SUBJECT: Request for authority to enter into design services contract with Sitescape
Associates (Bruce F. Lutz) to complete the design for the completion of the
Flathead High School Parking Lot.
Attached is a February 24, 1995, Memorandum from Ross Plambeck, with his
recommendation. I concur and hereby request that you proceed with obtaining City Council
approval to enter into a design services contract with Sitescape Associates.
Mr. Lutz is most familiar with the project. It just makes sense to stay with this
firm as long as their cost of services is considered reasonable.
Please advise me if you require more information and of your decision so that we
may proceed with this project design.

RE: Lutz Design Services Proposal/FHS Parking Lot (Blk 186)
Bruce Lutz has submitted a proposal (attached) for design services for the
completion of the high school parking lot project. The total is $9,500 and
includes:
• Detailed survey with elevation control points (information useful to our GIS)
• Demolition Plan
• Final coordination plans for completing all the parking lots catch-up details
• Preparation of construction documents and specifications for bidding
• Construction observation
Entering into a contract with Bruce Lutz for this final phase of the parking
lot will be consistent with the previous work in terms of layout, function,
and construction specifications. His design fees are very reasonable for the
estimated construction costs (less than 60/6), and he is very familiar with the
city's specifications and procedures. He also delivers a quality design that is
functional, and serves the city's interests well as a strong advocate for
quality construction from the contractors.
Recommendation: Please ask the City Manager for authority to enter into
design services with Bruce Lutz.

and can offer the following outline of services and fees:
1) A Topo and Layout Survey of Block 186:
Survey extending out to cover Surrounding streets and east across the alley.
This work will be completed by a registered Surveyor and subcontractor to

plan for the work described below.
Fee: $1750
2) Demolition Plan:
Plan delineating Structures and improvements which shall be removed from Block
150 prior to the construction of the proposed parking lot.
Fee: $750
5) Quality Control and Completion Coordination for Lots A,B,C. (Phase One):
Follow-up planning and coordination for Lots A,B & C including coordination of
Sidewalk linkages and parkway renovation to complete Phase One (1994).
Fee: $500
4) Construction Documents:
1) site layout / dimension plan,
2) grading & drainage plan,
5) landscape plan w/ plant Not and detailing,
