Public Request Work Orders for October -- 38
Park crews installed the new playground unit at Lawrence Park this month, as
well as placement of the underground conduit for electric lines. Also, new
curbs are now at Woodland Park's lower entrance. Lion's Park received new
shrubs and sod by the Pavilion. In addition the following activities, separate
from the work orders listed above, were performed for the month of October
1995:
- winterize Lawrence Park, Heritage, Woodland, Haven, and Lion rest rooms;
- winterize Archie Roe and Laker concession stands and rest rooms;
- winterize irrigation systems and Bruckhauser Pool;
- clean bird pen;
- remove trees and shrubs at Woodland Park;
- plant new shrubs at Woodland Park;
- assist with construction of Lawrence Park Pavilion;
- water trees at Begg Park;
- haul, paint and plant curb stops at Woodland Park;
- plant poles at Lawrence Park for signs;
- haul trees to Lawrence Park;
- attend safety meeting;
clean Park shop;
pickup leaves at Depot Park and Woodland Park;
plant bulbs at Depot Park, remove shrubs and replant landscape for Veterans
Memorial;

This month was busy teaching Fitness Walking, exploring birds and animals by
the river and through the woods, a day in Glacier Park taking photos, hiking
and enjoying the Fall colors in the Cabinets, touring and viewing the North
Fork colors, and decorating paper with rich patterns and colors. This year
pumpkins and candy were hid at Woodland Park for our annual Halloween
Hunt, and we spent an evening in Lawrence Park for another scary and
challenging Teen Mystery Hunt. Itemized activities for October:

Airport Advisory Board: Meetings every fourth Wednesday of the month to
organize and evaluate the City Airport for future advancement.
Lawrence Park: Power startup.
ISTEA: Woodland Park D.R.E.A.M. trail bid tentatively scheduled for opening
December 11. North Main trail is in pre -construction design, and preliminary design
meetings are underway for the Meridian Trail.
Baseball Complex: Informative meetings - being held - estimates complete.
Historic Lawrence Park Rest Room: Activate new Historic Rest Room.

The Kalispell Fire Department responded to 21 fire calls for the month of October 1995.
One of the fire calls was a "General Alarm", a fire large enough to call in all off -duty
firefighters. The "General AlarmFire", was a garage fire located at 233 Third Avenue East.
The garage was totally involved in fire when we got to the scene. It is undetermined as to
how the fire started. Our fire marshal determined where it started, but not how it started.
The ambulances made 158 runs for the month of October, 1995.

The firefighters inspected 93 commercial buildings during the month of October 1995. The
fire marshal is working on eight different inspections and reinspection at this time.
During fire prevention week firefighters Steve Herman, Daniel Pearce and Craig Fischer
put on a "Puppet Show", at all the schools in the city limits. They also went to Lakeside
(South) and Somers (Central) school at the request of the fire chief of each department.
The theme of this years "Puppet Show" was ,"Watch what You Heat, Prevent Home Fires".
The total number of student contacts were 735 students and 36 teachers.
Our eight personnel that are taking the "Emergency Medical Technicians Paramedic
Course", are still very active in the course. They took one of the final tests for the course, a
300 question test that they had to pass in order for them to be eligible to take the National
Exam. All of our personnel scored in the 80 and 90 percent range. Our first personnel left
for Spokane, Washington on October 31st to train with the Spokane Ambulance Service.
Each of the personnel taking the Paramedic Course must go to Spokane for 60 hours of
Field Internship.
There were 31 people that used the "Kalispell Firefighters Chimney Brush Program,"during
October 1995. The Kalispell Firefighters (no taxpayer money), bought the brushes and rods
to be loaned to anyone who needs to clean their chimney.
There were 12 groups of students that toured the fire station during October 1995. A total
of 251 students and 44 adults participated in the tours.

KALISPELL POLICE DEPARTMENT MONTHLY SUMMARY

The Kalispell Police Department handled a total of
1,226 calls during the month of Sept., 1995. In addition
to those calls officers issued a total of 338 traffic
citations. Citations included 37 DUI's, 33 no insurance
citations, and 23 no seat belt citations.
Officers filed a total of 222 charges against adults
and arrested 114 adults. 82 charges were filed against
juveniles which resulted in 66 arrests.
The Kalispell Police Department also investigated
the death of a 2 year old child which eventually led to
t the arrest of a 15 year old female for deliberate
homicide.
Fines and Forfeitures for the month of September
1995 totaled $26,715.00.

During the month of September, 1995 the Task Force made 5 felony arrests. These
offences included the cultivation of marijuana, the sale of dangerouse drugs, armed robbery, and
possession/sale of an illegal firearm (sawed-off shotgun). The team executed 3 searches in
association with these arrests. 1 FUR (forward looking infrared) survey and 4 agency assists were
conducted
One pound of marijuana with a street value of $2,000.00 was siezed. The sawed-off shotgun and
the weapon used in the armed robbery (a 9mm handgun) were recovered.

OPERATIONS AND MAINTENANCE
A. WATER PUMPING STORAGE DISTRIBUTION (Ben Van Dyke)
-Continued maintenance of all pumps, motors, reservoirs, grounds and controls for the water
supply system.
-Produced 65,298,000 gallons of water, 12,144,000 gallons in the upper zone and 53,154,000
gallons in the lower zone.
-Injected 42 pounds of chlorine at Lawrence Park pump station.
-Completed testing and calibrating of production wells flow meters with Marshall McBirney flow
meter.
-Removed and replaced storage batteries for uninteruppted power source for telemetry
-Conducted various water test samples

WASTEWATER TREATMENT PLANT
ACTIVITY REPORT

The Wastewater Treatment Plant was 3 years old on October 22nd. We are reminded of its'
age as illustrated by the following examples: Paint is peeling off the walls in the sludge truck garage,
the belt filter press room, in the scum box on top of the primary digester, on the floor under the grit
schimmer and under the solid waste barrels in the Headworks Building. Concrete is eroding in the
Gravity Thickener unit. The disinfection system ultraviolet bulbs are being replaced at an accelerated
rate, and these bulbs cost approximately $50 each. The blower units that run the air system to
remove phosphorus had to be realigned this month because of vibration of these units. Both of the
belt filter press stainless tanks where sludge and polymer are mixed had to be sent out to be rewelded
where the seams had broken.
It was reported last month that we failed to pass the toxicity test on one species of fish. We
retested and passed this time. We should not have to do another test until 1996.
We are continuing to work with Evergreen on the hydrogen sulfide gas problem in the
Headworks Building. We have found that if Evergreen injects a small amount of air at their final lift
station, the gas problem is reduced considerably. We are presently trying the system without injecting
air to see if the gas is still a problem in colder weather.
The rainfall this month affected the Plant flows. For example, 0.37" of rain on October 3rd
increased the flow approximately 500,000 gallons, as did the 0.5" of rain on October 1 lth.
We experienced an upward trend in our total phosphorus, but a change in the bioreactor cell
configuration has reduced the phosphorus back to our typical low levels.
The Street Department helped us by building a safe parking area at the Cemetery Road &
Ashley Creek crossing. They also constructed a trail down to the culverts and built a platform on the
culverts. Ashley creek is sampled weekly at this point.
