RE: Notice of Absence and
comment on 93 North sewer line
Dear Debbie:
I neglected to notify all of the council at our last work session
that I would not be attending the coming council meeting on October
2, 1995. Due to a wedding in TwoDot on Saturday the 30th, I have
chosen to spend a couple of days with my mother and then be on to
the league meeting in Billings.
If it is appropriate I would like to comment on the #17 agenda item
as it relates to the extension of sewer along Highway 93 North.
As I have indicated before, I am against the city putting the line
in at this time. I would compromise and concur with doing the
engineering and if cost effective, putting the cross lines under
the highway. The other reasons for which I am not in favor of the
project now are:
1. Not having any commitments now to hook up makes the project
very speculative as to our investment of some 478,000. It
may be akin to purchasing a junk bond and praying!!!
2. As we all know, where the services go, so goes the develop-
ments. At this time we are aiming our services into a
rural designation on our master plan. At the very least
we should consider changing the master plan before we fire
this salvo and perhaps the consensus isn't there to change
the plan in that direction.
3. This leads to the other point that we.have at least four
other directions that can use the service that are planned
for urban development. Our resources may be better utilized
there, i.e. Airport Road, Conrad Drive, Foys Lake Road,
Two Mile Drive, Three Mile Drive, etc.
4. If part of the reason for this extension is to help gain
approval for the sports plex (little league, softball, soccer
etc.) and the fair grounds complex then we should address
the concept and use it as a sales tool. I feel we can accomplish
both moves (eventually) and be able to address the services
in conjunction with the move.
I respectfully submit these comments to my fellow members of the council
and trust that good judgement will prevail in your decision. I will
see many of you in Billings. Travel safely.
