March came in like a lion ( 6+ inches of snow) and left like a lamb (63 °) !!
This Department is busy with Spring clean-up, repairs, and Urban Forest
removals, prograr: ming the Spring and Summer brochure to include many new and
challenging programs for age groups from 3 yrs to 99 yrs of age. Mens City League
Basketball tournaments ended with Ozzy's Bar/Four Seasons (A Division) and
Scotty/Kirby Vacuum (B Division) as the champs. Kids Night Out went excitably with
48 pre -teens playing and eating at the High School for 24 hours.
Lawrence Park: Presently being designed, Phase I, Revised, is in bid form for the
public, to be opened April 25.
ISTEA: Woodland Park D.R.E.A.M. trail bid is under review by the State of Montana
and the Advisory Council on Historic Preservation. North plain trail is presently under
design, and meetings are underway with prospective engineers for the Meridian Trail
engineering.
Tennis Cowlex: Bids are out and will be opened April 13.
Baseball Complex: Topo being prepared.

COMMENTS FOR MONTH OF MARCH, 1995
Building Activi
Work was started on 10 single family homes during March. Three homes were started
in South Meadows, three in Buffalo Stage and 4 were elsewhere in the jurisdiction.
Work continued on other multi -family and commercial projects as decent weather
prevailed for most of the month.
Proposed projects include a Perkins Restaurant, Appleby's Restaurant, Checker Auto
and a new Whitefish Credit Union office.
Zoning
The Board of Adjustment did not meet in February, but considered two applications
for variance at their March 7th meeting. AAA Montana, which leased office space
within the BankWest building at 5th and Idaho, had requested a variance, which, if
granted, would allow a second freestanding sign on the Idaho Street frontage.
Following a public hearing, the Board voted to continue the matter to the April
meeting to allow the applicant to explore all signage options available.
The Board denied, with a 5-0 vote, a request by Jeff & Lesli Schreiner to exceed the
allowable lot coverage on their property (Zoned R4) at 1115 4th Street West. The
Schreiners are pursuing purchase of adjacent city property which, if acquired, would
allow them to build the duplex they desire.
Personnel:
Dwain Elkins retested for his plans examiner certification on March I Ith. The
electrical inspector position is still on hold pending the outcome of Senate Bill 227.
General:
Senate Bill 227 which would limit a city building department's extraterritorial
jurisdiction from a possible 4.5 miles to a maximum of 1/8 of a mile beyond the city
limits, passed the Senate on February 17th. It was tabled by the House Local
Government Committee on a 13 - 5 vote but still may be brought to the House floor
and put to a vote of the full House. We continue to spend a great deal of effort to
defeat SB227 which is a bad bill and will have an adverse impact on local
government.

This is a total of 51 fire runs, one of which was a "General
Alarm", ( a f ire large enough to call in all of f -duty f iref fighters) .
The estimated total fire loss for the firsT quarter was $13,650.00.
The "General Alarm Fire", was a garage fire located at 310 4th
Avenue East, on January 29th 1995.
Ambulance Service
Ambulance #1 made 269 responses, traveling 2545 miles. Ambulance
#2 made 84 responses, traveling 1368 miles. Ambulance #3 made 19
responses, traveling 683 miles. Ambulance #4 accounted for 15
runs, traveling 785 miles. This quarter there were 67 ambulance
runs that were no haul,(patients refused treatment, non -injury
accidents, etc.). Also,.this quarter there were 9 ambulance runs
where at least two patients were treated and transported. The
total number of ambulance runs for the first quarter of 1995 were
387, with a total mileage traveled of 5381.

All of the firefighters were involved in fire and emergency medical
training this quarter. The man hours devoted to training this
quarter were 1450. Of this training 860 man hours were done on -
duty, while 590 man hours were done off -duty. Some of the training

Our eight personnel that are taking the "Emergency Medical
Technicians Paramedic Course", are very active in the course now.
They started the course the first part of February, and they go to
JI class every Monday and Thursday night from 6:00 P.M. to 10:00 P.M..
They are also doing their clinical portion of the course by going
to Kalispell Regional Hospital for 12 hours at a time.
Fire prevention activities occurring during the first quarter of
1995 were as follows: 219 commercial building inspections with the
fire marshal reinspecting 8 of the commercial buildings to correct
the more serious problems. The fire marshal is working on 6
commercial building construction projects at this time. The
Kalispell Fire Department was active in the Flathead County Fire
Investigation Team and was involved in two fire investigations to
determine cause and origin.
Public fire safety activities included fire safety talks and
demonstrations given to various civic, industrial, church and
school groups. These activities contacted 728 people.

Other Kalispell Fire Department contacts were made with 135
students and 32 adults in the form of fire department tours. There
were 73 people who used the" Kalispell Fire Department Chimney
Brush Program", this quarter. The Kalispell Firefighters (no tax
money) bought the rods and brushes to be loaned to anyone who needs
to clean their chimney.

During the month of March 1995, the task force made 11 felony arrests and 3 misdemeanor
arrests. We conducted 6 searches (vehicles & buildings). We also completed 3 agency assists.
We seized over 151bs. of Marijuana and over 15 oz. of Methamphetamine (Crank).
