Work was concentrated in South Meadows, Ashley Park, Greenbriar and Glacier Village Greens. Permits were issued for (4) foundations upon which modular single family residences will be placed. The building permit was issued for an 8-plex, the fourth and last building, in the Courtyard Complex. A permit was issued to begin work on a 4-plex on Kelly Road. In the commercial area work was started on a new Checker Auto, Grizzly Mini Storage in Evergreen and a car wash in Evergreen. Work continued on SecondWind, Snappys Sports Senter and WalMart. Work continues on Westwind Apartments on Two Mile Drive. The new Subway in Evergreen is open for business. Proposed projects include Blimpies, Whitefish Credit Union, Appleby's Bar and Grille, L.D.S. Church, and Perkins (when sewer is approved). Zoning: Two land -use issues consumed a considerable amount of the zoning administrator's time in April: a proposed group home on 2nd Avenue East, and the Buffalo Commons PUD proposed by Northwest Healthcare. Both requests will be before the council in May. The zoning administrator is also in the process of ridding the former Pizza Hut site of the used cars, boats, etc., that have proliferated at that location. The B-3 Zoning does not allow automobile sales. An attorney for the property owner has indicated to the city that the vehicles are displayed without the consent of the property owner and that the city has the authority to have the vehicles removed. Board of Adjustment The Board of Adjustment acted on three variance requests in April. AAA Montana was granted a variance to place a freestanding sign north of their offices on West Idaho Street. Because Bankwest already employs a freestanding sign on that frontage, a variance was required. April EOM Comments Page two City Service West was denied a variance to increase the size of a nonconforming sign. City Service exceeds allowable signage at this time and the Board did not want to see an existing nonconformity expanded. A variance to build an addition into a front yard setback was granted to Mr. & Mrs. Pauli at 404 Sylvan Drive. The Board based it's decision on the unusual shape and location of the Pauli's property. Meetings attended by the zoning administrator in April included the Board of Adjustment, City -County Planning Board, and Site Review Committee. Personnel: Discussion continues as to whether or not the City will assume control of electrical permitting and certification from the state and add an electrical inspector to staff. General: Next years budget has been submitted for approval. SIGNALS SIGNS STRIPING SERVICES (Jerry Diegel) -Continued general maintenance on traffic signals, signs, meters, decorative lights, alley lights, special lighting, airport runway lights, barricading, banners and sight obstructions -Installed flags at Lions Park -Attended court hearing on traffic accident at Main & Center (June 17, 1994) -Pruning around stop signs as needed -Painting curbs at safety updates -Hung 2 banners -Built and installed "No Compression" signs for all Kalispell entrances PUBLIC WORKS DEPARTMENT WASTEWATER TREATMENT PLANT ACTIVITY REPORT May 1995 Joanne Emrick -We had 3 call -out alarms this month. One alarm was caused by a new Operator -in -Training, one was a Gravity Thickener torque alarm, and one was a Digester Building alarm. The Gravity Thickener alarm may be the result of the failing center drive unit; the cost to put the new unit in is in the FY96 budget. The Digester Building alarm was caused by a short in an old warning horn that no longer functioned but was still hooked into the alarm system. -A routine sludge heavy metal sample showed lead above the allowable level. A new sample showed the lead was still present at these levels. We have collected several samples from the sewer system in potential problem areas and at the Plant. Paul Montgomery, from Helena will be here on June 1st to check potential problem businesses. -The non -potable water line to the Gravity Thickener has been finished. This was the last item to be completed with the Construction Fund money. _ -We met the permit discharge limits for phosphorus and other required parameters in April. So far, i` we have met the discharge permit requirements for May. The Laboratory Analyst performed 290 tests to check the Plant operation and do the permit required testing. -Two Operators, Jon Johnson and Gene Woods, attended the American Water Works Association Conference in Great Falls. In addition to obtaining credits toward keeping their certifications, they brought back useful and interesting information to help us at the Plant. -During the last month, the Operators and Laboratory Analyst performed 82 work orders. They also took care of the usual array of Plant breakdowns, such as the Digester Building garage door opener and air dryer, the turbidity pump, motors, water leaking in an electrical panel, dissolved oxygen probe deterioration, etc. Most of the equipment has about a 2 year life and then requires rebuilding. -During a "power blip," we lost another Plant control unit. This particular unit new costs $1000; a repair costs $500. The units go to Japan for repair, and we are still waiting after 7 months for the return of a unit like the one we just lost. We looked into having the unit repaired locally, but it requires a proprietor part that is not available for purchase; therefore we have no other choice at this point. We do not have a spare of some units, and considering the damage done by "power blips," we should have back-ups for certain critical units. It takes 8-10 weeks to get some of the units. The total cost of these critical back-up units is $3360. -We have several highly corrosive areas in the 10 year old Digester portion of the Plant where the concrete is breaking down. We are getting cost figures to repair these areas before we have to replace entire units. -We are continuing to landscape and clean up the grounds. -The flow through the Plant from May 1 - 23 was 42.5 million gallons, with a average daily flow of 1.85 million gallons. According to our flow report, Evergreen's daily flow on April 2nd was approximately 210,000 gallons / day and now has increased to 320,000 gallons / day. -During the period of May 1 - 24, we took 249 tons of sludge to Olney (20 trips), with an average solids content of 17.5%; we averaged 12.5 tons/trip. CHIEF FIRE CHIEF FIRE MARSHAL Kalispell Fire Department Monthly Report May lst through May 31, 1995 Bruce Williams, City Manager Dough Rauthe, Mayor City Council Members The Kalispell Fire Department responded to 15 fire calls for the month of May 1995. One of the fire calls was a "General Alarm", a fire large enough to call in all off -duty firefighters. The "General Alarm", was a fire in a single family occupancy located at 235 loth Street West. The fire started from an electrical short in the attic. The fire did approximately $55,000.00 in damage. The ;ambulance made 146 runs for the month of May 1995. Patients 0 Drug -Alcohol 5 Our eight personnel that are taking the "Emergency Medical Technicians Paramedic Course", are still very active in the course. They are going to class each Monday and Thursday night from 6:00 P.M. to 10:00 P.M.. The are doing their clinical portion of the course by going to Kalispell Regional Hospital for 12 hour shifts. The classroom part of the course should be completed by June 19, 1995. They will then go to class once a week in the evening to practice for their test. The firefighters inspected 76 commercial businesses during the month of May 1995. Every business within the city limits of Kalispell is inspected annually for fire code violations. The fire marshal attended a three day school in Great Falls, Montana. The school was on fire sprinkler systems. The fire marshal was involved with three fire investigations during May 1995. wa Lieutenant Arvin T. Mower attended a two day course in Great Falls, Montana. The school was on Incident and Safety Officer Training. The fire marshal and Clifford Willis put on a fire extinguisher class at Flathead Valley Community College. There were 15 people that took part in the class. Captain Allen Gustafson, Lieutenant Floyd Bechtold, and Firefighter Gary Havens put on a Fire Extinguisher Class to 25 students at the City Airport.
