AND 1995-96 OPERATIONS GOALS
IT IS THE CITY OF KALISPELL'S MISSION TO PRESERVE AND ENHANCE A
QUALITY OF LIFE FOR ALL COMMUNITY RESIDENTS AND VISITORS
UNSURPASSED BY ANY OTHER MONTANA CITY BY: ADOPTING PUBLIC POLICY
THAT BOTH PROTECTS THE AREA'S NATURAL BEAUTY, CLEAN AIR, AND PURE
WATER, AND ENCOURAGES ORDERLY, WELL -PLANNED COMMUNITY GROWTH;
ADVOCATING ECONOMIC DEVELOPMENT STRATEGIES THAT RESULT IN NEW JOB
OPPORTUNITIES MIXED WITH JOB RETENTION OBJECTIVES, INCLUDING THE
DEVELOPMENT OF PROGRAMS AND POLICIES THAT EXPAND THE TOURIST
POTENTIAL OF THE AREA; PROVIDING PUBLIC GOODS AND SERVICES DESIGNED
TO ACHIEVE EFFICIENCY AND EFFECTIVENESS IN MEETING THE NEEDS OF OUR
CITIZENRY; PROMOTING AND ENCOURAGING COMMUNITY POLICY THAT LEADS TO
QUALITY EDUCATION, HEALTH CARE, DECENT, SAFE, SANITARY AND
AFFORDABLE HOUSING OPPORTUNITIES; AND IMPROVING CULTURAL AND
RECREATIONAL OPPORTUNITIES.
1. Continue to improve relationships with the other cities and
the county.
2. Finalize a plan and strategy for city planning services.
3. Review all city committee/board structures, including purpose
for which committee/board exists; how membership is appointed,
number of members, terms of office, duties, authority, who
presently serves, and develop process for committee feedback
to City Council.
4. Have police department create better public relations with all
elements of the community.
5. Continue to pursue 911 consolidation efforts.
6. Decide if the City Council wants a Municipal Judge position as
opposed to a City Judge.
7. Discuss and decide on a cable television franchise with T.C.I.
8. Develop fresh ideas or concepts including provisions for a
convention/performing arts center, community center for the
core area using tax increment financing.
9. Decide water rate policy.
10. Adopt revised Extension of Services Plan.
11. Establish Airport Management Plan and implement provisions of
the Airport Neighborhood Plan.
12. Improve community signage for public facilities.
13. Determine a disposition for Central School.
14. Decide on a community center.
15. Provide a forum for public input.
16. Encourage County Commissioners to create a public housing
authority.
17. Decide on the proper sewer rate per the Interlocal Agreement
with Evergreen Water/Sewer Board, increased sewer capacity
request and the Evergreen Commercial Strip Annexation.
18. Make a decision concerning city's lease with Kalispell Golf
Association.
19. Become a Bicycle City U.S.A.
20. Review and revise, if necessary, expectations for sale of city
property.
21. Upgrade city parks, acquire and develop a westside park.
22. Explore recycling and source reduction.
23. City Council retreat during 1995-96.
24. Review city standards that impact affordable housing.
