Drawer 1997 Kalispell, MT 59903 RE: Kalispell Zoning Ordinance Text Amendment - Parking and Cluster Development Dear Bruce: Phone: (406) 758-5980 Fax: (406) 758-5781 The Kalispell City -County Planning Board and Zoning Commission met in regular session on Tuesday, September 12, 1995, and held a public hearing to amend the following Sections of the Kalispell Zoning Ordinance: Parking, Section 27.26.050(22), which currently requires: "one (1) parking space for every 100 square feet of gross floor area of customer sales and service, plus one space per 200 square feet of gross floor area of storage and office."; and Cluster Development, Section 27.35.030(1), which currently requires a: "Minimum area of the development shall be not less than two acres. In the Redevelopment Area, minimum area of the development shall be not less than 21,300 square feet." . John Parsons, of FRDO presented the staff report, which recommended the Text be amended as follows: Chapter 27.26 Off Street Parking. Section 27.26.050(22). Grocery and supermarkets: 1 space per 250 square feet of gross floor area. Chapter 27.35 Cluster Developments - Dwellings. Section 27.35.030(1). Minimum area of the development shall be not less than 21,000 square feet. There was no testimony either for or against the request. The Board voted 7-0 recommending the requested text amendments. This recommendation for the text amendment is forwarded to the City Council for final action. Two amendments are proposed in different Sections of the Ordinance. The first is the parking requirements for grocery stores and supermarkets, Section 27.26.050(22), which requires: 'one (1) parking space for every 100 square feet of gross floor area of customer sales and service, plus one space per 200 square feet of gross floor area of storage and office." The second is the minimum required acreage to be able to apply for a Cluster Development, Section 27.35.030(1), which requires a: "Minimum area of the development shall be not less than two acres. In the Redevelopment Area, minimum area of the development shall be not less than 21,300 square feet." CHAPTER 27.26 - OFF STREET PARING: The intent of this section follows: The intent of this section is to reduce traffic congestion and the need for parking on public streets and hazards caused thereby, and to provide off-street parking adequate for each type of development in terms of quantity, location, and design. ANALYSIS: The first question involves whether or not grocery stores should be required to provide one (1) parking space for every 100 square feet of public area, plus 1 space for every 200 square feet of storage and office of the gross floor area or should that ratio be reduced? In my experience with other jurisdictions and conversations with other planning agencies it is felt that a ratio of Providing Community Planning Assistance To: * Flathead County * City of Columbia Falls * City of Kalispell * City of Whitefish one (1) space for every 250 square feet of floor area is adequate for this type of use. While there will occasionaly be times when a parking lot gets crowded, I have always been able to find a parking space under the ratio of 1 to 250. r ) III, i 011101MQ The second question is whether or not a minimum of two acres should be required to begin the process of developing a cluster development. It is staff s opinion that requiring two acres (for reference to size, an entire square city block, 300'x300') is an excessive requirement in an urban and urbanizing environment. It may work for areas of the county that are less developed, however, in the urbanizing area of Kalispell it is felt that 21,000 square feet is more reasonable. For reference only, this amount of land is approximately the size of three standard City lots. The idea behind a cluster provision of the regulations is that it allows for a more varied design of developments, i.e., townhomes and the location of open space, the transfer of development density for the protection of environmentally sensitive areas, i.e., floodplain, riparian areas, forested areas, and sloped areas. It is recommended that the text of the Kalispell Zoning Ordinance be amended as follows: Chapter 27.26 Off Street Parking. Section 27.26.050(22). Wood, Zoning Administrator DATE: July 5r 1995 RE: Grocery Store Parking On behalf of the City of Kalispell I am requesting that a public hearing before the Kalispell City -County Planning Board be scheduled at their August 8, 1995, meeting to consider an amendment to Ordinance 1175 (the Kalispell Zoning Ordinance). Specifically, it is being recommended that section 27.26.050(22) be ascended to read: "Grocery or Supermarket: 1 space per 250 square feet of gross floor." The Kalispell Zoning Ordinance currently requires one parking space per 100 square feet of gross floor area of customer sales and service, plus one space per 200 square feet of gross floor area of storage and office area. This requirement, I have found, is two to three times the national average. Industry standards typically call for four to five spaces per one thousand square feet of gross floor area. The proposed amendment would bring Kalispell'$ requirements into line with both the national average and the industry itself.
