Chief KALISPELL POLICE DEPARTMENT MONTHLY SUMMARY 01 JANUARY 1995 January 1995 showed KPD Officers handling a total of 1,129 calls. This number is a 11.07% increase over the calls handled in January of 1994. Adult arrests were also up over 1994 with a total of 102 adults arrested in January 1995 which is a 5.1% increase over 1994. Officers issued a total of 341 traffic citations in January. Those citations included 31 DUIs. Officers investigated a total of 57 traffic accidents which included 5 injury accidents. Fines and forfeitures for the month of January 1995 totaled $26,281.85. Officers Jim Brenden and Scott Warnell attended a 3-day DARE workshop, January 26th, 27th & 28th. The SRT members conducted an 8 hour semi-annual firearms qualification on January 20th. The training included qualifications with pistols, rifles and shotguns. They also practiced team movement exercises to include room and hallway clearing and room entry with the use of a battering ram. Flathead/Missioni 800 S. The team executed 3 searches (two by warrant), 1 FLIR (forward looking infrared) survey and 4 agency assists. We seized 1,800 dollars in US currency, 3.5 grams of Methamphetamine and 3.7 ounces of Marijuana. The FLIR survey was conducted in Polson and culminated in the arrest of a known drug dealer and her parolee boyfriend for Intent to Sell and Sales of Dangerous Drugs. WATER PUMPING STORAGE DISTRIBUTION. (Ben Van Dyke) -Continued maintenance of all pumps, motors, reservoirs, grounds and controls for the water supply system -Produced 64,932,000 gallons of water, 10,868,000 gallons in the upper zone and 54,064,000 gallons in the lower zone -Injected 44 pounds of chlorine at Lawrence Park pump station -Repaired exhaust cover at Buffalo Booster station -Repaired ventilation system at Buffalo Hill well to keep motor running cooler in the summer -Removed & replaced power supply for radio controls at Depot Well -Replaced fan belt on exhaust fan at Buffalo Well -Calibrated AMP gauges, all pump stations -Relocated gate at Lawrence Park -Installed water meters and remotes at pump stations -Installed thermostat for ventilator at Buffalo Booster Station -Trained Mike Ford and John Cureton on water control system and telemetry B. (Jerry Diegel) -Continued general maintenance on traffic signals, signs, meters, decorative lights, alley lights, special lighting, airport runway lights, barricading, banners and sight obstructions -Readjusted barricade at 1st Ave East & Railroad crossing -Installed five steel driven poles by the Loading Dock on 1st Ave East -Removed railroad ties along alley at 495 6th Ave. EN to reopen alley -Rewired controller cabinet at 1st Ave. East & 4th St. East on traffic signal -Installed new stop sign and street sign at Greenbriar Drive & Two Mile Drive -Installed new ticket machine at Eagle's lot -Installed three signs for the Eagle's lot PUBLIC WORKS DEPARTMENT WASTEWATER TREATMENT PLANT ACTiViTY REPORT ,JANUARY 1995 Joanne Emrick -The Evergreen Water District is putting in a system at the WWTP that will read the flows at the final Evergreen Lift Station. We also plan to have this flow information put on our "system flow" report which is printed by the computer on a daily basis and also provides a monthly summary. -The total flow through the Plant was 49.5570 million gallons, with the average daily flow at 1.5986 million gallons. It is interesting to note that when we experienced heavy rainfall on January 31, the daily flow was 2.266 million gallons. -We continue to have visitors from different parts of the world. This month an individual from Norway with a PHD in Civil Engineering had heard about the Plant and came for a tour. -The Laboratory Analyst performed 450 laboratory tests; the Operators and Laboratory Analyst did 101 work orders. -The Plant operated within the Discharge Permit limits this month. The Plant "bugs" think it is spring as the weather has been so mild, so we are having to make adjustments, such as wasting more sludge. The Plant requires this kind of constant monitoring and adjusting as conditions never remain the same. -Two Operators attended the "Confined Space" training school in Helena. This course is particularly helpful as we have many confined spaces in the Plant. -We did not have any pager call -out alarms this month for the third month in a row. -We hauled 218.5 tons of sludge to Olney (19 trips) with an average solids content of 15.8%. An average round trip to Olney takes 2 1/2 hours. PUBLIC WORKS DEPARTMENT ACTIVITY REPORT DECEMBER 1994 A. (Jerry Diegel) -Continued general maintenance on traffic signals, signs, meters, decorative lights, alley lights, special lighting, airport runway lights, barricading, banners and sight obstructions -Made new address sign for WWTP as it did not have one -Replaced faded stop signs in Northridge area -Researched cost of replacement bulbs for decorative lights -Referred Thomas Electric to a problem strobe light at the City Airport -Trimmed willow tree at 7th Ave EN & East Oregon -Gathered Chamber of Commerce banners -Working on problems with the parking lot luminair in the Eagles lot -Responded to calls on the Eagles parking lot ticket dispenser -Blocked the alley from West Arizona over to Meridian Pointe Apts. as well as the south edge of Arizona, leaving both ends blocked with cement parking blocks to prevent throughs PUBLIC WORKS DEPARTMENT WASTEWATER TREAZMIENT PLANT ACTIVITY REPORT DECEMBER 1994 Joanne Emrick -A safety inspection of the WWTP was conducted on December 15th by the Montana Department of Labor and Industry under the Montana Safety Act. Three minor deficiencies were noted and have been or are being currently corrected. The Compliance Officer remarked that usually in a facility this size he would have a list of many deficiencies. He also remarked that it is nice to see a work place that is so safety conscious. -Twice a year the Plant effluent is tested for toxicity to certain species of fish. We passed the test done in December without any problems. -Bob Piorek, Laboratory Technician/Operator, was Temporary Acting Manager from December 23, 1994, to January 5, 1995. -A new Operator, Kevin Durocher, began at the Plant on December 19th. Kevin has a B.S. Degree in Water Quality from Northern Montana College in Havre. -We did not have any pager call -outs during this month. This is the second month in a row without any call -outs. -The Plant began working a 7 day/week, 8 hour/day workweek on November 1. The City is presently working with the Union to finalize a rotating shift schedule so that the Operators will not have to work one day of every weekend. -The Plant personnel did 144 work orders this month. In addition, they performed routine maintenance. Even the task of changing light bulbs becomes a major project; for example, in the Digester Building they changed out 40 fluorescent bulbs, requiring a high lift hoist to reach most of the fixtures. The Plant's corrosive gases, even in small amounts, take their toll on electrical and mechanical equipment. Even ordering and receiving parts can become difficult --we have been working with a valve company since the first of the month to get a replacement gear and we do not have the part yet. We tried to have the gear rebuilt locally, but were unsuccessful. -We are working on setting up the Confined Space program and are presently designating areas that are considered confined spaces. -The Plant operated well within the Discharge Permit limits this month; for example, the phosphorus averaged 0.24 mg/l, and the total suspended solids averaged 2 mg/l. We are experiencing foaming, which is due to long stringy bacteria which tend to float on top. This problem is prevalent in biological nutrient removal plants, and seems to occur in the winter and early spring. -We hauled 215 tons of sludge to Olney (20 loads) with an average solids content of 16.2%. -The "gate" that controls the level of the water coming into the cells where the bacteria do their nutrient removal has not worked since the Plant started up 2 years ago. This gate is important because it keeps the water quiet so as not to put in extra air so the nutrient removal process can work properly. We have been getting by without the gate since we are not at full capacity and can use an extra cell to let the water be quiet; ultimately though this cell is needed. Therefore, one of the Operators and our Electrical/Mechanical Engineer set out to find the problem and discovered a defective potentiometer and extensive useless programming in the PLC. The potentiometer and programming were both replaced --hence the gate now works. -The total flow through the Plant this month was 49.141 million gallons, with an average daily flow of 1.585 million gallons. ly7j►l�l- i TO: Bruce Williams, City Manager Douglas Rauthe, Mayor City Council Members FROM: Mike Baker, Parks Director RE: January Activity Report DATE: February 14, 1995 January was a cold weather month for ice skating, and its traditional warming spells caused uncertainty for ice skating lessons. Park Crews chipped 2,700 Christmas Trees, an increase of 200 trees from last year. Urban Forestry pruning and removals are underway. Vandelism at Depot Park picnic tables continues to be a problem. The Aerial Lift bids were opened on January 18, 1995, and bid awarded to Kois Brothers. Expect to receive the equipment by mid -March, 1995. Lawrence Park waterline is completed. The Consultant Services contract for North Main/Lawrence Park Trail was approved by the State Department of Transportation, and construction documents for Woodland Park ISTEA are under review for historic preservation. The Kalispell Community Tennis Complex will go to bid shortly. A consultant was chosen for Lawrence Park rest room and preliminary design has begun.
