The by-product of waste treatment processed is sludge, a substance which requires special disposal. The Kalispell waste treatment process produces a larger volume of sludge than other processes, making disposal more costly. In FY95, we hauled 3,085 tons of sludge in 256 truckloads to Glacier Gold Compost in Olney. Each trip to Glacier Gold is 72 miles, and takes approximately 2.5 hours/trip. Therefore, the cost of hauling sludge during FY95 was: Tipping Fees to Glacier Gold: $81,259.00 Operator @$12/hr (1/3rd man year): 7,680.00 Truck Fuel: 3,686.00 Total: $92,625.00 The above figure does not include truck depreciation, truck repairs and maintenance (oil changes, lubrication, etc.), and the cost of an Operator other than wages. Also not included are the costs of the sludge pressing operation and the 3/4ths Operator man year required to run the operation. It is also interesting to note that between 1/1/94 and 6/30/94 we produced 1296 tons of sludge and paid a tipping fee to Glacier Gold of $33,750. During this same time period in 1995 (1/1/95 - 6/30/95), we produced 1692 tons of sludge, and paid $43,930 in tipping fees. During this recent time period, the Operators have filled the trucks more efficiently, thereby reducing the number of trips to Glacier Gold, a savings of at least $750. During FY95, the Operators and the Laboratory Analyst carried out 1434 work orders on Plant equipment. Tim Berry of Morrison Maierle has been in the Plant gathering information and data for the Evergreen sewer rate study. We are in the process of collecting additional data he has requested. -2- The first part of July our department started our annual fire hose testing. Every piece of fire hose is tested annually to make sure that it is in good working condition. Our eight personnel that are taking the "Emergency Medical Technicians Paramedic Course", are still very active in the course. They are doing their clinical portion of the course by going to Kalispell Regional Hospital for 12 hour shifts. They are going to class once a week in the evening to practice their skills for the National Test. Doctor Doug Smith is riding with our ambulance crew to give them each 60 hours of Field Internship. Permits were issued for 13 single family homes, of which 6 are. townhouses. Once again, the construction is primarily occurring in the newer subdivisions. On the commercial side, permits were issued for Big R Ranch Supply on Highway 93 South near the SRS Building; for a new McDonald's in LaSalle near Ernst and for a new LDS Stake Center on Whitefish Stage Road new Edgerton School. Construction is proceeding on many projects such as the Whitefish Credit Union, Second Wind Fitness and the Fernwell Apartments. Currently under review are proposals for Phase II of Meridian Pointe Apartments, Mountain Bank in Evergreen, Perkins Restaurant near Shopko, Applebees Restaurant near WalMart, Vann's appliance store near Evergreen School, Glacier Mercantile near Evergreen School, and Syth Business Park on Airport Road by Cattlemens. Zoning: The Board of Adjustment did not meet in July and no applications have been received for the August meeting. Code changes and a slight down turn in building activity are likely the reasons. The zoning administrator was successful in having the illegally parked used cars removed from the former Pizza Hut site on West Idaho. A number of other violation investigations are on -going. Just two sign permits were issued in July, and a similar number of floodplain determinations were made. The zoning administrator has been working with the Parks Department in the siting of the Lawrence Park .pavilion and restrooms (floodplain issues). Personnel: Rick Cockrell left the Kalispell Building Department and was hired by the State of Montana. General: It appears that residential construction has showed a bit. Also, while there are no huge projects such as WalMart of Shopko, there is a significant number of smaller commercial buildings proposed for construction.
