Please find attached a copy of the minutes of our January 3,
1995 meeting.
As per our phone conversation of January 17, 1995, it is our
understanding that the City Council does not need to pass a
resolution or an ordinance for the posting of the No Parking
zones at the intersection of First Avenue West - Eleventh
Street, as this is a safety project.
For your information, the Department is sending out a public
notice for this safety improvement.

Meeting with City of Kalispell on January 3, 1994 at 1:30
p.m. at City Hall.

Mr. Brazda introduced the MDT representatives to Mr. Babb.
Mr. Criswell explained the purpose of the meeting, namely to
define the scope of work for work to be done by the
Consultant. Mr. Babb indicated that the City's main
interests are in the following intersections: Meridian
Road and Buttrey's Access, First Avenue West and Center
Street and Meridian Road and Two Mile Road
Mr. Jomini explained that, as MDT is now responsible for
this project, FHWA and MDT procedures will be followed. The
MDT Safety Program is based on the identification of
hazardous locations and determination of accident trends.
Corrective measures to address the accident trends
identified are evaluated, benefits and costs are computed
for the proven corrective measures and the improvements with
the highest benefit/cost ratio get programmed for
implementation. This means that MDT does not initiate
safety projects at private driveways, but uses the approach
permits to have owner/developer make improvements or close
or relocate the access.
Mr. Babb indicated that most of these sites therefore would
no longer qualify under this program.
The group agreed to review each site, while concentrating on
the accident patterns to be corrected.
Site #1 - Meridian Road and Buttrey's Access
Mr. Babb mentioned that he had talked to Mr. Norm Dusenberry
Vice President Real Estate, 601-6th St. SW, Great Falls, MT
59404 (406) 454-7281 and showed him the problems and
congestion at this site. The city has no approach permit.
No agreement had been reached. Several options were
discussed such as no left turn in, right in/right out only.
There was mention of another access further south which is
also used for deliveries and access to Buttrey's docks. Mr.
Brazda indicated that there is a safety project at the
adjacent intersection at US Highway 2 (Idaho Street) and
Meridian Road and indicated that if the access is the
problem, it could be closed off if the access further south
could be used. In conclusion, as this project involves a
private access, it will be pursued by the city, who will
contact Mr. Dusenberry.
Site #2 - 1st Avenue West and Center Street
Mr. Babb explained that there is no approach permit, no site
plan and the right-of-way is along the curb line. The
development had problems with parking needs, internal
circulations, public right-of-way needs and was approved
through the political system. Again, the project hinges on
improvements at the private access. MDT agrees that signal
improvements are needed at this intersection. MDT concurs
with Mr. Babb that the traffic lanes are too narrows five
lanes with 531 width (back of curb to back of curb). The
City of Kalispell will send a letter to the shopping center.
Site #3 - 4th Avenue West and Center
This project also involves the Kalispell Center Mall with
the same issues as per Site #2 except the intersection is
unsignalized. The City will notify the shopping center.
Site #4 - Meridian Road and 2 Mile Drive
MDT pointed out that the accident warrant for a traffic
signal is not met. Mr. Babb indicated that since the
installation of the 4 WAY STOP, the accident problem has
been resolved. As the accidents particularly rear -end
accidents would increase with a traffic signal, how could we
justify using safety funds? As the City of Kalispell plans
to hire a consultant to start preliminary engineering for
North Meridian Road, an FAU route, the city is requesting
MDT to do a traffic signal warrant study. This project will
not be pursued with the safety program.
Site #5 - 1st Avenue West - 11th Street
The City of Kalispell has implemented the STOP signs and
done the curb painting. This intersection needs all
thermoplastic pavement markings, no parking signing, and
ramps. There is citizen opposition to the installation of
the "No Parking" zones. MDT will check if this project can
be added to the US Highway 2 (Idaho Street) and Meridian
Road project. Mr. Babb had same concerns about the accuracy
of the boulevard width and the presence of storm drain
inlets at the radius returns.
Site #6 - 1st Avenue West - Montana Avenue
Mr. Babb reported that the STOP signs have been installed,
that the city has made Montana Avenue a through street and
the safety problem has been addressed. No further work is
needed at this time.
Site #7 - 3rd Avenue West - Fifth Street
Mr. Babb reported that all the signs have been installed and
painted. As there is not heavy pedestrian traffic, the city
will use paint and does not request thermoplastic.
