Recommendation Regarding: Community Tennis Facility Bids
To: Kalispell City Council

In October of 1994 an effort was begun to plan for the construction of eight
tennis courts on the southeast comer of the Flathead Valley Community College
campus. The effort was undertaken by the Community Tennis Court Planning
Committee (CTPC). The committee Is made up of Mike Baker (KP), Jim Vidal
(KTA), Larry Iverson (KTA), Larry Rasmussen (FVCC), Ross Plambeck (KPED),
Gary Rase (Sch. Dist. 5) and Bruce Lutz with Public Works input from John
Wilson. Before our effort began, the budget that had been set aside for the
replacement of a pQurls (formerly at Flathead High School) with 4 counts was
$120,000 with a $5000 contribution from the Kalispell Tennis Association. To
accommodate tournaments and increased community play the project scope
was increased from 4 courts to 8 courts after authorization from the council.
In November of 1994 the CTPC reviewed 10 alternative plans for the
development of an eight court complex on the southeast corner of the FVCC
campus. After review of the design alternatives, the committee selected
alternative #4 to pursue as a preferred configuration (see attached plan, E1).
Alternative #4 was further developed to include access paths and 'bare essential'
landscaping. The committees admonition during the planning process was to
design a complex that will be efficient, cost effective, low maintenance and long-
lasting........ in other words, 'lets do it right'.
After refining the selected alternative, Sitescape estimated the construction cost
for the 8 court complex to be approximately $156,500 including landscaping and
Irrigation. In January, along with their dedication of 3.4 acres of property, FVGC
offered an additional $24,000 to the project to cover the construction of of parking
lot adjacent to the courts. That item brought the total estimated project cost up to
$180,500.
During the construction document phase of the project the following items were
indicated to be included in the base bid (see attached plan, E2):
1) Consttuotion of 8 tennis courts including
base, leveling, 2 lifts of asphalt and synthetic Coatings
-1 O' non -reflective perimeter fencing
- court hardware and aocessories
2) 42 oar parldng lot and surface drainage improvements
3) Asphalt paths to tennis courts from parking area
4) Drainage piping swales, rock mulch and weed barrier fabric
&) 2' gravel mow -strip with pressure -treated border and weed barrier fabric
6) Rough grade entire 3.4 acre site
7) Sub -drainage system servicing the east side of the site.
Add alternates were indicated as follows:
1) Fine grade and seed entire landscape portion of site.
2) irrigate landscape portion of site with water tapped off of main on south side of
Grandview Drive and hydrants for washing courts.
3) Geotech fabric under all oourts (added after estimate).
It is the recommendation of the CTPC that the Kalispell City Council approve the
construction of an eight court tennis complex at FVCC. Nupac is the low bidder
in the amount of $166,500 (base bid) and $20,000 in suggested add alternates
(see attached spreadsheet). The grand total for proposed construction is
$186,500. The project will begin on or before May 1 and is scheduled for
completion at the end of dune. The Tennis Association has a statewide tennis
tournament scheduled for late July.
