COMMENTS FOR MONTH OF AUGUST, 1995
Building Activity
Building permits were issued for 21 single family homes; 5 of which are townhouses.
Two permits were for foundations which will have manufactured homes placed on
them and 2 were for foundations that will have homes built on them.
Construction of single family residences occurred mainly in South Meadows and
Glacier Village Greens but homes are now being built in the recently approved Belmar
subdivision.
In the commercial arena, work started on several new projects. Perkins Restaurant by
Shopko, Vann's Appliance Store near Evergreen School, Mountain Bank by
Cottonwood Drive, Syth Business Park on Airport Road and more storage buildings at
Meridian Mini Storage.
Secondwind, Whitefish Credit Union, Big R, McDonald's, LDS Church, Montana
Medical and Fernwell Apartments rebuild continue to progress.
Zoning
Five permits for a total of 12 signs were issued in August.
Four sign violations were resolved; four more are being pursued.
The zoning administrator attended a Land Use Law seminar in Missoula.
General
Building activity was down from last month and about 10% behind the level of 1994
In spite of the slight downturn, construction is still healthy. One need only look
anywhere in and around Kalispell to see new construction or remodel work.

Park crews landscaped the new Lawrence Park rest rooms, crack sealed and
painted Hawthorn and Northridge Tennis Courts, installed conduit at
Lawrence Park rest room, and sodded Lion Park Pavilion. in addition the
following work activities, separate from the work orders listed above, were
performed for the month of September 1995:
- aerate numerous Parks;
- remove ball field home run fences;
- assist with boring of Woodland Park Lagoon outlet;
- microbe fertilize Laker Field and Archie Roe;
- prepare Woodland Park for All -State Track meet;

The excitement this month includes two new, national events: Canine
Friskees Frisbee Contest and Punt, Pass & Kick. The winner of the
Canine contest is traveling to San Francisco to attend the regional finals.
Also, the Punt, Pass & Kick finalists will be heading off to Boulder, Montana,
for the Western Sectional Competition. Additional activities include the two-
day City Tennis Tournament, the start of Dance and Photography Classes,
and Fall Senior Activities.

Additional Recreation Department activities include routine administrative work of
answering phone, program organization, refunds, marketing and contracted services
vouchers, correspondence and advertising. Activity calendar attached.
Administrative -Michael Baker & Donna Worth:
Airport Advisory Board: Meetings every fourth Wednesday of the month to
organize and evaluate the City Airport for future advancement.
Lawrence Park: Landscape construction completed with the irrigation system
installed and seed applied.
ISTEA: Woodland Park D.R.E.A.M. trail bid should receive final approval for
construction this Fall '95. North Main trail is in pre -construction design, and
preliminary design meetings are underway for the Meridian Trail.
Baseball Complex: Informative meetings - being held - estimates complete.
Lawrence Park Rest Room: The new rest room in Historic Lawrence Park near
completion. Sewer hookup being completed in September'95.
Lawrence Park Pavilion: Friends of Lawrence Park started construction.

WASTEWATER TREATMENT PLANT
ACTIVITY REPORT

The Plant Operators received training on maintenance of the Lift Station pumps from the
Gorman Rupp Technical Representative. In the three years that this Plant has been in operation, the
three main Lift Station pumps have each accumulated 10,000 hours and the (3) pumps were pumping
a total of 3 5 hours per day. After doing the maintenance procedures, the 3 pumps now run a total
of 24 hours/day, for a savings of 11 hours/day. In the course of a year 4000 hours of pump running
time will be saved.
We are solving the Headworks gas alarm problem. The air bubbler system for the Evergreen
system was shut off " by Evergreen just to see what would happen." We started experiencing
hydrogen sulfide levels that were high and dangerous, and hydrogen sulfide mixes with oxygen to
form a very corrosive acid that eats away at equipment. At our request, Evergreen has turned back
on the air bubbler and we are testing the hydrogen sulfide levels. Their air system is expensive for
them to run and we don't want excess air in the waste, so we are aiming for the minimum amount of
air that will get rid of the hydrogen sulfide alarms.
Every 6 months we are required to pass a "toxicity" test on the Plant effluent. The test is
., performed using 2 species of very small fish. We passed on one species of fish, but failed on the
other. We will repeat the test on October 11. This is the first time since the Plant started operation
three years ago that we have failed the test. If we fail again, there is a procedure in our Permit to
determine what is "toxic" in the effluent.
Joe's Radiator Shop reported that they had improved housekeeping procedures and made
some changes in their operation, they asked us to retest their discharge for lead. The Sewer
Department flushed their line the day before a sample was taken. The excess lead problem in our
sludge is being worked on. We are waiting for the results.
The flow through the Plant for September was 47 million gallons. We had only a trace of rain
recorded during this period.

Dear Mr. Dye:
It is the intent of this letter to formally protest the
Department of Transportation's decision to drop the
reconstruction of U.S. 93 from Somers to Kalispell from the
State Transportation Improvements Program originally scheduled
for construction in 1998.
We are concerned about a couple of issues related to the
handling of this matter. First, we were requested to comment
on STIP via a letter from your department dated August 21.
The letter indicated that comments concerning STIP needed to
be submitted to the department.by September 15. Because of
the short time frame in which to comment, we immediately
reviewed the draft STIP furnished us by the D.O.T. Our review
found no change in status for all segments of the U.S. 93
project, including the Somers to Kalispell section. Since all
seemed to be in order, we did not see a necessity to comment.
However, we now learn that after the comment period expired,
the Somers to Kalispell project was dropped from the program
schedule and will not be considered again until sometime after
the year 2000. For your information, to our knowledge, no
local public officials were notified of the state's plans to
drop this important segment of the U.S. 93 project from the
STIP which, because of the importance of this project, should
have happened as a simple courtesy.
We found out about the situation from our legislator, Roger
Somerville, who was informed by Transportation Engineer
Jeffrey Ebert. Had Mr. Somerville not asked for a copy of the
STIP, we would probably still not have known of the change,
because our copy did not include the change as Mr.
Somerville's copy did. Regardless of the reasons for failing
to communicate, the fact remains that terrible injustice has
been done by those responsible for this decision.
