Four bids was received and opened on May 25, 1995 for the construction of the new 1/2 block of
parking at the high school. The bids were submitted per the specifications of the bid documents
prepared by Bruce Lutz with two of the bids less than his pre -bid estimate of approximately
$228,000.

Dear John:
We have reviewed and tabulated the test well bids. Long and short
form bid tabulations are enclosed. Western Water Works, Inc., is
the low bidder at $33,850.00. Western has furnished references and
equipment and personnel lists. Copies of references and equipment
lists are enclosed.
We have checked several of Western's references and they appear to
be a competent drilling outfit, capable of performing the drilling,
testing and sampling required by this contract. We recommend the
City of Kalispell accept Western Water Works, Inc., for this
contract.
The Castlio Drilling bid was declared non -responsive due to
irregularities including a bid item left blank and unit price/lump
sum inconsistencies.

Dear Mr. Frazer
Our normal well logging procedure consists of recording samples of different
stratas, their descriptions, the depth where at which they were found, thickness,
and whether there was water present or not. Sample bags are marked to the
representative depths. Larger quantities of samples are collected in zones that
may need to have a screen set or the casing perforated. We also have a spit
spoon sampler, should it be needed.

Re: Evaluation of Western Water Works' performance
Mr. Forrest Groves (License #521) drilled his first well for
me in 1991. Prior to that time I had dealt with a number of
drillers, all providing water but with varying degrees of
satisfaction/dissatisfaction. Since he dug that first well
for me, he has gotten all of my well drilling business.
My preference for using Western Water Works is:
#1. Their equipment is modern and less given to
breakdown, thus keeping my projects on schedule.
#2. Their crews are technically skilled. Anyone
(almost) can punch a hole in the ground and call
it a well, but to gain maximum production from a
well the driller must know how deep to drill for
maximum flow. Too shallow or too deep by even
ten feet can affect flow by over fifty percent.
This same skill will affect the clarity (lack of
sand/silt).
#3. The integrity of Mr. Groves and Western Water Works
relieves one of concern regarding the drilling
procedure and well completion. I am too busy to
"baby-sit" contractors, I must have people I can
trust. With Western Water Works drilling my
wells I have one less problem with which to be
concerned.
Already this year Western Water Works has drilled several
wells for me and before fall will drill a half dozen more.
As you can see, they have my confidence as well as my
business. I therefore recommend them to you without
reservation.

Hydrometrics, Inc. has used Western Water Works as a well drilling contractor for several
of its projects in western Montana. I have personally worked with Mr, Frosty Groves to
construct test wells for water supply exploration in Missoula for Mountain Water Company,
and to construct groundwater monitoring wells at the Columbia Falls Aluminum Plant. 1
have found Frosty to be very easy to work with and knowledgeable on the principals of well
construction. He has provided valuable on -site advice with regard to well completion that
has been beneficial to our technical investigations. I recommend Western Water Works as
a capable and competent drilling contractor, and would not hesitate to use them on future
projects.
