Box 1997 Kalispell, MT 59903-1997 Re: Corporate Way Road & Utility Improvements - SID No. 342 Dear Mr. Williams: We have reviewed the bids submitted for the above -referenced project and have found that all were complete and responsive. Total bid prices from the Bidders are as follows: Sandon Construction $187,330.50 A-1 Paving. $199,798.00 Pack & Co. $217,446.00 LHC, Inc. $221,919.00 Engineer's Estimate $194,084.50 it should be noted that Sandon Construction submitted a statement with their bid clarifying the work to be included, and work not to be included, under Bid Item No. 125 - Street Lights w/ Bases. This statement could be considered as a qualification to their bid, which according to the Instructions to Bidders may be sufficient cause for rejection. However, the Instructions to Bidders also gives the Owner the right to waive any irregularities in any bid. Because the work to be included in this Bid Item was not clearly shown or described in the Bid Documents, and because the statement submitted by Sandon Construction correctly describes work that is not included and work that is included under this Bid Item, it is our recommendation that this irregularity be waived and that the contract be awarded to Sandon Construction Co., Inc. for the contract price of $187,330.50. Pacific Power does provide the light poles, lamps and wiring, and Sandon did include the cost required by PP & L, of $540.00 per pole, in their bid. Page 2 Corporate Way (SID #342) October 2, 1995 Included with this letter are three (3) copies of an Agreement and three (3) copies of a Notice of Award. If the contract is awarded to Sandon Constructi©n, all copies need to be signed by the City, and where required, they should be sealed and attested. All should then be sent to Sandon Construction Co., Inc. for their signature. We are also including the Bid Proposals and Bid Bonds submitted by all four (4) contractors, and an itemized tabulation of all bids. Please call if you have any questions.
