remove the existing coating and replace it with a glass flake epoxy substance, at a cost not to exceed $80,000. RESOLUTION 4245 1 SECTION III. That funds necessary to accomplish repairs to the gravity thickener as recommended by the Public Works Department shall be expended from moneys held for replacement in the Waste Water Treatment Fund. PASSED AND APPROVED BY THREE -FOURTHS OF THE MEMBERS OF THE CITY COUNCIL PRESENT ON THE 20TH DAY OF NOVEMBER, 1995. Douglas D. Rauthe - Mayor Attest: Clerk of Council RESOLUTION 4245 2 Telephone (406) 758-7700 FAX (406) 758-7758 Post Office Box 1997 Zip 59903-1997 Incorporated 1892 Memorandum Date: November 9, 1995 To: Bruce Williams, City Manager From: John Wilson, Assistant City Engineer-JCI.c Re: WWTP - Gravity Thickener Repairs This memo is a request for authorization to solicit contractor's proposals for the installation of inspection ports and recoating of the gravity thickener. Our updated estimate for the project is $50,000. Over the past week we have evaluated the corrosive environment of the gravity thickener and researched various methods of corrosion protection. Based on that analysis, we have chosen to sandblast the remaining tar coating from the walls and roof of the tank and apply a new glass flake epoxy coating. This material will be applied with an airless sprayer, much like house paint. But given the confined working environment and special techniques associated with epoxy materials, the cost is estimated to be considerably higher that the average paint job. Three or four local contractors will be asked to submit proposals by November 27, when I will be back in the office. We intend to order materials and proceed with repairs by mid -December. The contractor's proposals will include the installation of a series of inspection ports. These will provide much needed access for future maintenance and inspection. The proposals will also provide for sandblasting and preparation; scaffolding, heating and ventilation as required; equipment and labor to apply the new coating; and cleanup. We will order and provide the inspection ports and epoxy coating materials. We have reasonably firm costs on sandblasting and materials, but it's hard to predict how contractors Aill respond to the requirements of working with special materials in a confined space.
