SIGNALS SIGNS STRIPING SERVICES (Jerry Diegel) -Continued general maintenance on traffic signals, signs, meters, decorative lights, alley lights, special lighting, airport runway lights, barricading, banners and sight obstructions -Replacing Street name signs, raising poles where needed -Installed Handicap signs, poles & breakaways in High School Parking lot -Installed Warning signs at Ashley Creek (South Meadows Sub division) -Beggs Park Drive PUBLIC WORKS DEPARTMENT WASTEWATER TREATMENT PLANT ACTIVITY REPORT MARCH 1995 Joanne Emrick -We hauled 250 tons of sludge (20 trips) to Olney with an average solids content of 19.7 % . We averaged 12.5 tons per trip. -The total flow through the Plant from March 1 through March 29 was 49 million gallons, with an average daily flow during this period of 1.7 million gallons. -The Plant met the permit Discharge limits. -The Laboratory Analyst performed 390 laboratory tests. -Our Consultant Engineer is still working with us to sort out problems that came with the new Plant. He helped us choose a back up battery system for the Digester Building Gas Warning System. The manufacturer had suggested a unit that cost $975.00; our Consultant found one that will work for $215.00. -We have not had any pager call -out alarms this month. Since November 1, 1994 to date we have had only one call -out alarm, since establishing a 7 day workweek. -The secondary clarifier units have had a number of problems in recent months. In the winter time, we produce a scum which freezes on the surface of the clarifiers into "icebergs." These icebergs would not go into a slot which removes the scum from the surface, and at times the scum icebergs become so thick that they stop the clarifier mechanism from revolving. The possibility remains (and it has happened) that these icebergs can break portions of the mechanism. In addition, we have had conditions where the wheel that rotates around the outer edge of the clarifiers becomes bogged down in snow and ice and would not move. Originally the clarifiers were designed to be enclosed; as I understand it, the enclosures were eliminated to reduce the costs. -The secondary clarifiers have a unit in the center called a "collector ring. " Power to turn the clarifier mechanism is fed up through this unit. When the clarifier mechanism failed, we drained down the clarifier, determined the problem to be the collector ring, took the unit apart, and found it did not meet specifications. These units cost $850.00 each and we needed two since both clarifiers had the same unit. After some discussion, the engineering company that supplied the clarifiers (Westech) is going to buy us two new "improved" units, and Carver Engineering is taking care of the special handling set up fee and air freight ($162.00 per unit); the City is paying for labor and an Electrician to replace the units. We are presently waiting for these units and hoping the other clarifier mechanism will continue to revolve until the new collector rings arrive. -Since we drained the north clarifier down to figure out the problem, we inspected the wheels, scrapers, etc. at the bottom and found that the rebuild work we did last year at this time is holding up. We will also inspect the south clarifier when time permits. -We have contracted the final "end of construction fund" project: a non -potable water line to the Gravity Thickener unit. Operator Bill Allen was aware that the Water Department has a supply of 4" pipe that wasn'tt being used, so we can use this excess supply and reimburse the Water Department. -We are presently seeking a contractor to install the center drive unit for the Gravity Thickener that we purchased out of the construction fund money. The unit in place is 12 years old and needs to be rebuilt. This is an involved process and requires extensive time and planning. We have asked a number of companies to bid, but so far have only one bid of $5900.00. -The Operator hired on 12-19-94 was terminated 3-17-95 because of unsatisfactory work performance. We are presently working on filling this position. -The computer that runs the Plant is undersized and extremely slow --every time you enter a command you wait 30 to 60 seconds for a response, and often you have to reenter the command to get results. Our Consultant knows of an individual who can possibly rebuild the unit for additional capacity; we will make this determination and include the cost in the FY96 budget proposal. z1 -The denitrification recycle pump and the anaerobic recycle pump have reached the number of hours for a rebuild. Friends of Lawrence Park have committed to a picnic pavilion for this year. 1STEA: Woodland Park D.R.E.A.M. trail bid is under review by the State of Montana and the Advisory Council on Historic Preservation. North Main trail is presently under design, and meetings are underway with prospective engineers for the Meridian Trail engineering. Tennis Complex: Draft bids for the Kalispell Community Tennis Complex are being proofed for publication and subsequent distribution. WHEREAS, the City of Kalispell owns, controls and operates a facility commonly known as the Kalispell City Airport, and WHEREAS, S 67-11-102, MCA authorizes a city council to exercise all powers granted to airport authorities under Title 67, Chapter 11, Montana Code Annotated until such powers are conferred upon a municipal or regional airport authority, and WHEREAS, the City desires to develop the Kalispell City Airport and City property surrounding said Airport in accordance with the Kalispell City Airport Neighborhood Plan, adopted September 19, 1994, and WHEREAS, the City desires to obtain assistance from interested individuals with a knowledge of aeronautics in order to operate, maintain and expand the Kalispell City Airport for the benefit of the City and the flying public. The Airport Advisory Board, created hereby, shall be a citizen's advisory board to the City Council to aid the City in formulating City policy in matters pertaining to the airport and the adjacent City -owned property. The primary responsibility of the Board is to review existing and proposed City policies concerning the proposed improvements to the airport, options of maintenance and operation of the airport facility, creation of an airport authority, and options for utilizing surplus airport property in a manner supportive of the airport operation and further report their findings and recommendations to the City Council.
