This is a request by Russell Swindail for preliminary plat approval of a two (2) lot subdivision
located approximately 600 feet west of 10th Avenue West on the north side of 6th Street
West. This is a minor subdivision which is forwarded directly to the City Council for review
and final action.

Location:
The proposed subdivision is approximately 600 feet west of 10th Avenue West on the north
side of 6th Street West. Subject property is described as Assessor's Tract 5DX in the NW4
of Section 18, Township 28 North, Range 21 West, P.M.M., Flathead, Montana. The site
contains approximately 9,400 square feet (0.22 acres) with a total of 60 foot of frontage on
6th Street West.
Existing Land Use/Zoning:
The subject property currently is vacant and zoned. R-4. North, south, east, and west is
zoned R-4 and developed with residential development.
Covenants:
None were submitted.
REVIEW AND COMMENTS
This preliminary plat is reviewed as a minor subdivision in accordance with the Kalispell
Subdivision Regulations.
EFFECTS ON PUBLIC HEALTH AND SAFETY:
The effects and/or impacts of creating two (2) attached single-family lots is expected to be
minimal relative to public health and safety since a duplex with minimal review could be
constructed on this lot. This subdivision is within the jurisdiction of the Kalispell police and
fire departments. Emergency medical support is located nearby at Kalispell Regional
Hospital. The property does not exhibit any significant natural hazards. The terrain is fiat
and out of any designated floodplain. Access is available via 6th Street West and is
adequate to serve the site.
EFFECTS ON WILDLIFE AND WILDLIFE HABITAT:
The site is within the developed limits of Kalispell with no residual wildlife. The property
Is zoned for duplex development.
EFFECTS ON THE NATURAL ENVIRONMENT:
The property exhibits no unique natural features. The lot is flat and has no unusual or
significant plant communities associated with them. This lot has already been committed
to development by its location. There will be no additional impact on the natural
environment.
EFFECTS ON LOCAL SERVICES:
Schools: This proposal would not impact schools beyond what would be
permitted by the zone (duplex).
Parks and Recreation: impacts will be minimal. This project is exempt from parkland
dedication or in -lieu fee.
Fire Protection: The subdivision will be served by the Kalispell Fire Department.
Police Protection: The Kalispell Police Department can adequately serve the
additional development.
Roads: The site is served by West 6th Avenue, a City street. The street
is fully developed.
Water, Sewer, and The subdivision has access to existing utilities with adequate
other Utilities: capacity. A 10" sewer main runs north -south approximately 5o
feet east of this property. A sewer main extension would have
to be installed to make this connection.
Public Health Services: Existing medical facilities in Kalispell will be able to
accommodate the medical needs and emergencies of the
residents of this subdivision.
EFFECTS ON AGRICULTURE:
The proposed subdivision is located within the confines of the developed area of Kalispell
and will have no impacts on agricultural activities.
The property has access to all necessary public facilities and utilities once extesions are
made. it is appropriately zoned and each proposed lot has adequate building area for the
zone. The existing buildings meet all the setbacks from the property lines. This proposal

is considered to be in conformance with the type of development permitted by the zone.
It is recommended that the preliminary plat of Montana Homes Subdivision be approved
subject to the following conditions:
1. obtain approval from the City's Public Works Department for sewer and water
connections/easements.
2. This preliminary plat is valid for three (3) years from the date of approval, an
extension may be granted for an additional year.
3. The plat shall be approved by the Department of Environmental Quality.
