Dear Mr. Dye:
On behalf of the citizens of Kalispell and the Flathead
Valley, we want to take this opportunity to thank you for
taking time out of your busy schedule to meet with us
concerning our frustration over the delay associated with the
reconstruction of U.S. Highway 93 between Somers and
Kalispell.
Although we do acknowledge your historical assessment of this
project, our memories and perceptions of the history are quite
different from yours. It was certainly a positive note to hear
you admit that the draft document sent to us for review
misrepresented the status of this project, and that our
understanding of the project schedule was correct. We
appreciate your . recognition that internal departmental
communication between your central headquarters personnel and
regional personnel needs significant improvement so that
everyone is working from the same page, something which is
long overdue. It is our opinion that one of the biggest
problems with your agency is associated with poor
communication, and that certainly appears to be the problem
associated with our present differences with MDOT.
As you know, we are concerned about the method used by the
Highway Commission to allocate the federal highway money to
each of the Montana's five highway districts. We understand
you have little to do with this funding allocation. However,
we do request that you follow up with the Highway Commission
concerning the equity question we discussed with you during
our meeting. Of particular interest to us, in this regard,
are the U.S. 93 monies that were diverted to Billings and
Glendive Districts -as a result of our project being delayed.
It is our understanding that our region lost approximately 12
million dollars and it is our unified opinion that this money

should be returned to this region as quickly as possible and used
to accelerate the Somers to Kalispell section of the U.S. Highway
93 reconstruction prior to the year 2000. You had indicated a
willingness to take this issue to the Highway Commission for their
consideration. Therefore, we are officially requesting that this.
item be placed on the next agenda of the Highway Commission so they
can consider a possible policy change that will address this
fairness issue.
In closing, we want to once again thank you for meeting with us.
Although we do not agree with your position on many of the issues
discussed at our meeting, we do appreciate your willingness to
discuss them with us. We heartily endorse and support your efforts
at improving the department's ability to communicate both
internally and externally._ We look forward to hearing from you
concerning the Highway Commission's policy decision on the
equity/fairness issue.
