PLANNING OFFICE ITEMS:
Captain's Marine — There will be a PUD Hearing on this in September.
Flathead High School Residential Parking District — There will be a Work Session on the
Flathead High School residential parking district.
Zoning Ordinance Update — This will be on the Work Session regarding the parking
changes portion of the update.
OTHER BUSINESS:
Kalispell Christian Center — They are starting Architectural Review on a large addition and an
exterior remodel on the building.
Casino Sidewalks — Crowley noted that Ace's Casino on Hwy 2 is working on putting in their
sidewalks. He asked about the other casino across the street, and Sorensen informed us that the Tree
Frog Tavern took out their casino machines and have turned their facility into a billiard room. They
are also no longer excluding persons under the age of 18.
Ashley Heights — LeClair explained that Wayne Turner has received his Building Permit for the
sound wall along Bismark Street. He has started to pour forms for the concrete blocks that will be
put up. We sent out a letter to the neighbors along that street letting them know that he is planning to
start construction of that wall in the coming weeks. Also, if they have any questions about
construction they should contact Wayne Turner. We noted that he is the developer of that
subdivision and was required to install a wall as a condition of the subdivision to mitigate noise
impacts from the adjacent highway. We also noted that the sound wall would be on their property
and the drainage easement. The blocks are similar to ecology blocks, which are 2' wide by 2' tall.
They are looking at a 6' long block, so the base course is 2' wide block. They do a soil fill up to that,
so the block actually sits on grade. They will dig down a 20" depth trench, compacted gravel that
gets the base down below the frost line based on the fill slopes on either side. A geotechnical
engineer will certify that the base course meets compaction as specified on the plans. They then build
up on top of that with 3 more courses of 1' 8" wall block, and that block wall actually has a stamped
brick face on the residential side and then a rock pattern face on the DOT side. The wall basically
goes from 6' high at the northern end and then to 8' tall on the southern end. From the ground it's
actually 8' tall from grade at the exposed part, because the soil fill comes up on either side, and then
we specified that they need to have a weed -free seed mix. They will need to finish grade it and then
seed it. There will be 1,200 lineal feet of wall. LHC is pouring the concrete at his site.
Next Week — The City Works people will be in the lower conference room for most of next week, so
we will be moving our meeting to the upstairs conference room.
