Attached are two proposals from Bruce Lutz to complete the designs and bid specifications for
the extension of Ist St. East and 2nd Ave. East. The first phase of these two projects were
completed this last summer, and the City Council has budgeted to complete this second phase.
Proceeding with design at this time will offer the following advantages:
lst Street East
The extension from 3rd Ave. East to Woodland Park will complete the safer and accessible
connection between the park and the downtown as part of the "Which Way Kalispell"
theme. The 1 st St. East extension will then connect with the proposed ISTEA trail on the
east side of the pond.
2nd Ave. East
The extension of the avenue will complete the north/south connection to the 1 st Street East
project constructed last summer. Developing this pedestrian corridor through the
Linderman School site will help to physically define the public right-of-way and protect the
corridor for utilities. The extension will also help define the limits of the playground area
and enhance the overall appearance of the Central School site to facilitate its
redevelopment.
Recommendation:
We should enter into two separate contracts with Sitescape Associates to prepare the
drawings and bid documents for a spring, `96 start-up date. The two contracts for
professional design services are:

Proposal: Central School Plaza / Avenue of the Arts Connection Project
It is my pleasure to make the following proposal to complete the design and working
drawings for the Avenue of the Arts Connection to Central School and First Street. The
Scope of the plan will include expanding the theme of the Avenue of the Arts into
portions of the abandoned Street right-of-way east of Central School. This will include
intersecting the expanded Avenue of the Arts with the First Street 5treet5cape and
Woodland Park Connection. The intent of this work will be to complete the Avenue of the
Arta Project as defined by the `Which Way Kalispell' efforts and begun as the Second
Avenue 5treet5cape and Water Line Improvement Project. Special attention will be given
to the following:
• enhanced pedestrian and bicycle access linked to Woodland Park and CBD,
• Safety of School and other public pedestrian related activities,
• improvement of Central School Facility acce55
• enhancement and expansion of outdoor public art exhibition space
Project Components and fees are a5 follows:
1) Delineation of Three Conceptual Development Alternatives for the project:
Development of three alternative concept plans for the Avenue of the Arts / Central
School Plaza and presentation to Community Development, Parks Department and
Public Works Staff, KDC and other interested parties.
Total Fee: $1800
3) Refinement of 5elected Concept Alternative:
Refinement of the Selected plan for the Avenue of the Arts J Central 5chool Plaza
including an accompanying coot estimate report and rendered/illustrative site plan for
presentation to the Staff, KDC and City Council,
Total Fee: $1200
4) Construction Documentation and Bidding Phase:
Production of construction working drawings and Specifications for the Avenue of the
Arts / Central 5chool Plaza. This phase will also include coordinating bids and fielding bid
questions during the bidding period.
Tota I Fee: $2400
5) Construction Observatlon and Contractor Coordination Phase:
This phase will include monitoring construction and coordinating construction matters
with the Selected contractor. This phase will also include review and approval of
contractor pay requests.
Tota I Fee: $1200
Grand Total Fee: $6600
